Brownwood moves forward with $18M for downtown master plan phase 1
BROWNWOOD, Texas (KTAB/KRBC) — The City of Brownwood is moving forward with a plan that has been a long time in the making. For more than a year, officials in Brownwood have been working to revitalize the downtown area, presenting a master plan in February 2024. Fast-forward to May 2025, and now the Brownwood city council has approved the 18-million-dollar budget for the project, giving a green light for Phase 1 of the revitalization project.
All of this took place at the May 13th City Council Meeting. Deputy City Manager Marshal McIntosh presented the certificates of obligation to the council, not to exceed $18 million, and is set to publish a notice of intention in the Brownwood Bulletin. The council unanimously voted to approve this debt through a certificate of obligation, which allows them to take on this debt without voter approval. City manager Emily Crawford emphasized that while it will be funded by property taxes, it will not raise the current rate of 69 cents per one-hundred-dollar value.

Mayor Stephen Haynes explained that with warmer weather, he has been noticing more foot traffic in the downtown area and is ready to see that continued growth.
'My family, we were all downtown Saturday morning, and it was busy. Now that people are out and going to the bakery and shops, it's nice to see,' explained Mayor Haynes. 'Those things are not going to continue until we do our part.'
Phase 1 includes street improvements to Baker and Fisk Streets, the development of Fisk Art Park, and the creation of a park at the site of the historic silos. Council member Ed McMillian shared that this will provide an economic boost for businesses and tourism while improving the quality of life.
'Our young people, they're moving back to live, and this is what we're making. We're making something to improve the City of Brownwood,' added McMillian.

Council member Draco Miller explained that this project has been received with overall positivity.
Many citizens, groups, organizations, businesses, downtown and not downtown, had the opportunity to see, comment, and give feedback. It is my understanding that there was a large majority in favor of the Phase 1 project,' said Miller.

Marshal McIntosh takes helm as Brownwood city manager
BROWNWOOD, Texas () – The City of Brownwood has appointed Marshal McIntosh as city manager, as the previous city manager, Emily Crawford, transitions to Abilene. McIntosh previously served as the city's Deputy City Manager, bringing more than a decade of experience in public service. He also holds certifications in economic development from the Texas A&M Engineering Extension Service and in emergency management from FEMA's national disaster and emergency management programs. McIntosh was also named Professional of the Year by the Brownwood Area Chamber of Commerce in 2022 and is recognized as a '40 Under 40' standout citizen. Stewart Grocery in Buffalo Gap closing after 8 decades of community service
BUFFALO GAP, Texas ()- Since 1946, Stewart Grocery in Buffalo Gap has been the local one stop shop for gassing up and chowing down, all the while owned and operated by the Stewart family. Owner Mickey Stewart announced recently that the store will be closing on Saturday, May 31, leading to an outpouring of memories and well wishes shared by locals. Debbie Powers has been a store clerk at Stewart Grocery for about 5 years now, calling the place a 'home away from home', a sentiment that many in the community share. She tells KTAB/KRBC that the decision to close the store comes from a number of factors not the least of which are financial concerns due to the rising cost of stocking, insuring, and operating the beloved corner store. You have to have insurance on the property. That's went up probably 30, 40% over the last couple of years…it's kind of hard for a little mom and pops to compete with all the forward progress,' Powers said. For all the bittersweet memories that have come up in the wake of the announcement, Powers hopes that the public will show up in force to say their farewells and buy their final goods throughout the coming week as their closing day approaches, Powers saying there is still time to make a few fond memories more. 'People come in and, you know, get a fountain drink visit. They always ask us how we're doing and we ask them how they're doing. I love that part. I'm going to miss that part of it…I myself am thankful for the community and their support and i know Mickey is thankful for it through the years. I would just say to them, don't be sad. Another Abilene day care closing for good after 30+ years
ABILENE, Texas () – Another Abilene day care is closing for good after after more than 30 years of operation. Pathways Learning Center, which is the day care at Pioneer Drive Baptist Church, is closing effective August 15. The closure affects only the center's five-day-a-week fulltime day care, and not the Children's Day Out program. KTAB and KRBC have reached out to Pioneer Drive Baptist Church to get more information about what has contributed to the closure, as well as how many children/families are affected.
