: The
Ahmedabad Municipal Corporation
(AMC) is set to ban
ready-mix concrete
(RMC) plants from residential areas within two months to combat air pollution, standing committee chairman Devang Dani said on Thursday.
"
RMC plants
in residential areas are contributing to air pollution. We are formulating a new policy, and orders for their relocation will be issued in the next two months," Dani said during the standing committee meeting on Thursday.
This development follows Auda's first standard operating procedure (SOP) for RMC plants, announced on April 9. The new regulations establish clear guidelines for both on-site and off-site plants, which includes a minimum plot area of 3,500 sq m, licence fee of Rs 50,000, security deposit of Rs 5 lakh, a mandatory no-objection certificate from GPCB and annual licence renewal.
Plants will only be permitted in industrial, general agriculture, prime agriculture and logistics zones. For project sites, approval will be limited to the construction duration.
RMC plants without licences will be sealed and attract a penalty of Rs 75,000. The upcoming AMC policy will determine the fate of RMC plants on project sites within residential areas.

Gandhinagar: Gujarat govt on Sunday approved an allocation of Rs 107 crore to 149 municipalities for road repairs ahead of monsoon. An official statement said on Sunday that the allocation was made under the Swarnim Jayanti Mukhyamantri Shaheri Vikas Yojana. "Anticipating the potential damage that heavy rainfall could cause to roads in urban regions, the state govt made advanced planning for timely road resurfacing and repairs. The approved grant will help municipalities start repair works early and avoid disruptions during the rainy season," an official statement said. Grants to municipalities will range from Rs 40 lakh to Rs 1 crore, depending on which category they are in. As per the approved plan, 37 category 'A' municipalities will receive Rs 1 crore each, 34 category 'B' municipalities will receive Rs 80 lakh each, 61 category 'C' municipalities will get Rs 60 lakh each, and 17 category 'D' municipalities will be allotted Rs 40 lakh each. These funds, amounting to a total of Rs 107 crore, will be disbursed through the Gujarat Urban Development Mission (GUDM), the statement said. The govt said that it will allocate additional funds for road repairs during the monsoon if municipalities make a request for funds. The statement said that earlier this month, the state govt allotted a grant of Rs 1,700.57 crore for Ahmedabad and Gandhinagar municipal corporations, six newly formed municipal corporations, and five municipalities for various development projects. Of the total sanctioned amount, Ahmedabad Municipal Corporation will receive Rs 546 crore and Gandhinagar Rs 32 crore. Among the newly established municipal corporations, Anand will get Rs 148 crore, Morbi Rs 270.08 crore, Surendranagar Rs 257.60 crore, Nadiad Rs 71.91 crore, Vapi Rs 251.91 crore, and Navsari Rs 90.35 crore.

This proposal, intended for a single company, follows two previous large contracts awarded to the same firm: Rs 536 crore in 2020 and Rs 641 crore in 2023. Although the corporation employs consultants for roadwork cost estimation, sources indicate that approving a tender at 34% above the estimate suggests possible errors in the initial assessment. Concerns are mounting over persistent cost inflation and quality issues. In 2017, roads resurfaced under a Rs 450 crore project reportedly deteriorated severely after monsoon, prompting a vigilance inquiry by the corporation. Notices were issued to seven additional engineers, and over 90 other officials faced disciplinary action. Three contractors were blacklisted. Additionally, a scandal involving fake bitumen bills for road resurfacing emerged, leading to police complaints against two contractors. Despite this, since 2018, the AMC has routinely approved road resurfacing tenders at 20% to 34% above estimates. On April 17, 2023, the road and building committee approved a Rs 641 crore proposal, 26.90% above its Rs 505 crore estimate. In 2020, a single Rs 536.03 crore tender for various road projects was approved at a 34% markup. Similarly, a 2018-19 tender for Rs 534 crore was approved against an estimated Rs 353 crore. Sources indicate that the 2023 Rs 641 crore tender, awarded to a single company, also saw an additional Rs 26 crore approved for bitumen cost differences. "Such clauses, common in all tenders, consistently lead to approvals significantly exceeding initial estimates, suggesting potential errors in the estimation process," said sources. The AMC issues two types of road resurfacing tenders: one for roads wider than 60 feet, awarded to a single company for Rs 500-600 crore annually rate contract, and another for roads narrower than 60 feet, awarded to different companies. Tenders are approved at 25-34% above estimated costs, with varying warranty periods: five years for roads wider than 60 feet and three years for narrower roads. Iconic and RCC roads are also being constructed with tenders approved at 25-30% above estimated costs.

Ahmedabad: The Ahmedabad Municipal Corporation (AMC) has decided to build a mini sports complex in Gota on part of final plot number 162 of TP Scheme No. 32. An expenditure of Rs 30.49 crore will be incurred on the project, said an AMC official. The proposal will be presented for approval at the road and building committee meeting scheduled for June 9. Preparations are underway for Ahmedabad city to potentially host the Olympics in 2036. In light of the Olympics impact, the civic body is planning to establish new sports infrastructure in every zone of the city. The corporation plans to set up five major sports complexes in Gota, Bopal, Ranip, Naroda, and Nikol, with an estimated cost ranging from Rs 200 to Rs 250 crore. Tenders for the construction of these five sports complexes were floated recently, and these tenders are now being presented for approval.
