Surveillance cameras must for mobile vending carts
RIYADH — Saudi Minister of Municipalities and Housing Majed Al-Hogail has approved new municipal requirements for mobile vending carts and food trucks. These include installing surveillance cameras inside the carts and prohibiting activities after 12:00 in the night. Owners of these vehicles are granted a correction period of 180 days, according to Asharq Al-Awsat newspaper.
It is prohibited to practice this activity at traffic lights, intersections, entrances and exits to main and secondary roads, and areas with high traffic density. It will also prohibit sales at locations designated for police, traffic, Civil Defense, ambulances, and parking spaces for people with disabilities, as well as in areas not permitted by the municipality.
Parking near sources of environmental pollutants, such as waste dumps, gas and smoke emissions, sewage sites, and others is also prohibited. Parking in front of emergency exits or evacuation assembly points near facilities, as well as near gas stations, is not allowed. Parking within residential neighborhoods is also prohibited.
All activities will be prohibited after 12:00 AM unless there is a 24-hour permit. Smoking inside vehicles, loudspeakers, or mobile external speakers will also be prohibited. Vehicles, trailers, and semi-trailers which are participating in events will be excluded from this requirement.
Meals are prohibited from being prepared outside the cart. If charcoal or firewood is used for cooking, meals or beverages must be prepared in a separate cart. The provision of tobacco products of all kinds is also prohibited.
Food establishments must adhere to the activities, instructions, and executive and technical regulations issued by the Saudi Food and Drug Authority. They must also install surveillance cameras in the cart in accordance with the Law of the Use of Security Surveillance Cameras and its executive regulations. Individuals are also entitled to issue one license for a mobile cart, trailer, or semi-trailer across the Kingdom.
The Ministry of Municipalities and Housing noted that the draft municipal requirements for mobile carts were made public through the "Istithlaa" platform from May 13-28, for the purpose of public participation and feedback prior to approval and implementation.
The new terms and conditions aim to regulate this sector, encourage investment, and facilitate requirements for investors and beneficiaries. This step will provide an appropriate regulatory environment for commercial investment, control development, and increase compliance rates. This will have a positive impact on food safety and preserve community health. It also aims to assist those wishing to invest in this field and regulate mobile health, food, and non-food commercial activities by identifying appropriate locations for their activities and raising food safety standards.
According to the new requirements, the procedures for issuing, renewing, amending, and canceling licenses will be in accordance with the Municipal Licensing Procedures System and its implementing regulations. Approval from the General Traffic Department and the entity supervising the activity will be required if it is essential to run the activity.

Other rulings involved a business and its owner for organizing an unlicensed commercial competition, and a shop owner convicted of commercial fraud for selling spoiled cheese. Penalties included financial fines totaling SR370,000, closure of violating establishments, liquidation of business operations, and revocation of licenses. The rulings also mandated the deletion of commercial records, collection of taxes and fees, and deportation of non-Saudi violators with a permanent ban on their return for work in the Kingdom. All defamation rulings were published at the violators' expense.

Saudi authorities arrest over 21,000 residency and labor violators in one week
Saudi Gazette report RIYADH — The Ministry of Interior announced that more than 21,000 individuals were arrested in a nationwide crackdown on residency, labor, and border security violations during the past week. The arrests included over 12,500 violators of residency regulations, 5,500 individuals breaching border security laws, and approximately 3,000 for labor-related offenses. The campaign is part of ongoing efforts to maintain public order and enforce compliance with national regulations. Authorities also intercepted 2,072 individuals attempting to illegally cross into the Kingdom, with 47 percent identified as Yemeni nationals and 52 percent as Ethiopians. An additional 28 individuals were caught trying to exit Saudi Arabia unlawfully. Meanwhile, 37 people were apprehended for facilitating illegal entry, transportation, shelter, or employment of violators, including those covering up such 14,000 violators are undergoing legal procedures, with around 12,400 of them being men. The Ministry also reported that 6,200 violators have been referred to their respective diplomatic missions to obtain travel documents, 3,300 are finalizing travel arrangements, and 10,000 individuals have been Ministry of Interior reiterated its warning that anyone who assists violators — whether by providing transportation, shelter, or any form of support — faces penalties of up to 15 years in prison, a fine of up to SR1 million, and confiscation of any vehicles or properties used. Offenders will also be publicly named as part of the punishment.

Saudi Customs records over 1,200 smuggling attempts at land, sea, and air ports
Saudi Gazette report RIYADH — The Zakat, Tax and Customs Authority (ZATCA) has thwarted 1,268 smuggling attempts across the Kingdom's land, sea, and air ports, as part of its continued efforts to protect society from prohibited items and uphold national security. According to an official statement, the intercepted items included 116 types of narcotics such as hashish, cocaine, heroin, crystal meth, and Captagon pills, in addition to 683 other prohibited materials. The customs authority also reported the seizure of 2,114 items of tobacco and its derivatives, 61 types of undeclared financial sums, and eight cases involving weapons and related equipment. ZATCA reaffirmed its commitment to strict customs monitoring over imports and exports to safeguard the community, emphasizing ongoing coordination with partner agencies across sectors. The authority urged the public to support national anti-smuggling efforts by reporting violations via its security hotline (1910), email ([email protected]), or international number (+9661910). It assured that all reports are handled with strict confidentiality and that informants are eligible for a financial reward if the tip proves accurate.
