PH records 1 million new teen smokers, vapers in 2023

The Philippines recorded 1 million new smokers and vapers aged 10 to 19 years old in 2023, according to national survey — prompting youth advocates to launch a campaign calling out the tobacco industry's targeted marketing tactics.
The survey, 2023 National Nutrition Survey, of the Department of Science and Technology - Food and Nutrition Research Institute (DOST-FNRI) noted that there are about over 8 million global tobacco-related death toll annually, and over 15 million adult smokers in the Philippines.
This was highlighted by the group, Positive Youth Development Network (PYDN) on Friday as it launched the "TobaccOFF NOW!" campaign, a youth-led national movement aimed at protecting Filipino adolescents from nicotine addiction.
The campaign seeks to expose the tobacco industry's use of flavored products, social media marketing, influencer partnerships, and attractive packaging to hook younger consumers — tactics that have contributed to a global tobacco-related death toll.
'Nang makausap natin ang mga kabataan, aware sila sa mga tactics ng industriya tulad ng sa flavors at packaging na appealing daw sa marami sa kanila. At willing silang sumama sa ating movement para protektahan ang kanilang kinabukasan,' said Jeannie Anne Maguad, PYDN Executive Director.
(When we spoke with young people, they were aware of the industry's tactics such as using flavors and packaging that appeal to them. And they're willing to join the movement to protect their future.)
Held at Park Inn Hotel in Quezon City, the launch event titled 'Taking Back Our Future' gathered young leaders, health advocates, and policy stakeholders to unveil the campaign created by and for the youth.
The initiative was developed through co-creation workshops held in Metro Manila, Oriental Mindoro, Iloilo, and Dinagat Islands from March to May 2025, with 126 youth participants. It was supported by an online survey involving 170 respondents nationwide.
'The TobaccOFF NOW! movement is a collective voice of the youth. This is the youth telling the tobacco industry that they are ready to take back their future,' said Vonn Vincent Tanchuan, the campaign's Communications Lead.
'It amplifies the voices of Filipino youth speaking directly to their peers, their parents and guardians, the policymakers, their schools and community, and even to businesses about the world they want to live in. This world strongly rejects the tobacco industry and its products.'
The campaign plans to reach 10 million young Filipinos and mobilize 10,000 youth advocates through digital platforms like Facebook, Instagram, and TikTok, as well as community-based activities and partnerships.
The campaign will run until January 2026.
The key policy goals include:
Raising the minimum legal age for all nicotine-based products to 21 years old;
Restricting distribution channels to prevent youth access;
Banning all flavored nicotine products;
Enforcing stricter bans on advertising, promotion, and sponsorship;
Increasing taxes on nicotine products.
'Bilang tagapagtanggol ng kabataang Pilipino, nais naming ang kampanyang ito ay maging daan tungo sa mas malusog na kinabukasan,' said Maguad.

Beneficiaries of the Philippine Health Insurance Corp. may each avail of up to P20,000 worth of outpatient medicines yearly under its Guaranteed and Accessible Medications for Outpatient Treatment (PhilHealth GAMOT), a comprehensive outpatient drug benefit package that covers essential medicines. The program includes 75 types of free medicines with an annual benefit limit of Php 20,000 per beneficiary. The medicines include common treatments for a wide range of conditions, such as infections (anti-microbial), asthma and COPD, diabetes, high cholesterol (dyslipidemia), high blood pressure, and heart conditions (cardiology), and nervous system disorders, along with other supportive therapies. The free medicine will be available for members in registered PhilHealth YAKAP Clinics, which will issue a prescription with a Unique Prescription Security Code (UPSC) that may be accepted un the following GAMOT Facilities: Vidacure with branches in Muntinlupa City and Quezon City Pharma Gen Ventures Corp (Generika Drugstore) with branches in Parañaque City, Navotas City, Quezon City and Taguig City CGD Medical Depot Inc. at Vertis North Chinese General Hospital 'Noong 2023, nailunsad na natin ang PhilHealth GAMOT ngunit ito ay naisagawa lamang sa iilang probinsya. The National Health Insurance Program is allocated P53.3 billion in the 2026 National Expenditure Program after the Philippine Health Insurance Corporation (PhilHealth) received zero subsidy this 2025. In his budget message, President Ferdinand ''Bongbong'' Marcos Jr. said this amount is to strengthen pooled health financing systems, expand public subsidies, streamline insurance contributions, and reduce out-of-pocket expenses, especially for the poor and vulnerable. To recall, the state insurer's zero subsidy in 2025 was due to its P600 billion reserve funds. To honor the promise of universal health care for every Filipino, the Department of Health will receive the third largest budget allocation at P320.5 billion, marking a 5.6 percent increase from the FY 2025 NEP, Marcos said. Marcos added that DOH hospitals in Metro Manila are allocated P27.7 billion, a significant increase of 20.2 percent from the previous year's P23.1 billion. Separately, the Philippine General Hospital (PGH) will receive P7.2 billion in 2026 to support its operations and facility upgrades. Moreover, this will enable the PGH to bolster its workforce by filling the newly created 1,224 positions and expand its current bed capacity and medical services. The education sector got the biggest allocation in the proposed 2026 national budget with P1.224 trillion. Marcos emphasized that this fulfills the constitutional mandate to assign the highest budgetary priority to the education sector. Marcos said the National Government education spending would also meet the UNESCO-recommended 15.0 to 20.0% of total public expenditure, in line with the administration's strong commitment to implementing a child-responsive budget and nurturing future-ready generations. The Department of Budget and Management (DBM) earlier submitted the P6.793-trillion NEP to the House of Representatives. The legislative body, holding the 'power of the purse,' is set to start deliberating on the proposed budget allocations set by the executive branch for 2026 after the submission of the DBM. BAGUIO CITY – Filipino innovators and researchers showcased this week their latest innovations that will support disaster management efforts across the country. Here are 5 innovative outputs that were on display during the 2025 Handa Pilipinas para sa Bagong Pilipinas Luzon Leg in Baguio: Hemostat Developed by the Department of Science and Technology-Philippine Nuclear Research Institute, hemostats may be the next must-have in everyone's first-aid kits. Hemostats are granules made from plant cellulose and natural polymers that have been safely exposed to radiation, among other processes, to make a sterile, non-toxic, and biocompatible solution for bleeding. The product is available in two options: granules, which are applied directly to the open wound, and granule-embedded gauze, which may be used for bigger and deeper wounds. Within seconds after being exposed to the hemostat, the blood on the wound will start to coagulate into a jelly-like substance, controlling the bleeding enough to allow a patient to be taken to the hospital. DOST-PNRI is currently negotiating field testing agreements with hospitals such as East Avenue Medical Center and intends to commercialize the product shortly at a price of P100 to P200 per box. Portable unihoused water purification and sterilization apparatus Made by Filipino inventor and engineer Rodrigo Duque, the apparatus has the ability to collect and turn any form of water into clean, potable drinking water. The device creates oxygenated water from any source, including floodwater, by using oscillation and UV sterilization. Through the sterilization process, all types of bacteria, viruses, and oxidizing chemical contaminants will be killed. The best part is that it can also help people recover quickly from dengue fever, food poisoning, and diarrhea—and it's approved by the Food and Drug Administration (FDA). The apparatus is now available in the market at P1.5 million per unit, targeting local government units and schools. Project MOSES Project MOSES aims to change the game on weather forecasting by creating a platform for real-time weather monitoring. The apparatus is a full weather monitoring system and station, which will be collecting data from its installation site that gets updated within seconds up to a minute. Made by Mindoro State University in partnership with DOST–MIMAROPA, Project MOSES currently has one working station installed on Mindoro Island, with others in construction in Victoria, Naujan, and Calapan. Project MOSES is currently in the second phase of development and is looking for additional funding to create data centers and has a long-term goal of installing stations nationwide. Ready-to-eat food packages The DOST–Industrial Technology Development Institute (ITDI) produced several different ready-to-eat and improved food packages that may be used in emergencies like evacuations and military operations. One of their research outputs was all-natural quail and chicken eggs, either in cans or in pouches, that can last up to five or six months. Ginisang Munggo and Chicken Corn Soup pouches were also created to last from 1 year and 8 months up to 2 years on the shelf. Lastly, DOST-ITDI partnered with the Philippine Army and the Philippine National Police (PNP) to create ready-to-eat food packs for officers in combat or high-risk operations. Chicken Adobo, Beef Curry, Mixed Vegetables, White Rice, Chicken Afritada, and Bangus Sisig are among the flavors of the "Pack of Duty" food packs, which have a one-year shelf life. Abaca-reinforced fiber composite Exploring what natural Philippine fiber has to offer in disaster response, DOST-ITDI also developed a material that can be a suitable replacement for fiberglass and used in transport applications. The agency created a material that was lightweight, waterproof, and highly durable by combining resin with abaca fiber. This material is ideal for boats used in disaster response operations.
