RTI victory for JAC at PGI: CPIO directed to provide info in 30 days
Chandigarh: In a significant development at the Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, the first appellate authority (FAA) has directed the chief public information officer (CPIO), Vigilance Cell, to furnish information sought under Right to Information (RTI) Act, free of cost, within 30 days.
The order follows a complaint filed by the Joint Action Committee (JAC) of PGI over denial of RTI information.
The JAC had sought details of cases referred to the
Central Bureau of Investigation
(CBI) from January 1, 2020, onward, specifically those related to fraudulent withdrawal of medicines, drugs, and surgical items on forged indents in the Prime Minister's Grant case. However, the CPIO rejected the application, stating that the JAC did not qualify as a "citizen" under Rule 3 of the RTI Act, 2005.
In response, the JAC filed a first appeal dated May 24, 2025, before the FAA, requesting immediate disclosure of the information and enforcement of suo moto publication of such details on PGIMER's website under Section 4(1)(b) of the RTI Act. They also called for imposition of a penalty of Rs 250 per day for delay in providing information, as prescribed under Section 20 (1) of the Act.
Dr Sunil K Gupta, chief vigilance officer and first appellate authority, issued a detailed ruling directing the CPIO to provide the requested information within 30 days and ensure its publication on the official website of the institute.
He observed that the original case file was examined and the CPIO's technical objection—based on a narrow interpretation of the term "citizen"—was not tenable in light of prevailing legal precedents.
"The CPIO, Vigilance Cell, is directed to provide requisite information as per rule to the applicant within 30 days, free of cost, and also ensure suo moto disclosure of the information on the website of PGIMER," stated Dr Gupta in the order.
The FAA also referenced a Central Information Commission (CIC) ruling dated January 7, 2025, which clarified that office-bearers of associations, unions, and other collective entities are entitled to seek information under the RTI Act on behalf of their organisations. This legal precedent played a crucial role in the decision to allow the JAC's application.
A copy of the order has been sent to the system analyst, computer cell, PGIMER, for prompt uploading of relevant information on the institution's website.

Exotic monkeys, tortoises seized at Chennai airport, one held
CHENNAI: The Customs officials of Chennai international airport foiled a bid to smuggle two exotic monkeys and seven tortoises by a passenger who came from Thailand on Wednesday night. An official release said upon checking the checked-in trolley bag of an Indian male passenger, who arrived on the Thai Airways flight, the officials found a two ventilated carry bags and a small cloth bag concealed under layers of confectionery items. MNS workers booked for creating ruckus at civic hospital in Vashi
NAVI MUMBAI: The Vashi police have registered a case against several Maharashtra Navnirman Sena (MNS) workers for allegedly threatening public servants and obstructing them from discharging their duty at the Municipal Hospital in Vashi, after a Navi Mumbai Municipal Corporation (NMMC) employee allegedly demanded money from relatives of a deceased to wrap the body. The incident took place on June 17 around 12:30 pm. As per the complaint filed with the police, the group of MNS workers, identified as Sagar Vichare, Sanjay Shirke, Sagar Tambe, Santosh Motasingh, Sandesh Khambe, Pravin Mane, Shailesh Pachange, Akshay Trimukhe, Sangeeta Vajare, Deepali Daul, along with 10-15 unidentified party members, allegedly entered the hospital premises without prior permission. According to the complaint filed by Dr Rajesh Mhatre, medical superintendent of the hospital, the group forcibly barged into his office to confront him regarding a viral video that had surfaced on social media, showing hospital mortuary staff allegedly demanding money for postmortem services. Despite being informed about the steps taken by the hospital administration regarding the viral video, the MNS workers reportedly began hurling threats and abuses. They allegedly manhandled the security staff and forcibly draped a white cloth around Dr Mhatre's neck, all the while shouting slogans. In the complaint, it is stated that an MNS worker, identified as Sagar Vichare, allegedly demanded Dr. Mhatre's resignation, using offensive language. The group is also accused of video recording the incident and circulating it via news channels and social media platforms with the intention of maligning the reputation of the complainant and the Municipal Hospital. Based on the complaint, Vashi police registered an FIR under sections 329(3), 132, 221, 342, 352, 351(3), 353(1)B, 189(2), 190 and 191 of the Bharatiya Nyaya Sanhita (BNS), and section 4 of Maharashtra Medical Service Persons and Medical Service Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2010, charging them for unlawful assembly, criminal trespass, intimidation, obstructing public servants, and intentional insult. 'We have served notices of appearance to all the accused and further investigation is underway,' said senior inspector Sanjay Dhumal of Vashi police station.

Police busted a trafficking gang, arresting six, including an ex-constable, for selling two tribal women from Asifabad to Madhya Pradesh HYDERABAD: A gang that trafficked two tribal women from Asifabad to a village in Madhya Pradesh has been busted by Asifabad police with the arrest of six persons, including a former constable. Three others are absconding. Among the nine accused, five are women, police said While one of the rescued women was a widow, the other was unmarried. Both were in their early twenties, police said. The widow had been sold by traffickers for 1.3 lakh and the other woman for 1 lakh. Though the police had registered a case almost a year ago, it was only recently that a breakthrough came. The widow had updated her Aadhaar and it landed at her home in Asifabad. The family approached police who tracked her down with the updated phone number and rescued her. The other women, on the other hand, had managed to escape from her buyer in MP and reached home in Asifabad. She had later approached police with a complaint that she was also trafficked by a local gang. Based on information, police arrested four women and two men. Those absconding are Bahsher Ramesh Goud, Basher Surekha, and Soni Jagadeesh of Javra village in MP. Police said Haridas, Ramesh Goud and Surekha are accused in both cases. A case has been registered under SC/ST Act and Immoral Trafficking (Prevention) Act.
