
State collects ₹80cr in fines through e-detection system

Patna: A penalty totalling Rs 80 crore has been levied on 1,50,000 vehicles found operating without valid documentation, including fitness certificates, insurance and pollution control certificates, across the state. The fines were collected through the newly implemented e-detection system from Aug 7, 2024 to April 7, 2025, as vehicles passed through various toll plazas across the state.
The e-detection system aims to improve road safety by curbing the operation of unfit vehicles on national highways (NHs). It helps to reduce road accidents by automatically issuing e-challans to vehicles lacking the necessary documents.
Transport secretary Sanjay Kumar Agarwal said automated e-challans are now generated at 31 toll plazas when vehicles fail to meet fitness, insurance and pollution requirements.
"This system has been implemented to enhance road safety and reduce pollution. The e-detection mechanism ensures stringent enforcement against non-compliant vehicles, contributing to accident reduction and improved traffic flow. Vehicles that fail fitness assessments pose increased accident risks. The e-detection system's primary function is to identify and restrict such vehicles from operating. Removing unfit vehicles from roads will decrease accidents resulting from mechanical failures," Agarwal said.
He added, "Having valid vehicle insurance is crucial for road safety and simplifies the compensation process in case of any mishap. Insured vehicle owners and third parties receive financial assistance in the event of an accident. With insurance, vehicle owners face fewer legal hassles."
The secretary urged all vehicle owners to ensure their documents are updated and to renew fitness, insurance, and pollution certificates regularly to avoid penalties.
Over the nine-month period, the highest number of e-challans – around 26,000 vehicles amounting to approximately Rs 12 crore – was issued at Kulhariya toll plaza. The second highest was recorded at Parsoni Khem toll plaza, where over 15,000 vehicles were fined Rs 10 crore. Significant numbers of e-challans were also issued at Saokla, Didarganj and Hariyabara toll plazas.

However, he emphasised the need for acceleration in critical areas, directing NHIDCL officials to expedite work on two crucial components — the Bhogdoi river bridge and the Jhanji river bridge. The ambitious infrastructure project spans 37.8 km, with 36.8 km falling within Jorhat district and one km extending into neighbouring Sivasagar district. The massive undertaking represents a total investment of Rs 738.15 crore and includes the construction of a modern toll plaza to manage traffic flow and revenue collection. The construction work has been divided among three contractors across four different packages. M/s Sadguru Engineers holds responsibility for constructing 10 km of the highway alongside the toll plaza infrastructure. M/s Binni Construction is managing a 14-km stretch, while M/s MP Agarwala is handling the remaining 13.8 km of the project. The highway project has faced significant challenges since its inception, with multiple cost and time overruns plaguing the construction timeline. The delays have been attributed to various factors, including land acquisition, weather disruptions, logistical challenges and contractor-related hurdles, common to infrastructure projects in Assam. Bengaluru cops restart vehicle towing
Bengaluru: In a bid to ease traffic congestion, the city traffic cops started towing abandoned vehicles and those parked in no-parking zones. The initiative, currently limited to Hebbal traffic police station limits, began on a trial basis in areas like Hebbal, Chikkajala, and Jalahalli. On Tuesday, a total of 10 cars were towed away from in front of Mall of Asia in Byatarayanapura. According to senior traffic cops, towing is being done to clear vehicles obstructing traffic flow. The department hired private towing agencies to carry out the operation. Vehicle owners were only fined Rs 500 for parking in no-parking zones, with no additional towing charges collected. Last week, a total of 30 two-wheelers were towed. The initiative will likely be expanded to other areas if successful.
