The GOP-led Senate Finance Committee on Monday released its proposal for President Donald Trump's agenda bill that calls for enacting sweeping cuts to Medicaid and preventing a multi-trillion dollar tax hike on Americans.
The committee would maintain many of the provisions contained in the legislation that the House narrowly approved last month, including making permanent essentially all the individual income tax cuts contained in the 2017 Tax Cuts and Jobs Act, which are set to expire at year's end, and instituting work requirements in Medicaid for the first time.
But the committee is calling for some notable changes to the package, including lowering the cap on state and local tax deductions, instituting deeper cuts to Medicaid, slowing the elimination of some clean energy tax credits and making permanent several business tax breaks and a beefed-up child tax credit.
Senate committees are racing to release their versions of the 'Big, Beautiful Bill' in hopes of passing their package next week so the two chambers can work out a final deal and send it to Trump by July 4.
In the legislative text unveiled Monday, the Senate Finance Committee would permanently extend the current $10,000 cap on state and local tax deductions, potentially blowing up a carefully constructed deal in the House to lift the cap on state and local deductions to $40,000 for married couples. However, the committee noted in a summary of its provisions that the cap is 'the subject of continuing negotiations.'
The $10,000 cap, which was instituted by the 2017 Tax Cuts and Jobs Act, was a major sticking point in the House negotiations. Speaker Mike Johnson worked out an agreement with GOP lawmakers from high-tax states to raise the cap to $40,000 for those making $500,000 or less.
But Senate Republicans have expressed disdain for the deal because of its price tag and because it primarily benefits taxpayers from blue states.
Rep. Mike Lawler, a New York Republican, issued a stern warning to Senate Republicans earlier on Monday: Any changes to pare back the deal, he said, would cause the bill to collapse in the House.
'After engaging in good faith negotiations, we were able to increase the cap on SALT from $10,000 to $40,000,' Lawler said in a statement. 'That is the deal, and I will not accept a penny less. If the Senate reduces the SALT number, I will vote NO, and the bill will fail in the House.'
Republicans on the Senate Finance Committee are also calling for making permanent several tax breaks for businesses, including allowing companies to immediately deduct the cost of equipment and research and development in the year the expense was incurred. These are designed to enhance the economic growth potential of the package but would also increase the cost.
The committee would also permanently beef up the child tax credit to $2,200, in contrast to the House, which would increase the credit to $2,500 from 2025 through 2028.
And while the Senate committee would keep Trump's campaign promises to eliminate taxes on tips and overtime, it would place caps on that relief –- allowing tipped workers to deduct only up to $25,000 in tip income and limiting the deduction for overtime pay to $12,500 for a single worker. Those tax breaks would only be in place from 2025 through 2028, as in the House version.
But the Senate measure would provide a more generous deduction for senior citizens than the House bill: $6,000 versus $4,000. The provision would be in effect from 2025 through 2028 in both versions of the bill.
In a contentious move, the committee would cap most states' ability to levy provider taxes on certain health care providers – notably, hospitals – to 3.5% by 2031, down from the current 6% limit. However, that provision would only apply to the 40 states and the District of Columbia that have expanded Medicaid to low-income adults.
States that have not expanded Medicaid, which are largely GOP-led states, would be restricted from increasing the rate of their current provider taxes, which would not have as sizable an impact.
The issue of provider taxes has divided GOP lawmakers, with conservatives arguing that states use these taxes to get more federal Medicaid matching funds, while more moderate members worry that limiting such taxes could hurt hospitals, particularly those in rural areas.
States use the revenue they raise from taxing providers to boost provider rates and fund health-related initiatives, among other uses. Every state except one levies at least one type of provider tax.
Also, the Senate would require more parents to work, volunteer, go to school or participate in job training for at least 80 hours a month to maintain their Medicaid benefits. The committee would mandate that parents of children ages 15 and older would be subject to the work requirement, while the House version exempted parents of dependent children.
The Senate's changes would likely result in even more people losing their Medicaid coverage than the House provisions, which would increase the number of uninsured Americans by 7.8 million in 2034, according to the Congressional Budget Office.
The Senate Finance Committee text would kill a consumer tax credit for electric vehicles and quickly phase out tax credits helping homeowners defray the cost of energy efficient appliances and rooftop solar, ending those by next year.
The Senate text differs somewhat from the House bill on energy tax credits for businesses producing electricity. Like the House bill, it hits wind and solar producers particularly hard, phasing out clean energy tax credits for those projects starting next year, with the credit ending by 2028. However, companies generating electricity with zero-emission sources like nuclear, geothermal or hydropower can claim the credit for a longer period of time.
The Senate text would also terminate a tax credit for companies that make clean hydrogen, something favored by the oil and gas industry.
The Senate committee would raise the debt limit by $5 trillion, compared to $4 trillion in the House version, providing more time for Trump to enact his policies without needing to negotiate a deal with Democrats to address the cap.
The US hit its roughly $36 trillion debt ceiling in January. Treasury Secretary Scott Bessent has urged Congress to address the cap before its August recess to allow the agency to continue paying the nation's bills in full and on time, preventing a default that would likely have catastrophic global economic consequences.

For the first time in its 71-year history, the 2025 Fortune 500 list shows that women lead 11% of the largest U.S. companies by revenue. Surpassing the 10% mark is a historic milestone in corporate leadership, Fortune reports. Now 55 women serve as CEOs of Fortune 500 companies, up from 52 in both 2023 and 2024. While this is positive news, only two of the 55 women are Black: Thasunda Brown Duckett, CEO of TIAA, and Toni Townes-Whitley, CEO of Science Applications International Corp. The rise in women-led companies is largely due to internal promotions. Per Fortune, companies such as Freeport-McMoRan, Principal Financial Group, Ulta Beauty, U.S. Bancorp, J.B. Hunt Transport, and Marathon Petroleum Corp. all appointed women from within their executive ranks to the CEO role. Notably: Kathleen Quirk was promoted from CFO to CEO at Freeport-McMoRan. Deanna Strable-Soethout now leads Principal Financial Group. Kecia Steelman was elevated to CEO at Ulta Beauty. Gunjan Kedia is taking the reins at U.S. Bancorp. Shelley Simpson stands at the top of J.B. Hunt Transport. Maryann Mannen now heads Marathon Petroleum Corp. Other significant appointments include Susan Morris at Albertsons and Marina Cheung, who became CEO of S&P Global after serving as president of S&P Global Ratings. Further adding to the record-breaking figures this year is SiriusXM, making its debut on the Fortune 500 for the first time. Even with these advancements, Black women are still glaringly underrepresented in corporate leadership positions. The only Black women on the 2025 list are the same two CEOs, Duckett and Townes-Whitley. The persistent disparity in racial equity highlights more general issues, particularly as some businesses turn away from diversity, equity, and inclusion (DEI) initiatives, as AFROTECH previously reported. Jennifer McCollum, president and CEO of Catalyst, a workplace gender equity organization, shines some light on the matter in an article from People of Color in Tech (POCIT). '…We're seeing more companies roll back on DEI initiatives at large companies. If companies reduce their commitment to these policies, there is great risk of progress stalling or even reversing, impacting opportunities for generations of talent to come,' McCollum said. As Fortune reports, the 2025 Fortune 500 businesses generate $19.9 trillion in revenue between them, two-thirds of the U.S. gross domestic product (GDP). The importance of who runs these businesses extends well beyond representation. As more women step into top leadership roles, racial equity and inclusive leadership are equally important. The Fortune 500's future hinges on recommitting to DEI initiatives, developing robust talent pipelines, and elevating diverse leaders. These actions are essential to guarantee that the nation's diversity is accurately reflected in the next generation of corporate leadership. Congress is holding emergency briefings on security after Minnesota shootings

WASHINGTON (AP) — Members of Congress will attend emergency briefings this week after the murder of a Minnesota state lawmaker brought renewed fears — and stoked existing partisan tensions — over the security of federal lawmakers when in Washington and at home. The suspect in the attack had dozens of federal lawmakers listed in his writings, in addition to the state lawmakers and others he allegedly targeted. The man is accused of shooting and killing former Democratic House Speaker Melissa Hortman and her husband, Mark, in their home early Saturday in the northern Minneapolis suburbs and wounding another lawmaker and his wife at their home. The shootings come after credible threats to members of Congress have more than doubled in the last decade, the troubling tally of an era that has been marked by a string of violent attacks against lawmakers and their families. In 2011, Democratic Rep. Gabby Giffords was shot and wounded at an event in her Arizona district. In 2017, Republican Rep. Steve Scalise was shot and wounded as he practiced for a congressional baseball game with other GOP lawmakers near Washington. In 2022, then-House Speaker Nancy Pelosi's husband Paul was attacked in his home by a man who broke into their San Francisco home. And in 2024, two different men tried to assassinate Donald Trump during his presidential campaign. All four survived, some with serious injuries. But those attacks, among others and many close calls for members of both parties, have rattled lawmakers and raised recurring questions about whether they have enough security — and whether they can ever be truly safe in their jobs. 'I don't have a solution to this problem right now,' said Minnesota Sen. Tina Smith, a friend of Hortman's who received increased security after the attack. 'I just see so clearly that this current state of play is not sustainable.' Connecticut Sen. Chris Murphy said lawmakers are 'clearly at the point where we have to adjust the options available to us.' The U.S. Capitol Police's threat assessment section investigated 9,474 'concerning statements and direct threats' against members of Congress last year, the highest number since 2021, the year that the Capitol was attacked by Trump's supporters after he tried to overturn his 2020 presidential election defeat. In 2017, there were 3,939 investigated threats, the Capitol Police said. While members of Congress may be high-profile, they do have some resources available that might not be available to state and local lawmakers, said Sen. Mike Rounds of South Dakota, who was a member of the South Dakota state Senate for 10 years before he was the state's governor. In the state legislature, 'it just wasn't feasible all the time' to have increased security, Rounds said. As threats have increased, members of Congress have had access to new funding to add security at their personal homes. But it is unclear how many have used it and whether there is enough money to keep lawmakers truly safe. 'Resources should not be the reason that a U.S. senator or congressman gets killed,' Murphy said. Instead of bringing lawmakers together, the Minnesota shootings have created new internal tensions. Smith on Monday confronted one of her fellow senators, Utah Republican Mike Lee, for a series of posts on X over the weekend. One mocked Minnesota Gov. Tim Walz, a Democrat who ran for vice president last year. Another post said of the murders, 'This is what happens when Marxists don't get their way.' Friends and former colleagues interviewed by The Associated Press described Vance Luther Boelter, the man accused of assassinating Hortman and her husband, as a devout Christian who attended an evangelical church and went to campaign rallies for Trump. Records show Boelter registered to vote as a Republican while living in Oklahoma in 2004 before moving to Minnesota, where voters don't list party affiliation. Smith talked to Lee outside a GOP conference meeting as soon as she arrived in Washington on Monday. 'I would say he seemed surprised to be confronted,' she told reporters afterward. Senate Democratic Leader Chuck Schumer also called out Lee's posts on the Senate floor, saying that for him to 'fan the flames of division with falsities, while the killer was still on the loose, is deeply irresponsible. He should take his posts down and immediately apologize to the families of the victims.' Lee's office did not respond to a request for comment. Lawmakers were already on edge before the shootings, which came less than two days after Democratic Sen. Alex Padilla was forcibly removed from a press conference with Homeland Security Secretary Kristi Noem in California. Officers restrained Padilla and put him on the ground. Angry Democratic senators immediately took to the Senate floor Thursday afternoon to denounce Padilla's treatment. 'What was really hard for me to see was that a member of this body was driven to his knees and made to kneel before authorities,' said New Jersey Sen. Cory Booker. 'This is a test. This is a crossroads.' At the briefing Tuesday, Senate Democrats say they plan to ask security officials, as well as Republican leadership, about Padilla's removal from the press conference as well as their protection against outside threats. 'I certainly hope to hear leadership responding in a profound way,' said New Mexico Sen. Ben Ray Lujan, a Democrat. Sen. Tammy Baldwin, D-Wis., who said she had been informed that her name was also on the suspect's list, said she wanted to hear recommendations at the briefing on how to improve security. 'And we can take those recommendations,' Baldwin said. 'But I think, both with the president and his administration and with members of Congress, that we need to bring the temperature down.
