Company director held over RM1.65m false claim for PPAM project
PUTRAJAYA: A construction company director with a Datuk title has been arrested by the Malaysian Anti-Corruption Commission (MACC) for allegedly submitting documents containing false details involving RM1.65 million in connection with the RM162 million Civil Servants Housing (PPAM) project in Perak.
According to a source, the man in his 60s was arrested at about 5.15 pm yesterday when he turned up to give his statement at the MACC headquarters here.
'The suspect is believed to have committed the offence in March 2025 by submitting documents with false details to the bank to withdraw about RM1.6 million from a RM69 million financing facility for the project,' said the source.
The man has been remanded for five days until May 11 after Magistrate Siti Roslizawati Mohd Zanin allowed the MACC's application at the Putrajaya Magistrate's Court today.
MACC Investigation Division senior director Datuk Zainul Darus, when contacted, confirmed the arrest and said the case was being investigated under Section 18 of the MACC Act 2009.

Former Malaysian Anti-Corruption Commission (MACC) Chief Commissioner Tan Sri Dzulkifli Ahmad has questioned the legality of the second seizure of Ilham Tower, suggesting the move may exceed the bounds of Malaysian law. Now a practising lawyer, Dzulkifli pointed out that the asset had already been seized under Section 38(1) of the MACC Act on Dec 18, 2023. He said action under Section 38 requires the Deputy Public Prosecutor (DPP) to be satisfied that the asset in question - Ilham Tower - either constitutes the proceeds of, or is evidence related to, a corruption offence. "If no charges are brought or civil forfeiture proceedings initiated before June 17, 2025 - the end of the statutory 18-month period - it raises a fundamental question as to whether the original seizure was justified," he said in a statement today. Dzulkifli, the MACC's third chief commissioner, added that although the MACC Act and the Anti-Money Laundering Act (AMLA) operate under different legal frameworks, two overlapping seizure orders on the same property may be seen as an overreach of authority. "This is because legal powers must be exercised based on necessity, fairness, and proportionality," he said. It was reported yesterday that Ilham Tower, located on Jalan Binjai, had once again been seized by MACC. The commission said it had obtained approval from the DPP to seize the building, which is linked to the late former finance minister Tun Daim Zainuddin. According to the agency, the latest seizure was carried out via an Immovable Property Seizure Notice dated June 4, 2025, under Section 51(1) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLATFPUAA). Dzulkifli said enforcement actions must be grounded in clear legal thresholds, not procedural convenience. "If AMLA is invoked merely to maintain control of the asset as the earlier MACC order nears expiry, it may undermine the rule of law and call into question the legitimacy of the original seizure," he said. He also noted that the absence of further action by June 18 would suggest that Ilham Tower was never genuinely linked to a corruption offence under the MACC Act. "This raises a critical question: why is there now a need for a new seizure order under Section 51 of AMLA? What new evidence, if any, justifies this action?" he asked. He added that the Ilham Tower case presents a significant test of how far enforcement and prosecutorial powers may be exercised within the law. "With the June 17 deadline approaching, all eyes are on the DPP's next move. Will there be a charge? Forfeiture? Or will the order lapse - signalling that the asset was wrongly targeted from the outset?" he said.

AIPACODD Meeting: ASEAN Parliamentarians Convene To Address Regional Drug Threat
KUALA LUMPUR, June 6 (Bernama) -- The presentation of issues regarding drug threats, progress reports, and discussions to expand the scope of parliamentary cooperation will be among the main agenda at the 8th Meeting of the ASEAN Inter-Parliamentary Assembly (AIPA) Advisory Council on Dangerous Drugs (AIPACODD) 2025, hosted by Malaysia, in Kuantan from June 10 to 12. The theme 'Uniting Parliament for an Inclusive and Sustainable ASEAN in Addressing Contemporary Drug Challenges' aligns with this year's Malaysian ASEAN chairmanship theme, which emphasises inclusivity and sustainability. According to a statement from the Office of the Speaker of the House of Representatives (Dewan Rakyat) today, the meeting will be officiated by the AIPA president and Dewan Rakyat Speaker Tan Sri Johari Abdul, while Deputy Dewan Rakyat Speaker Datuk Dr Ramli Mohd Nor will be appointed as the chairperson of the 8th AIPACODD Meeting. "Among the main agenda of the meeting are a panel session featuring representatives from the ASEAN Senior Officials on Drug Matters (ASOD), National Anti-Drug Agency (AADK), and the Ministry of Health Malaysia, alongside progress report presentations by all AIPA member country parliaments," according to the statement. Also scheduled is a discussion session on the transformation of AIPACODD's role in addressing cross-border crime and the preparation and validation of the meeting's draft resolution. Meanwhile, the Office of the Speaker of the House of Representatives also announced that in conjunction with the meeting, a royal banquet will be held on June 10 in Kuantan, with the consent of the Sultan of Pahang, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah. "This royal banquet is the highest honour of the nation to the ASEAN parliamentary representatives, and the Sultan of Pahang's presence reflects the royal institution's support for the strategic role of parliamentary diplomacy in addressing the drug threat and building a safer and more sustainable future for the region," said the statement. MACC seizes RM143m asset from highway concessionaire Tan Sri with luxury u/ground wine cellar
THE Malaysian Anti-Corruption Commission (MACC) has confirmed late last night (June 3) of having seized assets worth RM143 mil from a 'Tan Sri highway concessionaire in the Klang Valley' linked to the misuse of sukuk funds during an operation conducted last week. The seizures include 14 individual accounts totalling RM4.5 mil, eight company accounts totalling RM33 mil, luxury condominium and land worth RM24.5 mil, nine cars worth RM7.65 mil and 13 cars that have yet to be handed over to the investigation team, according to the graft buster's chief commissioner Tan Sri Azam Baki. Other items seized include luxury watches worth RM25 mil, handbags (RM3 mil), jewellery and diamonds (RM6 million), four horses (RM400,000), alcoholic beverages (RM3 mil), foreign assets worth more than RM15 million and around RM20 mil in gambling activities. 'Preliminary investigations detected misconduct between 2016 and 2020 involving approved sukuk funds of about RM1.35 bil with false claims of about RM360 mil and RM416 mil as well as RM50 mil in other bank facility loans,' he revealed in a statement. 'The RM1.67 bil highway project also failed to be completed according to schedule and investigations are focused on bribes worth RM12 mil paid to certain parties as inducement in facilitating the cash flow out and back to the suspect. 'Proceeds of the embezzled funds were believed to be used in money laundering activities.' Tan Sri suspect currently hospitalised Azam further stated that the parties involved were believed to have used professionals such as auditors, financial experts, engineers and shell companies as recipients of the money in a layered manner to embezzle the funds. 'Until now, the MACC has yet to take the Tan Sri's statement as he is still warded in a private hospital whereby the investigating officer will seek confirmation today (June 3) from the doctor on the Tan Sri's health status before recording his statement,' he revealed. 'Meanwhile, the number of witness statements stands at 45 whereby those whose statements had been previously recorded have been called back to provide further evidence.' Meanwhile, Azam also explained that the investigation team is also tracking down luxury vehicles and properties belonging to the Tan Sri, both domestically and abroad, including in London and Switzerland. Additionally, he said current investigation is also focused on the true value of luxury alcoholic beverages in the Tan Sri's possession with the possibility that the money has been transferred to other accounts.
