Beggars return to city streets as rehab efforts fail to suffice

Jaipur: Beggars who were cleared from Jaipur streets before the Rajasthan International Summit have reappeared with a vengeance after just seven months. According to NGOs and govt officials involved in beggar rehabilitation programs, the primary reason for their return is the income disparity.
The beggars find street begging more lucrative compared to the earnings from rehabilitation schemes offered by both govt and private organisations.
"We observed that the rehabilitation schemes offer them an income opportunity of Rs 400 to a maximum of Rs 800 daily. They earn this money within far less time and by doing virtually nothing at the busiest intersections of the city. Why would they opt for rehabilitation when they can earn easily and stay on the pavements at no cost?" said an official involved with the rehabilitation.
On Monday, when Team TOI toured the city, there were several such groups of beggars occupying the pavements of several important roads across the city. In most cases, they are staying with families, including pets like rabbits or birds, and have constructed makeshift shelters on the pavements using plastics and tarpaulins. They light stoves on the pavements and cook their food as well.

These kids play and run along the roads throughout the day, posing a major threat to the traffic. You can't stand and perform your duties close to their shelters as they use a section of the pavement for defecation," a traffic official manning the JDA Circle intersection stated.
Even on Tuesday, a team of enforcment officials tried to remove these beggars from the pavement of Shanti Path along the back wall of Birla Mandir.
However, they were spotted again in late evening on the intersection of Shanti Path and Vijay Path, barely 200 metre away.
Accepting that it is indeed a tough job to keep these beggars and their families away from the pavement, Giriraj Shekhawat, the president of an NGO, said another major problem is that they change their locations frequently, making it impossible to track them.

KULLU: Ten-month-old Nikita, who was orphaned in the June 30 flash floods in Himachal Pradesh's Mandi district, has been declared a "child of the state", with government pledging to support all her expenses, including higher education and professional studies. Nikita was asleep when a flash flood struck in the dead of night and swept her parents, Ramesh and Radha Devi, and her grandmother, Poornu Devi, to their deaths in Talwara village. Her father's body was found, but there is still no sign of the women who are presumed dead. Orphaned, yet surrounded by love, Nikita was cared for by the village. Her relatives and Mandi district administration began receiving calls from couples, even from abroad, to adopt her. However, the family decided that Nikita would be in the care of an aunt. Now, the state govt has brought the baby under the Mukhyamantri Sukh-Aashray Yojana, rendering her eligible to receive Rs 4,000 monthly till she turns 27. Mandi deputy commissioner Apoorv Devgan said Rs 8,000 (for July and Aug) has already been credited to Nikita's savings bank account. Devgan said children who lost their loved ones in the recent natural disaster in Mandi would be provided support through various welfare schemes. Five children from two families in Sanarli gram panchayat of Karsog area have been covered under Indira Gandhi Sukh Shiksha Yojana.

KOLKATA: On the occasion of Global Tiger Day on Tuesday, at least five fishermen's boats in the Sundarbans will get a GPS-based SOS alarm system that will transmit real-time distress signals to forest department in case of emergencies such as tiger attacks. The system will also help foresters in tracking boats in case they enter areas where fishing is banned. It is a pilot project by Wildlife Trust of India, Bengal forest dept and Lokamata Rani Rashmoni Mission under Sundarbans Tiger Project. It will be launched on an experimental basis in the Kultali block under South 24 Parganas forest division now, said Dr Abhishek Ghoshal, manager and head, human-wildlife conflict mitigation at WTI. Some of the attacks, though, took place inside prohibited zones. "We will install the devices on boats that have BLCs (boat licence certificate). BLC holders are individuals who possess permits to operate fishing boats within designated zones inside the forest," said a source. "WTI's dual initiative of GPS-enabled alarm system and speed-boat based community support, combining technology, rapid medical response, and inter-agency collaboration, strengthens our ability to protect both people and wildlife," said Nisha Goswami, divisional forest officer, South 24 Parganas division. Under a similar project, camera traps, which have hitherto been used to estimate tiger numbers, will detect their presence and send real-time alerts to foresters to check man-animal conflict. The AI-powered cameras are likely to be provided by WTI in about two months once the monsoon is over. "Initially, we have plans to start a pilot project with 10 cameras that can be installed along nylon nets at vulnerable locations. These cameras will transmit live feeds with images to concerned officials on their mobiles whenever there is tiger movement near villages," Ghoshal had earlier told TOI. The project is supported by German Cooperation, KFW Development Bank and IUCN.
