Bill to criminalise sale of technical standards

A draft law passed by the Shura Council on yesterday would make it a criminal offence to sell or circulate Bahrain's national standards without permission.
It would also do away with the requirement to publish them in the official gazette and alter how technical rules are put together and approved.
The law amends key parts of Law No. (9) of 2016 and was submitted with Royal Decree No. (2) of 2025. It now moves to the Council of Representatives, then to His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, before being raised to His Majesty King Hamad bin Isa Al Khalifa.
Under the new system, standards and technical rules would be issued through a digital platform operated by the Ministry of Industry and Commerce.
They would no longer appear in print form through the gazette.
The minister said most standards adopted in Bahrain originate from the Arabian Gulf region and are sold both locally and in neighbouring countries.
Publishing them in full, he warned, would cut into Bahrain's earnings and those of other GCC states.
'These are paid documents,' said Industry and Commerce Minister, His Excellency Abdulla bin Adel Fakhro. 'If we print them in the official gazette, it affects revenue for us and for the rest of the Arabian Gulf. That is why we are moving to sell them through the ministry's online platform.'

His Royal Highness emphasised that the directives of His Majesty King Hamad bin Isa Al Khalifa facilitate the pilgrims' affairs, ensuring that their pilgrimage is conducted safely and peacefully. Commitment In this regard, he commended HM the King's commitment to supporting Bahraini pilgrims. HRH the Crown Prince and Prime Minister praised the Kingdom of Saudi Arabia's dedication, led by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and supported by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, the Crown Prince and Prime Minister, in serving Hajj pilgrims and ensuring their pilgrimage is conducted safely and peacefully. His Royal Highness highlighted that overseeing the Hajj pilgrimage is a great honour undertaken by Saudi Arabia, noting the country's remarkable capabilities in successfully hosting the annual pilgrimage. He also commended the Supreme Committee for Hajj and Umrah Affairs, the Bahrain Pilgrimage Mission, and other related government entities, for their efforts that have contributed to successfully assisting the pilgrimage. Shaikh Adnan expressed his gratitude for HM the King's commitment to enhancing the pilgrims' experience, ensuring their pilgrimage is completed safely and peacefully, as well as His Majesty's support to the Bahrain Pilgrimage Mission. The Undersecretary also expressed his gratitude for His Royal Highness's unwavering support for Bahraini pilgrims and ensuring the facilitation of their pilgrimage. His Highness Shaikh Isa bin Salman bin Hamad Al Khalifa, the Minister of the Prime Minister's Court, His Highness Shaikh Mohammed bin Salman bin Hamad Al Khalifa, HE Nawaf bin Mohammed Al Maawda, the Minister of Justice, Islamic Affairs and Waqf and Chairman of the High Committee for Hajj and Umrah Affairs, and a number of senior officials, also attended the meeting.

The event was also attended by HE Eman Ahmed Al-Doseri, Undersecretary of the Ministry and Chairperson of the Judging Committee, along with other senior officials. The initiative aims to promote innovation within the Ministry by encouraging employees to submit ideas that enhance service delivery, streamline policies, and improve customer experience. The Minister congratulated the winners and urged wider participation in future editions. Three focus areas Awards were presented across three categories: workplace environment, policy and procedure, and customer experience. In the workplace development category, first place went to Nada Nasser Al-Thawadi, followed by Khawla Yousif Abdulrahman and Maitham Fadhel Al-Hammad. For policy and procedure development, Ali Ibrahim Al-Nasser secured the top position. Second place went to Ali Jafar Jassim, while a joint proposal by Hamad Adel Bofarsan and Shaikha Khalid Al-Buainain was placed third. Bahrain Approves Major Power Station Project

His Majesty King Hamad bin Isa Al Khalifa has officially approved Law No. (26) of 2025, which confirms Bahrain's agreement with the Islamic Development Bank (IsDB) to finance a new power station project. The law, endorsed by both the Shura Council and the Council of Representatives, gives the green light to the construction of the new Jasra Power Station, which will operate at 400 kilovolts. The agreement includes a framework agreement, an agency agreement, and a guarantee agreement between the Government of Bahrain and the IsDB. These agreements were originally signed on September 9, 2024. The new power station is expected to enhance the country's electricity infrastructure, helping to meet growing demand and support future development. Under the law, the Prime Minister and relevant ministers are tasked with carrying out the necessary steps to implement the agreements. The law will take effect the day after it is published in the Official Gazette.
