New Zealand faces most challenging security environment in recent time: Report
The report said there was almost certainly undetected espionage activity harming the country's interests.
WELLINGTON - New Zealand is facing the toughest national security challenges of recent times with increasing threats of foreign interference and espionage, particularly from China, according to an intelligence report released on Aug 21.
The New Zealand Security Intelligence Service (SIS) report said there was almost certainly undetected espionage activity harming the country's interests and that foreign states continue to target critical organisations, infrastructure and technology to steal sensitive information.
'Some states, including China, Russia and Iran, are willing to engage in covert or deceptive activity in order to influence discussions and decisions, or gain access to technology and information that can help them meet these goals... New Zealand has been targeted by some of these activities,' the report said.
China was a particularly "assertive and powerful" actor in the region and had demonstrated both a willingness and capability to undertake intelligence activity that targets New Zealand's national interests, it added.
The Chinese Embassy in New Zealand did not immediately respond to a request for comment.
The report titled New Zealand's Security Threat Environment is released annually as part of a government shift to better inform New Zealanders about risks the country is facing.
The country, part of the Five Eyes intelligence and security alliance, has increasingly
amped up its rhetoric over the growing influence of China in the region and a rise in geopolitical tensions, committing earlier this year to spend more on defence.
Director-General of Security Andrew Hampton said the threats need to be taken much more seriously than they are currently.
'Our threat environment is deteriorating and that has a direct impact on our safety and security,' he said in a statement released alongside the report.
The report also pointed to the growing threat of violent extremism and said the most plausible attack scenario remains a lone actor who has been radicalised online.
'Grievances and polarising issues in the online information space are almost certainly driving support for a range of violent extremist ideologies within New Zealand,' the report noted. REUTERS

The planned disarmament was starting with the handover of weapons on Thursday from the Burj al-Barajneh camp in Beirut to the Lebanese army, the Lebanese prime minister's office said. The move is meant to mark the start of a broader disarmament effort, with additional deliveries expected in the coming weeks from Burj al-Barajneh and other camps across the country, the office said in a statement. An official from Fatah told Reuters that the only weapons being handed over so far were illegal arms that entered the camp 24 hours ago. TV footage showed army vehicles entering the camp ahead of a handover. Reuters could not independently verify what arms were being handed over. GENEVA - Russia is using 'sexual torture' against civilians as part of a 'deliberate and systematic policy' of intimidation in areas of Ukraine seized in Moscow's invasion, United Nations experts said Aug 21 . The experts, who are mandated by the Human Rights Council but do not speak on behalf of the UN, said they had sent Russia a dossier detailing 10 cases of Ukrainian civilians tortured while under Russian occupation. All were administered 'repeated electric shocks, including to the genitals' by the Russians, who also beat, kicked, blindfolded and acted out mock drownings and executions on their captives, the experts' statement said. 'These separate allegations, capturing the experiences of four women and six men, are truly grisly,' said Ms Alice Jill Edwards, the UN's Special Rapporteur on Torture, warning that they were 'only a small snapshot of a wider, well-documented pattern'. 'These were all highly-sexualised assaults which included rapes, threats of rape, and other depraved conduct,' Ms Edwards said. 'It is becoming clearer that the Russian Federation's deliberate and systematic policy of torture in Ukraine involves sexualised torture and other sexualised cruelty, including against the civilian population,' the rapporteur added.
