Transport fares hiked across Rawalpindi

Transporters across Rawalpindi have increased fares on all urban, intercity, and suburban routes following a sharp hike in petrol and diesel prices. Passengers are now paying Rs20–30 more per ride on local and twin-city routes (Rawalpindi–Islamabad), while fares on long routes have gone up by Rs40–50 per passenger.
Pakistan Railways has also decided to raise train fares. The sudden fare hikes have led to disputes between transporters and commuters in the twin cities. Qingqi rickshaw operators have added Rs10 per ride, while motorbike ride-hailing services like Bykea have increased fares from Rs100 to Rs130 per trip.
Public transport vehicles such as Suzuki vans and Bykea servicing routes like Fawara Chowk to Bhara Kahu, Rawat, Adiala Road, Pirwadhai, Sihala, Golra Sharif, and Chaklala Airport have added Rs20 to their fares. Other routes including Saddar to Adiala Jail, Taxila, Rawat, Kahuta, and Kutchery have seen fare increases ranging from Rs10 to Rs20 per passenger.
Passengers complain that fares rise immediately with fuel price hikes but are never reduced when prices drop. "From Raja Bazaar to Morgah, Rs10 extra was charged per person, yet no official fare hike notification has been issued," said commuter Asghar Ali.
Meanwhile, Vice President of the Transport Federation, Asif Khan, justified the increase, stating, "Our vehicles run on petrol and diesel. When prices go up, it affects everything - spare parts, maintenance, tires - all have become 100% to 400% more expensive. We can't bear any more losses. Toll taxes and traffic fines have doubled or tripled, and traffic police bribes have also increased."
Adding to the chaos, many petrol stations across the city suspended fuel sales late Sunday night around 11pm in anticipation of the price hike. Most stations refused to dispense more than 1–2 litres per customer, leading to long queues of cars and motorcycles. Normal sales resumed after the official announcement of the new prices.

The income tax on annual income of Rs1.2 million has been exempted on the PPP demand, said Bilawal Bhutto while speaking at the floor of the house. He further said that the government also agreed to the PPP's reservations about giving arrest powers to the Federal Board of Revenue. The government agreed that the arrest powers will only be limited to sales tax forgery and at the inquiry stage no arrest will be made, said Bilawal. The tax fraud will also be a bailable offense, said the PPP chairperson while announcing his party's agreement with the government on the arrest powers. Read: PPP hardens stance on 'draconian powers' for taxman The Express Tribune reported on Thursday that the PPP had refused to vote on the bill due to a the proposal to give arrest powers to the FBR. However, Deputy Prime Minister Ishaq Dar convinced PPP to withdraw the objections. Dar also told The Express Tribune that new safeguards have been added in the Finance Act to address the PPP's concerns. Bilawal said that the PPP had demanded that there should be no tax on up to Rs1m income. He said that now we are told that there will be no tax on salary of up to Rs1.2 million per annum. He said that the government also increased the BISP budget by 20% on the demand of the PPP. The government has allocated Rs716 billion for the BISP for the next fiscal year.

PHOTO: ONLINE The Sindh Assembly on Wednesday approved the Rs3.45 trillion budget for the fiscal year 2025-26 — a 12.9% increase from last year. It also passed a supplementary budget of Rs156.069 billion for the current fiscal year 2024-25. Presenting the Sindh Finance Bill, Chief Minister Murad Ali Shah highlighted the government's reform initiatives, including digitisation of land records using blockchain, birth registration via mobile apps, farmers' access to loans through the Sindh Cooperative Bank, and the launch of a one-stop land transfer system. The budget earmarks Rs43 billion for new ad-hoc relief allowances for government employees and Rs16 billion for a 15% pension increase. A total of 188 demands for grants were presented, with the opposition submitting 2,002 cut motions, all of which were rejected by majority vote - except one joint motion against the special judicial allowance, which was unanimously passed by both opposition and treasury benches. Key budget allocations include Rs42.2 billion for public universities, Rs10.4 billion for medical education, Rs5.2 billion for ambulance services under the Sindh Emergency Health Services, and Rs5 billion for the "Inclusive City" initiative for persons with disabilities. Development expenditure has been set at Rs1,018.3 billion (30% of the total budget), with current revenue expenditure estimated at Rs2,150 billion. Salaries account for 39% of the budget, non-salary operations for 19%, and pensions for 13%. The Sindh government expects to generate Rs3,111.5 billion in revenues during FY2025-26 - a 21.4% increase from the revised estimates of the previous year. Over the next three years, the province anticipates an average annual revenue growth of 12.5%. If the Federal Board of Revenue (FBR) achieves its Rs14.131 trillion target, Sindh is likely to receive Rs269 billion in federal transfers. The CM also outlined key developmental priorities including, Rs8 billion for Benazir Hari Card (agricultural subsidies); Rs1.8 billion for livestock breeding; subsidies for solar-powered tube wells and drip irrigation; Rs2 billion for low-income housing; Rs2 billion for the Sindh Peoples Support Programme; Rs200 million for orphans and widows, and Rs500 million per project to empower women in agriculture and SMEs In health, allocations include Rs4.5 billion for an SIUT center in Larkana, Rs21 billion for SIUT, Rs23 billion for NICVD, Rs16.5 billion for PPHI, and Rs10 billion for a new hospital in Larkana. Another Rs10 billion have been allocated for the Dhabeji-DHA water pipeline and Rs3.1 billion for the Hub Canal. Rs25 billion is earmarked for green energy, and Rs45 billion for SDG-aligned public health projects.

Chinese polystyrene: NTC imposes 21pc anti-dumping duties

ISLAMABAD: The National Tariff Commission (NTC) has imposed anti-dumping duties of up to 21% on imports of polystyrene from China, a move that has placed importers in a difficult position. 'On the one hand, the government claims it will gradually reduce duties, while on the other, the NTC is creating hurdles for importers and exporters. This contradictory approach risks pushing Pakistan's economy further into distress,' remarked one concerned importer. Importers have approached to the Ministry of Commerce to immediately withdraw the NTC's notification, issued on June 18, 2025. They have also approached the NTC tribunal and plan to challenge the decision in court. NTC generates Rs40 billion through anti-dumping duties in 25 years According to a letter of NTC, it initiated an anti-dumping investigation on May 26, 2024, under Section 23 of the Anti-Dumping Duties Act, 2015 concerning dumping of Polyester Filament Yarn - Drawn Textured Yam ('DIY') from China into Pakistan and consequent material injury caused by such dumped imports to the domestic industry manufacturing DTY. The application for this investigation was filed by M/s Gatron Industries Limited, Karachi and M/s Rupali Polyester Limited, Lahore. The Applicants are the producers of DTY in Pakistan. The Commission made a preliminary determination in this investigation in terms of Section 37 of the Act on November 15, 2024 and imposed provisional anti-dumping duties for a period of four months. Subsequently, the Commission has made an affirmative final determination in this investigation in accordance with provisions of the Act and the Anti-Dumping Duties Rules, 2022 as follows: 'product under Investigation The product under investigation is Polyester Filament Yam- DTY imported from China, which is classified under Pakistan Customs Tariff ('PCT') Codes 5402.3300 and 5402.6200,'. The investigated product is generally used as an input for the manufacturing of textile fabrics, hosiery etc. Period of Investigation (PoI) For determination of dumping and injury, the PoI is as follows: (i) for determination of dumping - from January 01, 2023, to December 31, 2023; and (ii) for determination of injury- from January 01, 2021, to December 31, 2023 On determination of dumping, NTC argued that Individual dumping margins are determined for sampled exporters/foreign producers of the investigated product from China in accordance with Parts III, IV and V of the Act. Normal value and export price of the investigated product for the sampled exporters/producers have been determined on the basis of the information provided by these exporters/producers in response to the Commission's questionnaires, after verification and analysis. Injury to the domestic industry has been determined in accordance with Part VI of the Act. The Commission has established that the domestic industry has suffered material injury on account of volume of dumped imports, price undercutting, price suppression, production, sales, market share, productivity and wages, capacity utilization, profit and return on investment. The Commission has also examined factors other than dumped imports under Section 18 of the Act, which could have, at the same time, caused injury to the domestic industry. The Commission is satisfied that the investigated product has been imported into Pakistan at dumped prices from China, which is causing injury to the domestic industry. The Commission in terms of Section 50 of the Act, has therefore, decided to impose the definitive anti-dumping duties on dumped imports of the investigated product classified under PCT Codes 5402.3300 and 5402.6200 for a period of five years effective from November 15, 2024. According to NTC, the definitive anti-dumping duty rates are higher than the rate of provisional antidumping duty. However, the difference between provisional anti-dumping duty rates and definitive duty rates shall not be recovered as provided under section 55(2) of the Act. The Commission further stated that definitive anti-dumping duties imposed on dumped imports of the investigated product would be in addition to other taxes and duties leviable on its imports under any other law, the definitive anti-dumping duties shall v of 1969) and be collected in the same manner as customs duty is collected under the Customs Act, 1969 shall be deposited in the National Tariff Commission's non-lapsable PLD Account.
