PETALING JAYA: The Court of Appeal has granted Prime Minister Datuk Seri Anwar Ibrahim a stay on all proceedings related to a civil suit filed by his former research assistant, Muhammed Yusoff Rawther. The decision was made by a three-judge bench led by Justice Che Mohd Ruzima Ghazali, who unanimously allowed Anwar's request due to his pending appeal to the Federal Court on significant constitutional questions. "If this application is not granted, the appeal to raise these legal questions will become academic," Justice Che Mohd Ruzima stated on Monday (July 21). Justice Che Mohd Ruzima assured that the stay would not prejudice any party involved in the case. The panel included Justices Datuk Wong Kian Kheong and Datuk Dr Lim Hock Leng. The lawsuit, alleging an incident that purportedly occurred before Anwar assumed office as Prime Minister, was initially scheduled to be heard at the Kuala Lumpur High Court on June 16. During an earlier proceeding, Anwar's lawyer, Alan Wong Teck Lee, argued that proceeding with the trial on June 16 would render his client's appeal meaningless, and any losses incurred would be irreparable. Wong highlighted that the constitutional issues Anwar raised, including whether a serving Prime Minister is immune from lawsuits over personal conduct alleged before taking office, are significant matters that need addressing first. However, the plaintiff's lawyer, Muhammad Rafique Rashid Ali, objected to the stay, arguing that it disrupts the court's schedule and undermines his client's right to timely justice. He maintained that Muhammed Yusoff's access to justice is a constitutional right under the Federal Constitution. The Federal Court is expected to deliberate on Anwar's appeal to refer the legal questions in due course, with the next case management date set for September 2.

Home Minister Datuk Seri Saifuddin Nasution Ismail said AI integration in the department would indirectly boost productivity and revenue collection for the country. 'Previously, the Immigration Department didn't embrace but now it does so what's going to happen? Firstly, productivity will go up. Secondly, a faster delivery system and thirdly, if it relates to revenue collection, that will go up as well. This is the measure that we must look at when we talk about embracing AI,' he said during his speech when officiating the 103rd Immigration Day, with the theme 'AI leading Immigration Reforms', here today. He also suggested that the department send officers and personnel to follow special AI courses or programmes at local universities for a period of time. 'Give them leave for a week or two and introduce them to AI-related knowledge. Develop skills to use the rapidly-developing AI tools. For instance, most globally renowned companies using AI technology include Alibaba from China,' he said. Saifuddin said that the Immigration Department needed to implement people-centric approaches and improvements in its service in line with the intentions of Prime Minister Datuk Seri Anwar Ibrahim. 'Our approach must be people-centric, At the core, it's the people, that's why we need to have improvements to procedures and make things simpler. 'If we need to improvise the system, do it, because we will still remain as the forefront that provides services to the majority of the public,' he said. He also pointed out that the Immigration Department needed to reaffirm its commitment to integrity by implementing a zero-tolerance policy against any form of corruption or misconduct. 'I hope that the department can give its full commitment in the aspect of integrity as it is the core of our services. Japan's election triggers cautious market response

The yen has strengthened slightly against the US dollar and euro. (Reuters pic) LONDON : As far as investors are concerned, Japan's upper house election has been a sell on the rumour, buy (a little) on the fact. Japanese markets are closed for the Marine Day public holiday, so liquidity has been lacking, but so far the yen is up a shade on the dollar and euro while Nikkei futures NKC1 traded in Chicago are much in line with Friday's cash close. Wall Street futures are up a fraction, and European futures are down a touch. While the ruling coalition lost control of the upper house by three seats, Prime Minister Shigeru Ishiba seems to be safe for now, though he will have to find support from minor parties to pass legislation. The government can also continue its fraught tariff negotiations with the US administration. The talks still seem deadlocked, partly over agricultural imports, which are politically and culturally very sensitive for Japan, as President Donald Trump's arbitrary Aug 1 deadline approaches fast. The EU is in much the same situation. US commerce secretary Howard Lutnick says he's confident a deal can be struck, but the EU side is preparing a list of US products for retaliation levies. The EU is also trying to use China as leverage with European Commission president Ursula von der Leyen and European Council president Antonio Costa meeting with President Xi Jinping there on Thursday. Meanwhile, reports suggest Trump might meet Xi sometime in October or November, with the US already having allowed the export of chips to China apparently in return for a resumption of rare earth shipments. Markets are assuming the worst will be avoided on tariffs, though analysts suspect the effective US tariff rate could well be a bit above the 1930's levies that contributed so much to the Great Depression. Much of that optimism rests on earnings with the first of the megacaps reporting this week in the shape of Alphabet and Tesla. Results from Lockheed Martin and General Dynamics should also confirm the windfall from a ramp up in global defence spending. The diary for the rest of Monday is virtually blank, but there's always Trump to watch.
