New Zealand faces most challenging security environment in recent time: Report

The report said there was almost certainly undetected espionage activity harming the country's interests.
WELLINGTON - New Zealand is facing the toughest national security challenges of recent times with increasing threats of foreign interference and espionage, particularly from China, according to an intelligence report released on Aug 21.
The New Zealand Security Intelligence Service (SIS) report said there was almost certainly undetected espionage activity harming the country's interests and that foreign states continue to target critical organisations, infrastructure and technology to steal sensitive information.
'Some states, including China, Russia and Iran, are willing to engage in covert or deceptive activity in order to influence discussions and decisions, or gain access to technology and information that can help them meet these goals... New Zealand has been targeted by some of these activities,' the report said.
China was a particularly "assertive and powerful" actor in the region and had demonstrated both a willingness and capability to undertake intelligence activity that targets New Zealand's national interests, it added.
The Chinese Embassy in New Zealand did not immediately respond to a request for comment.
The report titled New Zealand's Security Threat Environment is released annually as part of a government shift to better inform New Zealanders about risks the country is facing.
The country, part of the Five Eyes intelligence and security alliance, has increasingly
amped up its rhetoric over the growing influence of China in the region and a rise in geopolitical tensions, committing earlier this year to spend more on defence.
Director-General of Security Andrew Hampton said the threats need to be taken much more seriously than they are currently.
'Our threat environment is deteriorating and that has a direct impact on our safety and security,' he said in a statement released alongside the report.
The report also pointed to the growing threat of violent extremism and said the most plausible attack scenario remains a lone actor who has been radicalised online.
'Grievances and polarising issues in the online information space are almost certainly driving support for a range of violent extremist ideologies within New Zealand,' the report noted. REUTERS

Military options for Ukraine developed and will be presented to Western national security advisers

REUTERS/Alexander Drago/File Photo Military chiefs from the United States and a number of European countries have completed military options on Ukraine and will now present the options to their respective national security advisers, the U.S. military said on Thursday. Reuters has previously reported that U.S. and European military planners have begun exploring post-conflict security guarantees for Ukraine, following President Donald Trump's pledge to help protect the country under any deal to end Russia's war in Ukraine. "These options will be presented to each nation's respective national security advisers for appropriate consideration in ongoing diplomatic efforts," a U.S. military statement said. The meetings between the chiefs of defense for the United States, Finland, France, Germany, Italy, United Kingdom and Ukraine took place in Washington, D.C., between Tuesday and Thursday. Reuters was first to report on the completion of the plans that will be presented to the national security advisers. Ukraine and its European allies have been buoyed by Trump's promise during a summit on Monday of security guarantees for Kyiv, but many questions remain unanswered. Officials have cautioned that it would take time for U.S. and European planners to determine what would be both militarily feasible and acceptable to the Kremlin. Top stories Swipe. Select. One option was sending European forces to Ukraine but putting the U.S. in charge of their command and control, sources have told Reuters. Russia's Foreign Ministry has ruled out the deployment of troops from NATO countries to help secure a peace deal. Trump has publicly ruled out deploying U.S. troops in Ukraine but on Tuesday appeared to leave the door open to other U.S. military involvement. U.S. air support could come in a variety of ways, including providing more air defense systems to Ukraine and enforcing a no-fly zone with U.S. fighter jets. Trump has pressed for a quick end to Europe's deadliest war in 80 years, and Kyiv and its allies have worried he could seek to force an agreement on Russia's terms after the president last week rolled out the red carpet for Putin. Russia says it is engaged in a 'special military operation' in Ukraine to protect its national security, claiming NATO's eastward expansion and Western military support for Ukraine pose existential threats. Kyiv and its Western allies say the invasion is an imperial-style land grab. REUTERS

Lebanon says it is beginning disarmament of Palestinian factions in refugee camps

REUTERS/Mohamed Azakir/File Photo BEIRUT - Lebanon said on Thursday it was launching the planned disarmament of Palestinian factions in refugee camps, part of a wider effort to establish a state monopoly on arms. The planned disarmament was starting with the handover of weapons on Thursday from the Burj al-Barajneh camp in Beirut to the Lebanese army, the Lebanese prime minister's office said. The move is meant to mark the start of a broader disarmament effort, with additional deliveries expected in the coming weeks from Burj al-Barajneh and other camps across the country, the office said in a statement. An official from Fatah told Reuters that the only weapons being handed over so far were illegal arms that entered the camp 24 hours ago. TV footage showed army vehicles entering the camp ahead of a handover. Reuters could not independently verify what arms were being handed over. As part of a truce with Israel struck in November and backed by the United States, Lebanon committed to restricting arms to six specific state security forces, in a challenge to Iran-backed Shi'ite Muslim group Hezbollah. The cabinet has tasked the army with drawing up a plan to establish a state monopoly on arms by the end of the year. The initiative to disarm Palestinian factions is part of an agreement reached during a May 21 summit between Lebanese President Joseph Aoun and Palestinian President Mahmoud Abbas, which affirmed Lebanon's sovereignty and the principle that only the state should bear arms, the statement from the prime minister's office said. Two days later, Lebanese and Palestinian officials agreed on a timeline and mechanism for disarmament, the statement said. Palestinian factions have long operated with relative autonomy in several of Lebanon's 12 refugee camps, which fall largely outside the jurisdiction of the Lebanese state. The latest handover represents the most serious bid in years to address weapons held inside the camps. REUTERS

Russia subjecting Ukrainian civilians to ‘sexual torture': UN experts

GENEVA - Russia is using 'sexual torture' against civilians as part of a 'deliberate and systematic policy' of intimidation in areas of Ukraine seized in Moscow's invasion, United Nations experts said Aug 21 . The experts, who are mandated by the Human Rights Council but do not speak on behalf of the UN, said they had sent Russia a dossier detailing 10 cases of Ukrainian civilians tortured while under Russian occupation. All were administered 'repeated electric shocks, including to the genitals' by the Russians, who also beat, kicked, blindfolded and acted out mock drownings and executions on their captives, the experts' statement said. 'These separate allegations, capturing the experiences of four women and six men, are truly grisly,' said Ms Alice Jill Edwards, the UN's Special Rapporteur on Torture, warning that they were 'only a small snapshot of a wider, well-documented pattern'. 'These were all highly-sexualised assaults which included rapes, threats of rape, and other depraved conduct,' Ms Edwards said. 'It is becoming clearer that the Russian Federation's deliberate and systematic policy of torture in Ukraine involves sexualised torture and other sexualised cruelty, including against the civilian population,' the rapporteur added. 'The Russian Federation is using torture to intimidate, instil fear and control civilians in occupied territory of Ukraine.' Top stories Swipe. Select. Stay informed. One of the female victims remains detained inside Russia, the experts added, calling for her immediate release. AFP
