
T.N. to establish new ranking list for higher education institutes
According to a government order issued on Monday, the Tamil Nadu State Council for Higher Education (TANSCHE), which had in a letter to the government earlier this month proposed to develop indicators for performance assessment of higher education institutions, will be the implementing authority of the ranking.
The government has agreed to sanction ₹75 lakh for implementing the SIRF, and ₹10 lakh to meet preliminary expenses such as forming an expert committee, stakeholder consultation, and software development.
The ranking will seek to 'encapsulate holistic development of students in terms of skill acquisition, competency development, and professional readiness', besides ranking institutions on other metrics.
In the first phase of implementation, an expert committee would be formed for consultation with stakeholders across academia and industry to finalise indicators and evaluation metrics. These will be tested in 20 diverse institutions across disciplines. The indicators will then be refined based on feedback before the project is rolled out in full.
Such a move was necessitated as the current ranking frameworks, including the National Institutional Ranking Framework (NIRF), largely focused on indicators such as research output, faculty-student ratios and publication metrics. There was insufficient focus on student learning outcomes, overemphasis on number of publications and citations, heavy reliance on institutional self-reporting without verification, limited stakeholder engagement and absence of a level playing field, the order said.
A holistic outcome-based evaluation capturing aspects like problem solving, critical thinking, communication, teamwork and ethical reasoning would be a key feature of the SIRF. Institutional performance would be assessed through indicators such as internships, employability indices and alumni outcomes, besides seeking inputs from students, faculty, employers and alumni.
All submitted data will undergo verification and TANSCHE will provide open access to its evaluation criteria.
For this, the Council will set up a digital platform for data submission, analysis, visualisation and reporting, the order added.

‘Layout developers should provide sanitary service, water, power in suburbs': Minister Byrathi Suresh
BENGALURU: Urban Development Minister Byrathi Suresh told the Council that developers who receive funds from the public and provide sites, must ensure they provide power, water and sanitary services, and the government will only grant approvals. The minister was replying to Council member YM Sateesh, who stated that the government has created confusion in Ballari Urban Development Authority (BUDA) over the SC order on not giving Occupancy Certificate for buildings and sites that violate bylaws, is collecting taxes and not giving services like power, water and sanitary services. Suresh said that after the sale deed and other documents are checked, Real Estate Regulatory Authority (RERA) verifies the papers. The layout plan, fire department's no-objection certificate, and other permissions are checked, and if all conditions are clear, recognition is given for sites. 'If the layout is under corporation limits, the civic body will take responsibility for supply of power, water and sanitary services, and also ensure maintenance. Developers who take crores of rupees to develop layouts and sites outside the corporation's ambit, have to instal water lines, sanitary pipes and other civic infrastructure. The government will only give approvals,' he said. The minister also informed the Council that the State government has recognised owners who do not have valid documents, and come up with 'E' for guarantee of their land records. He also stated that those in an unauthorised layout and areas that are public roads or access were given B-khata status; however, unlike owners of A-khata, permission for construction of approvals will not be given. The minister replied to member Basangouda Badarli on 251 acres of Turvehal village and drinking water project-related works, saying that 60 per cent of the population is given water, and due to contractors taking the matter to court, 40 per cent is delayed. 'We have approached the finance department for Rs 22 crore, and have permission to complete the project. We will complete it in six months,' he said, adding that a committee will be formed under the leadership of the chief engineer, and seek a report on poor water supply.

Arab League Council condemns Israeli plan to impose control over Gaza
Cairo [Egypt], August 10 (ANI/WAM): The Council of the Arab League condemned the Israeli government's decisions and plans to impose military control over the Gaza Strip and displace its population, affirming that such actions constitute a violation of international law and a threat to Arab and regional security. In its closing statement following a meeting of permanent representatives at the League's headquarters, the Council renewed its call to protect the Palestinian people, prevent the liquidation of their cause, and implement resolutions of Arab summits to break the siege and deliver aid by land, sea, and air in coordination with the United Nations. It also condemned the use of starvation as a weapon of extermination, which has claimed the lives of 200 civilians, half of them children, and the 'death traps" that have resulted in 1,500 martyrs. The Council called for enabling the State of Palestine to administer Gaza, the West Bank, and Jerusalem, and urged the Arab Group in New York to submit a draft resolution to the UN Security Council under Chapter VII to halt the aggression on Gaza, facilitate the delivery of aid, and impose sanctions on Israel. It further urged the international community to work towards implementing Security Council Resolutions 2735, 2712, and 2720, concerning the ceasefire, the return of displaced persons, the distribution of aid, the exchange of prisoners, and the withdrawal of Israeli forces.
