ASEAN Education Urges Focus On Gaps Affecting Out-of School Children

LANGKAWI, June 19 (Bernama) – In the pursuit of a resilient and sustainable ASEAN, it is crucial for member countries to remain attentive to deficits in foundational learning, skills gaps and youth unemployment, which continue to exacerbate the Out-of-School Children and Youth (OOSCY) challenge.
Education Minister Fadhlina Sidek, in her welcoming remarks at the ASEAN Ministers of Education and Higher Education Roundtables here, said that with continued support and shared wisdom, ASEAN is collectively able to achieve greater heights in the quest for quality education and prosperity for both individual nations and the bloc as a whole.
'Today's roundtable serves to reaffirm our shared resolve that every child and young person, especially those currently out of school, must be afforded equitable access to quality education and the opportunity to play a meaningful role in society. This convening offers an invaluable platform to share experiences, reflect on our collective progress and explore innovative approaches to bridging long-standing educational disparities.
'As Malaysia assumes the ASEAN Chairmanship in 2025, we are profoundly aware of the responsibility that this role entails. Guided by the vision of a People-Oriented and People-Centred ASEAN, we remain steadfast in our commitment to inclusive development and ensuring that no one is left behind, particularly our children and youths who remain outside the formal education system,' she said.
Fadhlina also emphasised that, the ASEAN Higher Education Ministers Roundtable on 'Envisioning the Next Decade and Beyond', which aims to outline a collaborative roadmap towards a future-ready education ecosystem, is equally significant in today's session.
She said in light of the intense technological and industrial transformations shaping the region, it is essential for higher education institutions to evolve and become more inclusive, agile and responsive to real-world demands.
'By enhancing cooperation between governments, academia and industry, we not only strive to equip our youth for the jobs of the future, but also build more inclusive pathways for OOSCY to re-enter education and contribute actively to ASEAN's shared prosperity. Bridging this gap is fundamental to nurturing an ASEAN that is innovative, cohesive and truly leaves no one behind,' she said.
Fadhlina also extended her condolences to all those affected by the devastating earthquake in Myanmar and Thailand in March.
Also present were Higher Education Minister Datuk Seri Dr Zambry Abd Kadir, as well as ministers and senior officials responsible for education and higher education from ASEAN member states and Timor-Leste, representatives from United Nations Educational, Scientific and Cultural Organization (UNESCO) and Islamic World Educational, Scientific and Cultural Organization (ICESCO).

Kemaman Port Needs Updating, Sandakan Joins ASEAN Liberalisation -- MOT

BUSINESS KUALA LUMPUR, Aug 18 (Bernama) – The Ministry of Transport (MOT) has requested that Kemaman Port Consortium update and submit its development proposal for Kemaman Port, in line with the port development plan and concession agreement. Transport Minister Anthony Loke Siew Fook said the ministry has taken note of the port expansion proposal and, through the Kemaman Port Authority, has asked for the proposal to be submitted. 'In principle, MOT always encourages private investment in driving maritime activities. Therefore, MOT will facilitate any private sector party to develop ports,' he said during the winding up debate on the 13th Malaysia Plan (13MP) in the Dewan Rakyat today. Loke also said that MOT has taken note of the Kedah state government's announcement regarding a private sector proposal to develop a seaport in the state's Sanglang area. 'MOT has not received any comprehensive proposal from the private sector for port development in that area. Any proposals for port development there remain at the conceptual stage. 'Therefore, the drafting and alignment of new port limits to develop a port in Sanglang, Kedah and Perlis, does not arise,' he said. Commenting on the issue of upgrading Sandakan Airport and the commencement of direct international flights to Hong Kong, Guangzhou, and Singapore, which have yet to begin, Loke said the government has always encouraged both local and foreign airlines to provide direct international flight services into Malaysia. 'MOT has taken steps such as conducting annual bilateral negotiations with foreign countries to establish and enhance traffic rights between Malaysia and those countries. 'We have also included Sandakan as one of the cities to be liberalised under the ASEAN Multilateral Agreement on the Full Liberalisation of Passenger Air Services,' he said.

MOT Ready To Discuss Cross-border e-hailing Implementation With Singapore

KUALA LUMPUR, Aug 18 (Bernama) -- Transport Minister Anthony Loke said the Ministry of Transport (MOT) is in principle ready to discuss with Singapore the implementation of cross-border e-hailing between Johor and the republic. He said the matter had been raised with Singapore's former Transport Minister Chee Hong Tat, but the republic was not ready to discuss the proposal at that time. "This matter cannot be implemented by one party alone; both sides must agree before it can be implemented," he said when winding up the debate on the 13th Malaysia Plan (13MP) for the MOT in the Dewan Rakyat today. Regarding the Special Op for Foreign Vehicle E-Hailing on Aug 13, he said the Road Transport Department (JPJ) had detained and seized four private vehicles driven by Singaporean individuals, which are still under investigation by JPJ. 'Why is there this special operation? Because at the Singapore level, they are also enforcing the law on private vehicles from Malaysia, especially those from Johor Bahru entering Singapore, which are being stopped. It is said that they are providing an illegal service, such as e-hailing services. "So, we are also taking the same approach in enforcing our laws as a reciprocal approach to what is being implemented in Singapore, but we hope there is a better long-term solution so that this cross-border connectivity can be improved," he said. To address the issue of cross-border traffic congestion between Johor and Singapore, Loke said the federal government is, among other things, upgrading the main road network connecting the Bukit Chagar Rapid Transit System (RTS) Link station to make traffic flow more efficient. At the same time, he said the MOT and the Johor state government had announced an initiative to expand the Stage Bus Service Transformation (SBST) scheme as a medium-term solution. 'The Johor government has also identified 13 bus routes from JB Sentral to strategic locations for passenger convenience. This initiative aims to create a more efficient intermediate bus network connecting residential and commercial areas to the Bukit Chagar RTS station," he said.

Malaysia's Manufacturing Sector Poised For Growth With Right Partnerships & Policies -- PM Anwar

BUSINESS PETALING JAYA, Aug 18 (Bernama) -- Malaysia's manufacturing sector is poised to thrive in this new era with the right partnerships and policies, and ASEAN's leadership providing the platform for growth. Prime Minister Datuk Seri Anwar Ibrahim emphasised that this journey is not for the government alone, as partnerships between the government, industry and key stakeholders are crucial. 'It is through these collaborations that Malaysia's economic future will be shaped. 'Let me be clear: manufacturing is not a sector of the past – it is the sector of the future. It forms the foundation on which we will build economic strength and national resilience,' he said in a special video keynote address at the Federation of Malaysian Manufacturing (FMM) Annual Dinner 2025 here, tonight. Anwar noted that manufacturing today extends beyond production lines -- it is deeply integrated with global supply chains, innovation systems and workforce development. 'This shift is not only necessary, but strategic -- essential for the goal of re-engineering the industry to be globally competitive,' he said. As Malaysia navigates global challenges, he said the country must stay alert and agile. 'As ASEAN Chair this year, Malaysia has a unique opportunity to lead efforts in driving regional cooperation and economic integration. 'In a time of de-globalisation and shifting trade flows, Malaysia is well-positioned to benefit, due to our strategic location, strong infrastructure and manufacturing excellence,' he added.
