
'The money is there. Spend it on Newport city centre'
The Argus has outlasted all of its local predecessors such as the Star of Gwent and Monmouthshire Merlin (which itself dated back to 1829).
My first ever job in Newport came at 14, when I delivered copies of the South Wales Argus on a newspaper round in Malpas.
Regular readers of my online blogging page called 'The Pointy Finger' will know I take a no-nonsense approach to life.
I will always tell it how it is. So where to start?
The news broke last month which claimed Newport has the highest number of empty vacant shop units of any town or city in the UK. Make no mistake, it is truly disheartening to see such statistics.
In its latest bid to turnaround the fortunes of our ailing city centre, Newport Council has launched a new 'Placemaking Plan'.
This plan includes the installation of fairy lights, festoon lights or lamps.
They are planning to put market stalls on the riverfront by the Wave. There will be designated points for buskers and street performers. More colourful murals and happy hoardings.
We shall see a walking route-map and a 'brand logo' for the city centre.
They will even build a new playground for young children.
It all sounds great, but it does somewhat remind me of something you'd see at a giant funfair, theme-park or festival.
Where's the 'heavy investment' in terms of regenerating Commercial Street, Charles Street and the High Street?
How about new granite street paving? Open green spaces with trees, shrubbery and flowers? Sculptured kerbstones around alfresco seating areas? New street furniture? Upgraded Victorian-styled lampposts? Recycling litter bins? Public toilets? New telephone boxes or hubs? Free parking incentives? I could go on.
Other councils are literally spending millions of pounds on regenerating 'the basics' in their city centres.
Look at Wind Street in Swansea where £3 million has been spent on upgrading the area with new street paving, open green spaces, new seating, outdoor dining areas, improved lighting, and pedestrian-priority features.
In Cardiff, £2.2 million was spent on upgrading St Mary's Street.
Yet in Newport? We are focusing on quick-wins like fairy lights, market stalls and buskers? Quite frankly, it's not good enough.
Newport Council really needs to up its game. There are no excuses.
The council had a £10.67 million 'underspend' last year. Maybe, invest that spare cash on properly upgrading Newport's city centre. The money is there. Spend it.

Rubbish collections are delayed because of a staff shortage... after binmen went on holiday
A delay in rubbish collections in London has been caused by staff shortages with binmen going on holiday. A shortage of drivers has left Ealing Council considering paying its remaining workers more to fill the gap. The council said that while some workers were on sick leave, it expected disruption to continue until holidays finished in September. On Sunday, the Government warned that taxpayers rely on regular waste collections and said the vital service must continue, The Telegraph reported. Meanwhile council tax has risen for Ealing residents, with the average band D homes now paying £93 extra per month, from £1,948 to £2,041. Occupiers in band H properties are now paying more than £4,000 in council tax. The Labour-led council said the services were being deployed later than usual, adding that any bins not collected on schedule would be prioritised the following day. A council spokesman told the Chiswick Calendar: 'We are sorry about the delays that are occurring to bin collections due to driver shortage and the impact it is having on residents. 'This is because a number of staff are currently off sick and, in addition, as it is the summer holiday period many staff are on leave, which we anticipate lasting until September when the holidays have finished.' 'To address this issue we are actively recruiting more staff. We also employ a number of HGV drivers, which are highly sought after across various industries, including supermarket deliveries, and consequently they are likely to be attracted by companies that are able to offer higher salaries. The council said it was reviewing salaries and other incentives for staff. Susan Hall, Conservative leader in the London Assembly, said the lack of collection was 'outrageous'. 'When you're paid to do a job, damn well do it and the people in charge of them, they need to be talked to as well,' she told The Telegraph. 'When you're running a company or a business, you have to make sure you've got a certain amount of staff in order to deliver the service you're providing. 'Just because these people work for a council, they assume they can do what they like. It's not good enough.' In Birmingham, mounds of rubbish is still piling up, seven months after strikes began in the city. Lengthy negotiations are taking place between the Unite union and city council - but there still appears to be no end in sight. Some locals have complained of feeling 'forgotten about' amid the foul smells and infestations of giant rats dubbed 'Squeaky Blinders'. In June Birmingham bin workers voted to continue industrial action - meaning the strikes could go on until December. The council has paid £8 million to keep a skeleton service run by agency staff in place while strikes continue. The council - which effectively declared itself bankrupt in 2023 - has been blamed for also mishandling an equal pay dispute. The walkout began in January over pay cuts of up to £8,000 impacting around 400 workers who are either former waste recycling collection officers or bin lorry drivers. It has so far paid out almost £1.1 billion after losing a landmark case in 2012 launched after it gave bonuses to refuse collectors and street cleaners but not to cleaners and caterers - roles typically held by women. It still has to find more money to settle further claims but insists its debt is 'unrelated to the need to modernise the waste service and to eliminate any future equal pay risk'.

Inside beautiful £2.2 million Perthshire country retreat with tennis court, Pilates studio and separate cottage
A beautiful Perthshire country retreat with a tennis court, a Pilates studio and a separate cottage has come to the market for £2.2 million. Tigh An Tuir, in Strathtay, near Aberfeldy, is an attractive Victorian villa in extensive and well-maintained gardens and grounds. It is mainly built of stone under a pitched slate roof with a turret and traditional sash and case windows. The six-bedroom property has four reception rooms and four bathrooms. Tigh An Tuir is offered for sale as a whole or in two lots. The second lot is the two-bedroom Bridge House, which includes a detached studio. Tigh an Tuir's rooms are well proportioned, light and bright with high ceilings and tall windows complemented by the fine period features throughout. These include polished wooden floors, fine cornicing, panelled doors and a wooden staircase. The reception rooms are reached directly from the staircase hall with its galleried landing. The dining room enjoys a southerly outlook over the garden and continues through to the generous conservatory, which opens out onto a terrace. The sitting room, known by the current owners as The Den, is a reception room centred on an open fire with a mantlepiece. Lying to the north side of the house is the breakfasting kitchen, with a door leading directly outside, with a part-glazed ceiling. From the entrance vestibule, the hall leads directly to the double-height sitting room with a wood-burning stove and triple aspect. Adjacent is the kitchen, with fitted floor and wall cupboards, integrated appliances and tiled floor. There is a well-proportioned dining room looking out over the garden. A cloakroom completes the accommodation on the ground floor. A staircase leads to the first floor landing with doors leading to the main bedroom, shower room and dressing room, which could also be a second bedroom. There is additionally a detached studio to the west of Bridge House, which currently provides a well-equipped, bright and airy fitness/pilates studio. This could alternatively be used as an annexe or home working office. It has an outdoor patio overlooking a pretty garden. Adjacent to the studio is a traditional stone-built outbuilding. Bridge House has a one-acre lawned garden to the front, with a courtyard to the rear. Tigh An Tuir and all its buildings are being marketed by Galbraith as a whole lot for £2.2m. The two main houses are also available as separate lots; however, Bridge House is not available for purchase on its own until Tigh An Tuir has been sold. Elsewhere, £500,000 has been slashed from the asking price of a Highland Perthshire home won in an online Omaze draw.

'Overtourism' fears as aparthotel plan approved for police station in World Heritage town

More info A Grade II-listed building in the heart of a World Heritage Site is to be partly demolished and converted into an aparthotel. The historic property housed a police station for 162 years and is a key presence in Conwy town centre. The Old Police Station, vacant since 2022, sits on a prominent site in Lancaster Square, one of the town's most popular destinations. While it has an imposing frontage, its later rear extension is more austere, typifying the idea of a Victorian station with windowless prison cells. Planning consent for the 19-room aparthotel, and a ground floor café or retail space, has been approved by Conwy Council. The frontage is to be preserved but the rear has a concrete castellated roof that's considered to lack the same 'grandeur and status', and so will be knocked down. This will be replaced by a '2.5-storey extension' that will have a 'sunken crown' roof so that it doesn't dominate surrounding buildings. The design also allows an obscured air source heat pump and solar panels to be installed on the roof. Work must begin within five years and should not take place on Sundays, Bank Holidays and Saturday afternoons when the square is often heaving with locals and tourists. Planning officials deliberated over the building's details as it sits in an 'essential setting' of the walled town's World Heritage designation. Only five public objections were received - it was claimed that the lack of complaints from neighbouring York Place was because the properties there were 'all holiday homes and the owners do not currently live in the area'. Concerns centred on the 'flat roof and a possible loss of light and privacy, as the new extension will be taller than the one it's replacing. With a cafe included in the plans, there were also fears it would add to an over-abundance of 'cafes, restaurants and pubs in Conwy town'. One resident said: 'Aparthotels are the tourism industry's answer to Airbnbs. 'Over tourism is starting to be a problem in popular destinations around the UK. It can push out local people and be detrimental to the community, with there not being a continuity of permanent residents who will take a pride and look after a town. 'If too much accommodation is given over to visitors, where are the locals - who provide the services for the tourists - to be housed? Locals could become frustrated by increasing numbers of visitors and dread the arrival of summer. 'I fear there could be an over density of 'Aparthotel' accommodation within the historic town walls.' The developers argued that, without a replacement extension, the venture wouldn't be viable. Were it to be refurbished instead, it would only have 10 rooms generating a gross annual profit of just under £90,000, based on nightly letting prices of £115 for 244 nights per year. With a projected overall cost of £1.4m, this approach would give only a 6% return, which would 'not even cover borrowing costs'. With an annual 11% return, this would make the scheme 'viable and deliverable'. (Image: Google) Nearby accommodation providers questioned whether the aparthotel would ever achieve the projected occupancy figures. One business owner said: 'Having operated an accommodation-based business in Conwy town for over 20 years, we know the occupancy figures. 'Over the last two years we have only managed an average of 51.5% occupancy for letting our 11 rooms. The planned increase of another 19 additional rooms to the town is very unlikely to achieve this level of occupancy.' Scheme viability is not a reason for justifying the demolition of any listed building, said Conwy's planners. Although the existing extension isn't without historic value, they concluded the proposal's merits 'outweighed' its disadvantages, especially given the 'socio-economic benefits for the community' and the risk it would remain unoccupied. Co-developer Alun Jones said: 'It was important to us that we brought the iconic old police station building back into use. We looked at several possibilities for this site before settling on the consented design. 'Ultimately this project is about securing the future of the building through a viable scheme that allows this empty building to be brought back to life, creating a buzz around Lancaster Square while respecting the historically significant front of the building, where no external alterations will be made.' The main, front building was constructed in 1859 to the designs of prominent local architect John Lloyd, who also designed the police station in Caernarfon. The rear extension was added in the 19th century with further alterations around 1940. It was occupied by the Conwy neighbourhood policing team until May 2022.
