
Punjab cabinet approves industrial plots conversion
The Punjab Cabinet on Thursday approved significant amendments to the state's land conversion policy, enabling the conversion of industrial plots into hospitals, hotels, industrial parks, and other permitted uses.
A spokesperson from the Chief Minister's Office on Thursday said that earlier conversion policies were introduced in 2008, 2016, and 2021. However, industrial associations had raised concerns about certain restrictive conditions in the 2021 policy. In response, a committee reviewed the requests from industrialists and proposed a set of changes applicable to freehold plots. As per the revised policy, a conversion charge of 12.5 per cent of the industrial reserve price will be levied.
Punjab minister Aman Arora told the media after the Cabinet that the amendment in conversion policy will be applicable on industrial plots in focal points and industrial estates. He said there was a huge demand for allowing the conversion. The overall development had come to a standstill due to wrong policies of previous governments.
The incumbent government has brought about a conversion policy under which change in land use (CLU) will be allowed for plots in industrial estates for hotels, hospitals, banquet halls, EWS worker housing, hostels, rental housing, office spaces and institutes.
These were not allowed in the industrial estates. He said any plot measuring between 1000 to 4000 square yards would be allowed to be converted.
He also said that 40,000 square yards plots will be allowed to be converted into industrial parks. Under the conversion, 60 per cent of the area would be used for industrial, 30 per cent for residential and 10 per cent commercial purposes. These would be freehold properties. This will fasten the development. This was a long pending demand. The previous government had not accepted it.
Arora said that the new policy will help the state government earn revenue. 'We are not able to make an estimate as of now. We do not know how many plots will be converted. After that we will be able to give an estimate.'
Nod for conversion of leasehold industrial properties to freehold
The Cabinet also approved a policy for converting leasehold industrial plots and sheds into freehold ones, particularly for plots managed by PSIEC. These plots and sheds, originally allotted on a leasehold basis, included complex clauses related to transfer, leading to complications in property transactions. The new policy aims to streamline industrial estate management, enhance ease of doing business, and reduce litigation and uncertainty among allottees. Additionally, this conversion is expected to generate additional revenue for the state.
Aman Arora said that with the new policy 20 per cent of reserved price would have to be paid by the property owner for converting leasehold properties to freehold properties.
'This will help us earn at least Rs 1,000 crore annually,' he said.
Amendments to MSE Facilitation Council Rules – 2021
The Cabinet approved amendments to the MSE Facilitation Council Rules – 2021 under the MSME Development Act, 2006. At present, District-level Micro and Small Enterprises Facilitation Councils function under the chairpersonship of the respective Deputy Commissioners. However, delays were noted in the execution of awards related to delayed payments under the Act. In line with Government of India guidelines, a mechanism will now be created for the recovery of such awards as arrears of land revenue under the Punjab Land Revenue Act, 1887.
Approval of Amendments to Punjab Water Resources Department Junior Engineers (Group-B) Service Rules
The Cabinet approved amendments to the service rules governing Junior Engineers (JE) (Group-B) in the Punjab Water Resources Department. While 15 per cent of JE posts are reserved for promotion, 10 per cent of these are filled from among Junior Draftsmen, Surveyors, Work Mistris, Earth Work Mistris, and others. Now, Canal Patwaris and Revenue Clerks who hold the required qualifications (i.e., a diploma or degree in Civil, Mechanical, or Electrical Engineering from a recognised institution) and relevant experience will also be eligible under this quota. This move will bring experienced personnel into the department and incentivise employees to pursue higher qualifications.
Approval to merge various directorates under the finance dept
For enhanced administrative efficiency and cost savings, the Cabinet approved the merger of various directorates under the Department of Finance. The Directorates of Small Savings, Banking & Finance, and Lotteries will be merged and renamed as the Directorate of Small Savings, Banking, and Lotteries. DPED and DFREI will be merged and renamed as the Directorate of Public Enterprises and Financial Resources. The Directorates of Treasury & Accounts, Pensions, and NPS will be merged into a single entity: Directorate of Treasury & Accounts, Pension, and NPS. This restructuring is expected to save the state approximately Rs 2.64 crore annually.
Approval for creation of new posts for State SNA Treasury
The Cabinet also gave consent for the creation of new posts for the State SNA Treasury established in Chandigarh, in accordance with Government of India guidelines. Under centrally sponsored Schemes, funds are now transferred via the SNA SPARSH system. To operationalise the State SNA Treasury, the creation of the following nine posts was approved: district treasury officer, treasury officer, two senior assistants, four clerks, and one peon.

Food safety lapses: Brands tighten quick commerce terms
MUMBAI: Following incidents of food safety violations at dark stores operated by quick commerce platforms, brands are renegotiating and tightening their terms of contract with them to ensure that such instances are kept under check. "Clauses related to storage, handling and hygiene are being renegotiated, especially in the context of dark stores and last-mile are also keeping legal options open particularly where negligent handling could trigger consumer claims or regulatory scrutiny," Chandan Goswami, partner at law firm AT & Partners told TOI. At least half a dozen brands including Marico, ITC, Godrej Consumer Products and Dabur declined to comment. Queries sent to Zepto, Swiggy and Zomato-owned Blinkit did not elicit any responses. Earlier this month, the Maharashtra Food & Drug Administration department had suspended food business licences of Zepto's Dharavi dark store and another managed by Blinkit in Pune's Balewadi area over food safety violations and regulatory non-compliance. The licences have been reinstated following inspection by authorities and adherence to compliance by the platforms. Brands are now negotiating representations and warranties (as part of the contract), asserting compliance with FSSAI norms and accurate food handling procedures. They are also incorporating robust indemnity clauses to shield themselves from losses or reputational harm arising from platform lapses besides seeking audit rights to get access to dark stores and fulfilment centres for verification, said Dheeraj Nair, partner at JSA Advocates & Solicitors. "Quick commerce operators can no longer be treated as mere facilitators; they are increasingly viewed as co-custodians of regulated goods. Brands, in response, are revising contracts to force accountability through precise compliance standards and legal safeguards," said Nair. To be sure, the FSSAI e-commerce guidance and advisories require formal written agreements between brand owners and platforms affirming compliance with FSSAI regulations, legal experts said. The market for quick commerce or 10-minute deliveries is rapidly growing in India, particularly in the metros where, pressed for time, consumers do not mind paying a bit extra to get groceries and other products delivered at their doorstep in minutes. The space has expanded to cover a whole host of non-grocery categories including toys, jewellery, electronics and select apparel. A recent report by Kearney said that the quick commerce market is expected to triple between 2024 and 2027 touching Rs 1.5-1.7 lakh crore. Pursuant to recent developments, both brands and quick commerce platforms are likely to increasingly scrutinise the representations and warranties which form a part of their agreements. This will ensure requisite licences, including those under the Food Safety and Standards Act, 2006 have been obtained and maintained, said Sahil Narang, partner at Khaitan & Co. "The focus will also be on compliance protocols, especially in relation to perishable goods where hygiene and storage standards are critical," Narang said. Ahmedabad plane crash: Tata Sons to set up Rs 500 crore trust for victims' families
MUMBAI: The main owner of Air India, following the devastating flight 171 crash that became the most severe aviation disaster in a decade, will set up a welfare trust for affected families. Tata Sons , which owns about 74% of Air India, intends to allocate Rs 500 crore to the foundation, to be called AI171 Trust. Sources indicate that Tata Trusts, the largest shareholder of Tata Sons, is expected to contribute an equivalent sum. The crash claimed over 250 lives, with 241 passengers on board and 19 individuals on the ground. Tata Sons and Air India have previously announced a joint financial assistance of Rs 1.25 crore to the families of the deceased. Apart from Tata Sons, Singapore Airlines owns around 25% of Air India while the employee trust holds the remaining 1%. Sources said the Tata Sons board approved the welfare trust proposal on Thursday. The next steps involve legal procedures, including registration of the public charitable trust, and formation of the board of trustees. Tata Sons chairman N Chandrasekaran is expected to lead the AI171 Trust, which will include non-Tata members. This initiative mirrors Indian Hotels' (Taj chain) response to the 26/11 Mumbai terror attacks. The company established the Taj Public Service Welfare Trust in Dec 2008 to assist victims, families, security forces, and affected employees. The Taj Mahal Palace hotel lost 36 individuals, including staff members, during the attacks. The Taj Public Service Welfare Trust subsequently broadened its scope beyond 26/11 victims, extending support to injured and specially-abled soldiers and to migrant workers, frontline staff and healthcare professionals during the pandemic. The unscheduled Tata Sons board meeting on Thursday comes two days after its director and Tata Trusts chairman Noel Tata visited the crash site and injured patients in Ahmedabad. The meeting took place 29 days subsequent to its previous board assembly. During the May 29 meeting, the board had approved the financial statements for Q4 and fiscal year ending March 31, 2025, while also approving capital investments over Rs 30,000 crore for new businesses, including semiconductor projects and Air India. Chandrasekaran, who is also the chairman of Air India, has increased his involvement in the airline's operations after the incident. His engagement includes interactions with govt officials, supervising safety assessments and aircraft maintenance. Total compensation claims arising from the Air India crash could reach $475 million, driven by liability payouts estimated at $350 million, due to the involvement of over 50 foreign passengers. Ghaziabad is cleanest city: CM

"Ghaziabad is now counted among the top 50 cleanest cities in the world and is the cleanest city in the state. Ten years ago, no one could have imagined that this district would be connected to a 12-lane greenfield expressway or that the country's first Rapid Rail would pass through it. But today, all of this has become a reality. Ghaziabad now has Rapid Rail, a 12-lane highway, metro connectivity, and an airport as well," the CM said at a ceremony to hand over travel kits to a group going on the Kailash Mansarovar pilgrimage. He also announced that each pilgrim returning from the Kailash Mansarovar trip will receive Rs 1 lakh financial assistance from the UP govt. Saying that Ghaziabad was entering a new phase of development as 'Greater Ghaziabad', the CM said that new initiatives would be taken under the plan very soon. Areas like Khoda, Loni, and Muradnagar will be brought under the Ghaziabad Municipal Corporation to enable more comprehensive growth of the region. The CM also spoke about plans for an integrated office complex in Ghaziabad to bring all district offices under one roof. He also noted that steps taken in recent years have increased the green cover in Ghaziabad, making it a more beautiful city. He said that garbage heaps had been removed, and new models for greenery like Miyawaki forests and city forests can now be seen across the city. "We are also working on the revival of the Hindon river, which was once an identity of Ghaziabad, using natural methods, as well as large-scale tree plantations on both sides of the river under the 'Ek Ped Ma Ke Naam' campaign. The double-engine govt will continue this journey of development, and the administration will implement the suggestions and initiatives given by public representatives," he said.
