
Mobile apps exploit regulatory gap, fuel scams, spam: Telco group

) reiterated that mobile apps or over-the-top communication players have been exploiting the regulatory gap, and widely becoming lucrative for spammers and scammers, and said that a uniformly-implemented unified consent management framework would be critical to protect consumers against rising mobile frauds and pesky communication.
"The concerns persist regarding the use of OTT communication services for increasing spam and fraud messages. This regulatory gap is increasingly being exploited, with a growing share of scams and unsolicited promotions now originating on mobile apps, adding to customer woes," COAI director general SP Kochhar told ETTelecom.

Further, Kochhar said that it has created an uneven playing field between telecom service providers and the OTT communication service players, raising privacy, traceability and national security concerns.
COAI, however, maintains that bridging this loophole by bringing mobile apps under the unified consent management framework purview would be critical to protect consumers and ensure consistency across the ecosystem.
Telecom carriers and mobile app providers such as Meta's WhatsApp, Google Meet, Telegram, and Viber are at odds following the absence of a regulatory and policy regime, with the former advocating a fair share from those generating large traffic for using mobile networks. On the contrary, OTT providers argue against it.
Telecom operators - Jio, Airtel, Vodafone Idea - also say that OTT apps should be included under the licensing regime of the Telecommunications Act, 2023, as such constitute access service.

"We believe a level-playing field should be created between licensed telecom operators and these unregulated app-based communication service providers by bringing them under the service authorization framework."
OTT providers are a direct substitute for the services provided by the traditional telcos, and have eroded into the business of telcos by providing voice, video and messaging services while riding on the network created by the telecom carriers, according to the body.
Nearly 70% of the mobile data traffic is driven by large OTT players.
Recently, a London-based top telco group said that regulators should ensure a level playing field to ensure the sustainability of network investment.
App service providers are not required to hold a wireless license and operate with minimal oversight, despite their growing influence. However, governments worldwide are scrambling to bring them into regulatory ambit, but are facing stiff resistance from Big Tech as well as consumer groups.

BSNL's New Anti-Spam Protection: Bharat Sanchar Nigam Ltd. (BSNL), a State-controlled telecom operator, has announced the nationwide roll-out of its network-side Anti-Spam and Anti-Smishing protection for its over 9 crore mobile customers across India. This move aimed at protecting mobile subscribers from fraudulent SMS messages carrying suspicious links. The system requires no user intervention with no application download or requirement of changing settings and works directly at the network level. BSNL now blocks suspicious and phishing links in SMS in real time, stopping them before they reach users. Genuine messages like OTPs, banking alerts, and government notifications are still delivered as per TRAI's rules. The system was first shown at India Mobile Congress 2024 and is now being rolled out across all BSNL circles. It has been developed in partnership with Hyderabad-based cloud communications company Tanla Platforms. What Is Anti-Smishing Protection? The terms refers to the policies, tools, and practices designed to detect and block fraudulent SMS messages, prevent risky clicks, and reduce the chance of account takeover or data theft from text-based phishing. It also expands and verifies links using reputation data. Working with the blockchain-based DLT system used by Indian telecom operators, it can block over 99% of smishing attempts, according to independent tests. BSNL's New Tech Wipes Out 1.5 Million Daily Scam Threats BSNL says the system can detect over 1.5 million scam attempts every day. Each month, it flags more than 35,000 unique fake web links and 60,000 scam-related WhatsApp and mobile numbers. This comes as the government pushes to grow BSNL's user base. As of July, BSNL holds a 7.78% share of India's wireless mobile market.

RSB Retail India files draft IPO papers with Sebi; seeks to raise Rs 1,500 cr
New Delhi, Aug 15 (PTI) RSB Retail India Ltd, a multi-brand retail chain in south India, has filed preliminary papers with markets regulator Sebi for an initial public offering (IPO), and people familiar with the matter indicated the issue could raise around Rs 1,500 crore. The proposed IPO is a combination of a fresh issue of equity shares aggregating up to Rs 500 crore and an offer for sale (OFS) of up to 2.98 crore equity shares by promoters, according to the draft red herring prospectus (DRHP) filed on Thursday. The Hyderabad-based company plans to utilise the net proceeds to the tune of Rs 275 crore for payment of debt, Rs 118 crore for setting up of new stores under the R S Brothers and South India Shopping Mall formats; and rest for general corporate purposes. Incorporated in 2008, RSB Retail is a leading multi-format apparel retailer catering to premium, mid-premium, and value customer segments offering ethnic wear, everyday casual wear and formal wear. As of March 31, 2025, RSB Retail had 73 stores across 22 cities in three south Indian states — Telangana, Andhra Pradesh and Karnataka. It operates through five key brick-and-mortar store formats — South India Shopping Mall, R.S. Brothers, Kanchipuram Narayani Silks, Dí¨ Royal and Value Zone Hyper Mart. In fiscal 2025, RSB Retail India registered a revenue from operations of Rs 2,694 crore and profit after tax of Rs 104.4 crore. According to Technopak report, the Indian retail industry is poised for strong growth, with the total market expected to reach Rs 92.6 lakh crore in fiscal 2025. Within this, apparel and accessories constitute a major segment, projected at Rs 6.90 lakh crore, supported by rising demand for value and affordability as well as the expansion of omni-channel retail models. Technopak estimates that the apparel market in south India accounted for 28 per cent of the national apparel market, valued at Rs 1.72 lakh crore in fiscal 2024. This market is expected to grow at a compound annual growth rate of 12 per cent to touch Rs 3.05 lakh crore by fiscal 2029. Motilal Oswal Investment Advisors, HDFC Bank and IIFL Capital Services have been appointed by RSB Retail India to manage its public issue.
