Call for national action plan to tackle worker housing

The Federation of Malaysian Manufacturing (FMM) has proposed that the government formulate a National Action Plan on Labour Quarters to address the shortage of proper accommodation for workers, especially in key industrial areas and logistics hubs across the country.
Its president, Tan Sri Soh Thian Lai, proposed that the action plan be implemented jointly by the Ministry of Housing and Local Government, the Ministry of Human Resources and local authorities.

'The current shortfall in Centralised Labour Quarters (CLQ) and Temporary Labour Quarters (TLQ) has impacted both worker welfare and employer compliance with Act 446, which governs minimum standards of housing and amenities,' he said in a statement.
He added that employers often face delays in obtaining development approvals and navigating bureaucratic processes, making it difficult to provide workers with safe, regulated living conditions.
As such, the FMM recommended three core measures under the proposed action plan, namely the fast-tracking of approvals for CLQ and TLQ development, targeted incentives for employers and developers to build or retrofit proper accommodation, and public-private partnership (PPP) models aligned with local development strategies.
'These measures are essential to ensure that worker housing evolves in tandem with Malaysia's industrial growth,' Soh said.

On other developments, FMM also praised the government's broader labour reforms, citing the recent drop in unemployment to 3.1 per cent and the increase in female labour force participation to 56.2 per cent as signs of effective policy intervention.
Soh said the introduction of the Madani Workers' Card, which offers discounts on essential goods and services, is a significant step forward in integrating social protection into worker benefits.

Thursday, announced that one million union members will receive discounts of up to 30 per cent from over 100 companies offering essential goods and services through the Madani Workers' Card initiative.
'This is in appreciation of workers for their hard work in carrying out their duties and trust,' Anwar said.
In a nod to Malaysia's labour movement history, Soh welcomed the revival of the 'Solidariti Perjuangan' song, penned by Human Resources Minister Steven Sim, which he said serves as a timely reminder of the central role of workers in nation-building.

'We want to work with any local party that prioritises Sabah's rights. PBK is not part of Gabungan Parti Sarawak (GPS), the ruling coalition in Sarawak. He said the Malaysia Agreement 1963 (MA63) must be upheld in full and that PBK supports any political movement in Sabah that shares this objective. FMM calls for clear guidance, support following US tariff on semiconductors
FMM has expressed concern over the US announcement to impose a 100% tariff on imported semiconductor chips, with exemptions only for companies that plan to manufacture within the US. (Pixabay pic) KUALA LUMPUR : Clear and timely guidance is crucial to maintain investor confidence and prevent disruptions to supply chains that are integrated with the US and global markets, according to the Federation of Malaysian Manufacturers (FMM). The federation said targeted support measures are needed, including regulatory facilitation, specialised advisory services, bilateral engagements to ease market entry barriers, and access to financing mechanisms that reduce investment risks and costs. At the policy level, FMM urged the government to strengthen support for both domestic and outward investment strategies to ensure Malaysia's continued competitiveness in the global semiconductor industry. 'The National Semiconductor Strategy, which is currently being implemented, must be driven forward with greater urgency and focus, particularly in enhancing investment in integrated circuit design, advanced packaging, wafer fabrication, research and development, and talent development. 'In parallel, companies considering expansion into the US or other markets require dedicated facilitation to support their internationalisation efforts,' it said in a statement today. FMM expressed concern over the announcement by the US to impose a 100% tariff on imported semiconductor chips, with exemptions only for companies that manufacture or plan to manufacture within the US. This development has created uncertainty for semiconductor companies operating in Malaysia, particularly US-based firms that have long used the country as a trusted base for global supply and exports to the US market. FMM noted that establishing operations abroad is complex and capital-intensive, requiring time, expertise and sustained institutional support. Therefore, it stressed that these support measures are critical to help Malaysian manufacturers respond effectively to shifting global trade dynamics without being forced to relocate core operations. With the right support, FMM said companies can retain and grow high-value activities in Malaysia while also expanding strategically where necessary. It also reaffirmed its commitment to working closely with the government and international partners to ensure that Malaysia's position as a competitive, reliable and trusted hub in the global semiconductor and manufacturing ecosystem is not only preserved but continuously strengthened. Malaysia is globally recognised as a leading hub for semiconductor assembly, packaging, and testing, contributing an estimated 13% of global backend semiconductor output. Semiconductors were previously excluded from US reciprocal tariffs. The proposed policy shift has raised immediate concerns among manufacturers, many of whom are seeking urgent clarification on whether their Malaysia-based operations will now fall within the scope of the new measure.

Another Sarawak party targets Sabah polls

KOTA KINABALU (Aug 8): Sarawak-based Parti Bumi Kenyalang (PBK) has also set its sights on contesting in the upcoming Sabah state elections. Its president, Voon Lee Shan, said the party will first conduct thorough vetting of each potential candidate before allowing them to contest under its banner, stressing they must be committed to PBK's objectives and the fight for the rights of Sabah and Sarawak. Voon claimed that many individuals had approached PBK to offer themselves as candidates, but the party would scrutinise them closely and be selective. 'Those who want to be candidates are welcome, but they will not be sponsored by the party. We accept candidates from various backgrounds of Sabahans. They must be able to fund their campaign activities. We do not want opportunists,' he said after officiating the launch of Sabah PBK near Penampang today. He said the party has yet to decide how many seats it will contest. On partnerships, Voon made it clear that PBK will only work with local Sabah parties that share their cause. 'We will not accept cooperation from Peninsular-based parties,' he stressed. Voon added that the party's push for independence for Sabah and Sarawak remains central to its political agenda. Asked why he believes PBK can win Sabahans' trust despite limited support in Sarawak, Voon said it was due to shared issues and concerns, noting that PBK Sabah is led by locals who uphold the 'Sabah for Sabahans' belief.. Former nominated assemblyman Datuk Ronnie Loh has been appointed as deputy chairman of PBK, and his wife, Soh Kee Suat, as Sabah chairman. PBK was registered in 2013 and formed to fight for the independence of Sabah and Sarawak. Another Sarawak party, Parti Bangsa Malaysia (PBM) led by Datuk Larry Sng, will contest independently in the upcoming 17th Sabah state election. Among the constituencies PBM is eyeing are Bandau, Tanjung Papat and Kadamaian.
