Zara Qairina case: Bukit Aman team to record statements from three senior police officers
KUALA LUMPUR (Aug 16): A team from the Bukit Aman Integrity and Standards Compliance Department (JIPS) will soon travel to Sabah to record statements from three senior police officers involved in the preliminary investigation into the death of Form One student Zara Qairina Mahathir.
Deputy Inspector-General of Police Tan Sri Ayob Khan Mydin Pitchay said the department has opened a disciplinary investigation paper (KST) against the district police chief, holding the rank of Superintendent; the district criminal investigation division chief, with the rank of ASP; and an investigating officer, with the rank of Inspector. They are suspected of non-compliance with standard operating procedures (SOPs) during the investigation into the case.
'The Bukit Aman JIPS officers will travel there within a day or two to record statements from these three officers. The investigation concerns non-compliance with SOPs in the Zara Qairina case and the supervision of investigating officers,' he said.
He said this to reporters after the launch of the book 'Antologi Puisi Makan Suap' at the Dewan Bahasa dan Pustaka, last night.
Ayob Khan said strict action would be taken against any investigating officers and supervisors found to have violated the investigation SOPs.
Ayob Khan said that, so far, the three senior officers involved are continuing to carry out their duties as usual.
Last Wednesday, Bukit Aman Criminal Investigation Department director Datuk M. Kumar, at a press conference, said that the initial findings of the Bukit Aman Special Task Force investigation found elements of non-compliance with investigation procedures during the early probe into the death of Zara Qairina.
Zara Qairina, 13, was confirmed dead at Queen Elizabeth I Hospital, Kota Kinabalu, on July 17, after being found unconscious in a drain near the dormitory of Sekolah Menengah Kebangsaan Agama (SMKA) Tun Datu Mustapha, in Papar, at about 4 am on July 16. – Bernama

Man in Tawau punches wife, allegedly for opening door late, now under police action
TAWAU, Aug 17 — A foreign man in his 30s is being investigated for domestic violence, reportedly after beating her up for being slow to open the door of their rented room in Jalan Dunlop here. Tawau deputy police chief Superintendent Champin Piuh said the victim who is in her 50s filed a formal complaint against her husband for the midnight attack that left bruises on her left arm, The New Sunday Times reported today. He said the case is being investigated under Section 323 of the Penal Code for voluntarily causing hurt, Section 18A of the Domestic Violence Act 1994, and Section 6(1)(c) of the Immigration Act 1959/63, which controls entry into the country. He added that the husband was arrested the next day by the roadside in the town centre. The news report did not disclose when the incident happened. The maximum punishment for voluntarily causing hurt is jail up to a year, or a fine up to RM2,000, or both. Section 18A of the Domestic Violence Act 1994, deals with protection order breaches and the penalties are a little more complicated. For breaches that involve the use of violence, the maximum punishment is jail up to a year, fine up to RM4,000, or both for the first time. Subsequent breaches involving violence can land the convicted perpetrator a jail term between 72 hours and two years, and a maximum fine of RM5,000.

Drunken dispute turns deadly at Kuantan workers' quarters; four arrested over fatal stabbing
KUANTAN, Aug 17 — Three foreigners were among four people arrested in connection with the murder of a foreign man at the workers' quarters of a tin mining site in Sungai Bayas, Sungai Lembing, near here, yesterday. Kuantan district police chief ACP Ashari Abu Samah said the suspects, aged between 38 and 64, comprised Bangladesh and Myanmar nationals and a local who lived in the workers' quarters with the victim. He said one of the suspects admitted to stabbing the victim for causing a disturbance while intoxicated. 'A knife was also found at the scene, and four blood samples were taken for analysis,' he said in a statement today. He said the 42-year-old victim died of stab wounds at Tengku Ampuan Afzan Hospital at about 3am yesterday, shortly after he was attacked. According to him, all the suspects have been remanded for seven days starting yesterday. — Bernama
