MCMC probes viral TikTok Live showing Jalur Gemilang stepped on
The TikTok Live video has been online for more than four hours.
PETALING JAYA : Communications minister Fahmi Fadzil has instructed the Malaysian Communications and Multimedia Commission to look into a TikTok Live video in which people were seen stepping on the Jalur Gemilang.
It is understood the video, which is being streamed from Sri Lanka and has been online for more than four hours, is part of a cyberwar between cyberbullies in Malaysia and Sri Lanka.
'This is too much. I have alerted MCMC,' Fahmi told FMT.
MCMC's chief network security officer, Sulaiman Sultan Suhaibuddeen, said it is investigating the video and working to restrict access to the live broadcast.
'We are monitoring this and have contacted TikTok,' he told FMT.
The Global Human Rights Federation (GHRF), which brought the video to FMT's attention, said tensions erupted after Malaysian and Sri Lankan users exchanged racist remarks, shared religiously offensive content, and targeted women during a widely viewed livestream.
According to GHRF, the incident began when a Sri Lankan national residing in Kuwait was seen burning the Malaysian flag during a live TikTok session hosted through a fake account.
The session, viewed by about 300 users, quickly descended into hate speech, obscenities, and the mocking of Malaysian viewers who attempted to call out the behaviour, said a GHRF representative.
GHRF said the origin of the cyberwar can be traced to the previous day, when a Malaysian TikTok user allegedly uploaded photos of Sri Lankan women, including private or random images, in what appeared to be an act of public shaming or trolling.
In retaliation, Sri Lankan users targeted Malaysian women by posting random images alongside sexual threats, vulgar comments, and other forms of harassment.
Despite hundreds of live viewers reporting the livestream, TikTok responded with automated moderation messages stating that 'no community guideline violations were found,' GHRF said.
'This is not just 'social media drama', it is a human rights and national security issue.'

MCMC: Mobile data used only for anonymised national statistics
CYBERJAYA: The Malaysian Communications and Multimedia Commission (MCMC) has clarified that no Personally Identifiable Information (PII) from telcos has been accessed, processed or disclosed. In a statement posted on social media today, the commission said mobile phone data (MPD) collected under its programme is fully anonymised and used solely to produce official statistics to support policymaking in the Information and Communication Technology (ICT) and tourism sectors. It said the data is limited to aggregate metrics such as active broadband subscriptions and domestic visitor trends by region. "Telcos either process the anonymised data internally or submit it to MCMC without any information that could identify individual users. In both cases, no individual subscriber can be identified," it said. MCMC added that the data programme was developed in line with international best practices, in collaboration with the International Telecommunication Union (ITU) and the United Nations Committee of Experts on Big Data and Data Science. The initiative reportedly underwent two years of engagement with mobile network operators (MNOs), government ministries and statisticians. A national workshop held in September 2024 included participation from the Department of Statistics Malaysia (DOSM), the International Trade and Industry Ministry (Miti), the Tourism, Arts and Culture Ministry (Motac), and major MNOs including CelcomDigi, Maxis, TM Tech, U Mobile and YTL. MCMC said the use of MPD as a new source of national statistics is part of the government's strategy to enhance the quality and timeliness of data for policy and planning. The commission noted that similar models are already in place in countries such as Indonesia and Brazil, where anonymised telecommunications data is used to improve statistical systems while safeguarding user privacy. Earlier today, the South China Morning Post reported that two industry sources confirmed the government had, in April, sent a letter to telcos directing them to submit detailed records of calls and internet use for the first quarter of 2025. The letter, issued under the government's Mobile Phone Data project, reportedly warned that non-compliance would be an offence under the Communications and Multimedia Act 1998 (CMA).

MCMC: User privacy not affected by govt collection of mobile phone data
PETALING JAYA: No personally identifiable information (PII) will be accessed, processed or disclosed in the government's collection of mobile phone data from mobile network operators. The Malaysian Communications and Multimedia Commission (MCMC) said this after privacy concerns were raised over the matter. "Mobile phone data is used strictly for the generation of official statistics to support evidence-based policymaking in two key domains, namely the ICT (information and communications technology) and tourism sectors," the MCMC said in a statement on Friday (June 6) night. It said the usage of the data for the ICT sector is to produce granular statistics such as the number of active mobile broadband subscriptions and penetration rates at the state, district, mukim, parliamentary and state assembly constituencies and local authority levels. For the tourism sector, the mobile phone data will be used to generate indicators such as the number of visitors, and domestic tourism trips. "The data requested from mobile network operators is anonymised and contains no PII," the MCMC added. In addition, mobile network operators are given the option to process the data within their own secure environment and submit the required anonymised and aggregated output to MCMC. The operators also have another option, whereby those without in-house processing capabilities can submit the anonymised data to MCMC for processing. "In both cases, no individual subscriber can be identified through the data collected. "The use of mobile phone data as a new source of national statistics is a strategic direction set by the government to strengthen the quality and timeliness of statistical outputs for policy and planning purposes," the MCMC said. The implementation of the MPD project is through collaboration with the International Telecommunication Union (ITU) and the UN Committee of Experts on Big Data and Data Science. "Over the past two years, extensive engagement with all mobile network operators has been carried out to ensure mutual understanding of the data requirements, processes and privacy safeguards. "These included the MPD National Workshop, held from Sept 2 to 5, 2024, attended by representatives from Statistics Department; ITU; the Communications Ministry; Tourism, Art and Culture Ministry and mobile network operators (CelcomDigi, Maxis, TM Tech, U Mobile and YTL)," the MCMC said. It added that this initiative aligns with international best practices. "It mirrors similar projects already implemented in countries such as Indonesia and Brazil, where anonymised telecommunications data is used to enhance national statistics while fully safeguarding user privacy," the MCMC said.
