Anti-drug affidavits will soon become mandatory for students: Bindu

Higher education institutions will soon insist on sworn affidavits from students to affirm their commitment against drug use. The declarations, which will also be applicable for freshly admitted first-year students, will have to be co-signed by their parents or guardians.
These will be mandated as part of an action plan formulated by the Higher Education Department as part of its efforts to intensify its 'Bodhapoornima' awareness programme aimed at combating substance abuse.
A slew of State-wide events will be organised in connection with the International Day against Drug Abuse and Illicit Trafficking that will be observed on June 26.
Addressing a press conference here on Tuesday, Higher Education Minister R. Bindu said anti-drug pledges will be administered across all higher education institutions as part of the observance.
The State-level observance will be inaugurated by the Minister at the Government College for Women, Thiruvananthapuram. Later in the day, Chief Minister Pinarayi Vijayan will formally launch the State-wide campaign to mark the beginning of a year-long anti-drug initiative in college campuses across Kerala.
All institutions have been instructed to prepare master plans for a drug-free campus, Dr. Bindu said.
ASAAD (Agents for Social Awareness against Drugs) Sena, a volunteer force formed under National Service Scheme (NSS), will lead awareness efforts in campuses. Vimukthi clubs will also be formed in all campuses in association with the Excise Department.
Prior to the campaign launch, a training programme for nodal officers will be held on Wednesday. The event will also include a declaration of 99 out of 101 polytechnic colleges as 'green campuses' under the Haritha Keralam Mission.

Chief Minister Pinarayi Vijayan has accused the right-wing media of routinely stereotyping unionised labour as a millstone around the neck of industrial development while lionising predatory corporates as symbols of progress and social good. Inaugurating the 15th State conference of the Kerala State Headload and General Workers (CITU), Mr. Vijayan urged workers to give no chance to the anti-proletarian media to demonise them as villains and lionise exploitative employers as heroes and hapless victims of so-called labour militancy. Mr. Vijayan said neoliberalism and globalisation ushered in by the Congress and aggressively pursued by the Bharatiya Janata Party (BJP) had worsened inequality and weakened social welfare. 'It has pushed millions into poverty while concentrating the country's wealth among a small elite. Unemployment has reached its highest level, and the physical quality of life index has fallen sharply. India ranks 105th in the global poverty index. Labour rights were increasingly at risk under the Central government,' Mr. Vijayan said. Mr. Vijayan accused the BJP and Sangh Parivar of stoking communalism and sectarian rife in the secular polity to divert public attention from pressing livelihood issues and working-class woes. He said the BJP has single-mindedly targeted Kerala for its successful development and social welfare approach. Bid to strangulate Kerala 'The Centre has hauled down Kerala's borrowing limit to hamper infrastructure development. It has attempted to strangulate Kerala financially by slashing down its due from the divisible pool of taxes, reducing or delaying Central allocation for joint Union-State government projects, denying natural disaster relief and preventing Kerala from seeking disaster aid from foreign donor nations,' he said. Mr. Vijayan said Kerala's development model starkly contrasts with the BJP-ruled States. 'The very idea of a secular, liberal, progressive and social-welfare oriented State as epitomised by Kerala was an anathema to the Sangh Parivar and its notion of a Hindu majoritarian State where minorities are ranked as subaltern citizens. Hence, it is in the BJP's interest to retard Kerala's progress', he added. Attacks on minorities Mr Vijayan stated that, under the BJP's watch, the Sangh Parivar has increasingly targeted Muslims and Christians, including lynching them for their dietary habits and othering the minorities as fifth columnists. He said the international spirit of proletarianism and working-class unity were the sole bulwarks against the ascendancy of schismatic Sangh Parivar ideology and identity politics, including minority communalism.

Four-day ‘Bhoomi' conclave on digital land survey begins today

Chief Minister Pinarayi Vijayan will inaugurate 'Bhoomi - Digital survey for smart governance: innovations, integration, and impact' in the State capital on Wednesday. The four-day conclave organised by the Revenue department and the Survey and Land Records department aims at highlighting the State's advancements in land governance. After the inaugural at the Nishagandhi auditorium at 4 p.m., the next two days of the conclave will be held at Uday Samudra Beach Hotel, Kovalam. Delegates from 23 States have registered for the conclave. National and international experts in the field will participate. On the last day of the meet, the delegates will get an opportunity to experience first hand the digital resurvey under way in the State and interact with officials. A digital survey expo that will be held along with the conclave will showcase national best practices and innovations in land administration. The conclave comes against the backdrop of the State implementing an IT-based land survey solution that is a model for others, Minister for Revenue K. Rajan said in a statement. Resurvey proceedings began in the State in 1966. When the present Left Democratic Front government came to power, the resurvey had been done in 921 villages in the traditional manner. In the 16 years since the electronics total station (ETS) was introduced in 1995, only 92,000 hectares of land had been measured. This was the time when the government was mulling going in for the more speedy and transparent digital resurvey. It had to overcome public apprehension, along with challenges such as finances and temporary staff to launch the survey in November 2022. It was August 2023 by the time the required equipment all arrived. Since then 51.43 lakh land parcels and 7.34 lakh hectares of land had been measured and recorded. This comes to one-fourth of the 28 lakh ha of land in the State (discounting nearly 7 lakh ha of forest land), the Minister said in the statement. The Ente Bhoomi Digital Survey Mission, launched in 2022 with a ₹858-crore investment, marks a paradigm shift in land governance. The 'Ente Bhoomi' portal, launched in October last year, is the country's first comprehensive digital land information system. It integrates real-time geospatially referenced cadastral maps with dynamic land records management. The project ensures end-to-end digital surveys, instant citizen access, grievance management, digitised transactions, automated pre-mutation and secure land boundaries. The third phase of the digital resurvey is on now. Launched in 639 villages, the resurvey has been completed in 312 villages, becoming another Kerala model, the Minister said in the statement.
