Abu Dhabi Developmental Holding Company (ADQ) has inked a memorandum of understanding (MoU) with the International Finance Corporation (
IFC, a member of the World Bank Group, is the largest global development institution focused on the private sector in emerging markets.
The MoU formalises a framework for collaboration that will leverage capital and expertise from both parties to fund impactful investments. The agreement will see ADQ and IFC explore co-investment opportunities in key sectors to drive sustainable economic growth.
ADQ to leverage infrastructure development experience
ADQ brings its proven track record in infrastructure development and supply chain resilience, while IFC offers its deep expertise in mobilizing commercial capital for sustainable investments. Together, the two organizations aim to identify and develop projects that bolster food security, promote agricultural innovation, and enhance healthcare infrastructure in emerging markets.
The partnership will also explore investments in critical infrastructure such as energy security, sustainability, transport and logistics, and real estate and urban development, to improve economic resilience, quality of life, and connectivity in developing regions. These investments are expected to foster greater competitiveness in a rapidly evolving global landscape.
Mohamed Hassan Alsuwaidi, MD and Group CEO of ADQ, expressed the significance of the collaboration, stating: 'Partnering with IFC reflects our shared commitment to creating lasting value and driving sustainable impact across emerging and developing markets. By combining our strengths and expertise with IFC, we aim to extend the broad expertise of our portfolio companies to new markets. Makhtar Diop, MD of IFC, highlighted the importance of sovereign wealth funds in driving sustainable growth. 'This partnership underscores the crucial role of sovereign wealth funds in fostering sustainable growth in emerging markets. It also reflects the UAE's leadership in driving South-South investments, enhancing economic cooperation, and creating opportunities globally.
'By combining IFC's global expertise with ADQ's strategic investments, we aim to mobilise private capital and accelerate transformative, long-term development across key sectors in emerging markets.'

ADQ, established in 2018, manages a diverse portfolio spanning over 25 companies with operations across more than 130 countries. Its investments focus on vital sectors including energy and utilities, transport and logistics, food and agriculture, and healthcare and life sciences.

A key component of the partnership includes developing the Bagan Datuk International Sea-Hub Multipurpose Terminal in Perak. The strategic project is expected to enhance global supply chain connectivity and support Malaysia's role as a regional hub for food exports. The MoU builds on the Comprehensive Economic Partnership Agreement (CEPA) signed between the UAE and Malaysia in January 2025, reinforcing both nations' commitment to long-term economic collaboration. Alsuwaidi stated that the partnership aims to create 'meaningful international collaborations that deliver tangible value' and support 'regional supply chain resilience.' Saarani noted that the terminal will serve as a 'critical gateway' for Malaysia's food exports while supporting broader infrastructure and agricultural growth. The UAE and Malaysia continue to deepen economic ties, with non-oil bilateral trade reaching $4.9 billion in 2023 and $4 billion in the first nine months of 2024. 1 June 2025 23:51 KHALED AL KHAWALDEH (ABU DHABI)The UAE has climbed two spots in the latest Global Startup Ecosystem Index 2025, ranking 21st globally and securing its position as the top-ranked Arab country for entrepreneurship. This marks the sixth consecutive year of advancement for the UAE in the global index, reinforcing the nation's steady rise as a premier destination for annual index, published by global research platform StartupBlink, evaluates over 1,000 cities and 100+ countries based on ecosystem strength, infrastructure, startup activity and 2020, the UAE has rocketed up the rankings, moving from 43rd to 21st in just five years. A leap that, the report says, was driven by aggressive investment, regulatory reform and public-private collaboration. The UAE also remains the number one startup ecosystem in the Arab League, although the competition is UAE's ecosystem is especially strong in fintech, where it ranks 14th globally, and Blockchain, where it holds an impressive 7th position worldwide. Billionaire Elon Musk bade farewell to Donald Trump in an extraordinary Oval Office appearance Friday, sporting a black eye, brushing aside drug abuse claims and vowing to stay a "friend and adviser" to the US president. As the world's richest person bowed out of his role as Trump's cost-cutter-in-chief, the Republican hailed Musk's "incredible service" and handed him a golden key to the White House. But Trump insisted that Musk was "really not leaving" after a turbulent four months in which his Department of Government Efficiency (DOGE) cut tens of thousands of jobs, shuttered whole agencies and slashed foreign aid. "He's going to be back and forth," said Trump, showering praise on the tech tycoon for what he called the "most sweeping and consequential government reform programme in generations." South-African born Musk, wearing a black T-shirt with the word "Dogefather" in white lettering and a black DOGE baseball cap, said many of the $1 trillion savings he promised would take time to bear fruit. "I look forward to continuing to be a friend and advisor to the president," he said. But many people were more interested in the livid black bruise around Musk's right eye. Speculation about the cause was further fuelled by accusations in the New York Times Friday that Musk used so much of the drug ketamine on the 2024 campaign trail that he developed bladder problems.
