Funds for mining-hit in Goa to be spent on panchayat gym gear, SUVs for cops

SUVs, rooftop solar panels for police stations, gym material for a panchayat ghar, and projectors for police stations are all set to be funded through the South Goa District Mineral Foundation (DMF) funds, which are meant to be utilised for people affected by mining.
The stark disconnect between these approved expenditures and the foundation's core mandate has sparked concerns among stakeholders over how funds meant for mining-affected communities are being diverted to the administrative conveniences of govt departments.
The DMF, established under the Mines and Minerals Development and Regulation Amendment Act, 2015, was designed to channel mining revenues toward communities bearing the environmental and social costs of extraction.
The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) guidelines explicitly mandate the utilisation of at least 70% of funds for high-priority areas, including drinking water supply, environment preservation, pollution control, healthcare, education and the welfare of women, children, aged and disabled persons.
Yet the latest governing council meeting witnessed extraordinary justifications for these questionable expenditures, as revealed in the minutes of the meeting.

Goa police sought Rs 20 lakh for two hearse vans, claiming they would benefit the "population in mining panchayats" besides handling "unclaimed and destitute bodies." For Rs 4.25 lakh worth of projectors and smart boards, the police department argued they were needed for "awareness about different types of crimes" since police stations lacked such equipment. Moreover, Rs 38 lakh for solar panels on police stations was justified as reducing "non-conventional energy" usage.
The Rs 56 lakh demand for two 4x4 SUVs drew the sharpest questioning. The justification provided by police — 'emergency calls in remote areas' and transportation challenges — proved unconvincing. South Goa MP Viriato Fernandes, also a member of the governing council, questioned why the department couldn't make budgetary provisions for such assets, allowing 'limited DMF money to be utilised for more beneficial work to the mining community'.
Several sources privy to the meeting told

that 'these projects do not directly benefit the people and thus do not fit into the criteria' for the DMF-funded projects. While hearse vans and police vehicles serve administrative purposes, they fall nowhere within the PMKKKY framework designed to address mining's environmental and social impact.
'If anything, it's the government's responsibility to provide for budgetary allocation for such requirements of its departments.
The DMF funds should go where it is meant to go, and government departments shouldn't dip into it,' a senior govt official privy to the meeting said.
The pattern extends beyond police department proposals. The directorate of health services' Rs 36.47 lakh proposal for TB patient nutrition kits prompted the chairperson, South Goa collector Egna Cleetus, to question 'why the DHS wanted even the smallest items to be purchased through the DMF'.
The DHS' response was telling — their own procurement procedures were 'comprehensive' and would take too long, making DMF a convenient shortcut for requirements.
Another questionable approval pertains to the purchase of gymnasium equipment for panchayats. Minutes reveal Rs 15 lakh sanctioned for gym equipment in Panchwadi panchayat. 'Ideally, projects to be covered under the DMF should be aimed at the revival of livelihoods, revival of agriculture, etc,' another source said.
Sources familiar with the DMF operations said that the problem lay largely in the state's failure to prepare its five-year DMF perspective plan, a statutory requirement contained in the ministry of mines' June 2022 directives. The absence of this plan, they said, leaves the process vulnerable to departmental lobbying and top-down proposals that may not benefit the communities intended to be targeted.

New Delhi: The saas vs bahu Kapur family saga - a Bollywood blockbuster-like battle for control of the Rs 30,000 crore Sona Group - shifted to the United Kingdom this week after Rani Kapur, the late Chairman Sunjay Kapur 's mother, hinted darkly at a "transnational conspiracy" leading to the "murder" of her son. In a dramatic letter that NDTV has seen, Rani Kapur claimed she has "credible and concerning evidence... that suggests his (i.e., Mr Kapur's) death may not have been accidental or natural, but may have involved foul play, including possibility of murder, abetment, conspiracy, fraud, and forgery". She also claimed she has records that "point to forgery, dubious asset transfers and suspicious legal filings, (and) indications of collusion between individuals who stood to gain financially" from his death. The reference was to Priya Sachdev Kapur, Mr Kapur's second wife. "There are compelling reasons to believe his death may have been facilitated or orchestrated as part of a coordinated transnational conspiracy, with the involvement of individuals and entities in the United Kingdom, India and maybe the United States," Ms Kapur told British authorities in her letter. "Given the gravity of the matter and possible multiple offences under UK law, including murder, conspiracy to commit a crime, fraud by false representation, forgery... I respectfully request for immediate registration of a formal complaint and initiation of a criminal investigation". Ms Kapur's letter is the latest twist in an increasingly public family affair that kickstarted with her e-mail to the board of Sona Comstar demanding it postpone an annual general meeting. Identifying herself as the majority shareholder of the Sona Group, which includes Sona Comstar and Sona BLW, she said she had been "compelled to sign documents" while grieving for her son. In a market filing Sona BLW Precision Forgings Ltd, said Ms Kapur is not a shareholder, majority or otherwise, and had not been one since 2019. The company said in May 2019 a "declaration of significant beneficial ownership" named Sunjay Kapur as the "sole beneficial owner..." And on her claim about being "forced to sign documents behind locked doors", the board said no documents had been signed or obtained from her since Sunjay Kapur's death. The third chapter in this drama played out last week. Sona Comstar sent Ms Kapur a cease-and-desist letter, saying her words and allegations had defamed the company. Sunjay Kapur Death Mr Kapur, 53, died playing polo in London on June 12. The cause of death was listed as a cardiac arrest but there were reports he suffered an anaphylactic shock after a bee flew into his mouth. Nabard promotes 6,215 farmer producer organisations, says FM Sitharaman

National Bank for Agriculture and Rural Development (Nabard) has promoted the formation of 6,215 FPOs till date under various schemes, Parliament was informed on Monday. The major support provided to Farmer Producer Organisations (FPOs) includes formation of FPOs, capacity building, credit facilitation and market linkage support, financial literacy, etc, Finance Minister Nirmala Sitharaman said in Lok Sabha. In addition, she said, Nabard, in partnership with Small Farmers' Agri-Business Consortium (SFAC) and Open Network for Digital Commerce (ONDC), has conducted FPO Melas (TARANG-celebrating Collectivisation) at 50 locations across 24 states/UTs to demonstrate the products of FPOs/OFPOs to enable the marketing & branding of FPO products. She further said Nabard extends loan assistance to state governments for the creation of rural infrastructure through various funds, that is, Rural Infrastructure Development Fund (RIDF), Nabard Infrastructure Development Assistance (NIDA), Rural Infrastructure Assistance to State Governments (RIAS), Long Term Irrigation Fund (LTIF), Micro Irrigation Fund (MIF), Food Processing Fund (FPF), Warehouse Infrastructure Fund (WIF) and Fisheries and Aquaculture Infrastructure Development Fund (FIDF). State/UT wise yearly allocation is made under RIDF on the basis of funds allocated by Reserve Bank of India (RBI) from Priority Sector Lending (PSL) shortfall, she said. Other than RIDF, the support through various funds is provided to States/UTs on the basis of proposals received from the respective State/UT Governments, and no yearly allocation is made, she said. The reduction in the Priority Sector Lending (PSL) shortfall fund in the financial year 2024-25 resulted in a consequent reduction in RIDF fund allocation to the States/UTs, she said. NABARD's funding support through the above-mentioned funds enhances rural infrastructure, including roads, irrigation, and storage facilities, which leads to increased productivity and better market access in rural areas, she said. This, in turn, improves the ability of rural borrowers to absorb and utilise credit effectively, she said, adding, Nabard also provides short-term & long-term refinance to Cooperative Banks and Regional Rural Banks (RRBs) for agricultural loans at concessional rates. Sharing data of sanction and disbursement under RIDF during the past three years, 2022-23 to 2024-25, to various states, she said, against sanctions of Rs 1,40,789 crore, Rs 1,22,595 crore disburement was done. For funds other than RIDF, she said, disbursement of Rs 36,439.63 crore was done against sanctions of Rs 47,617.63 crore during the financial years 2022-23 to 2024-25.
