New audit rules for digi-first companies soon: ICAI president

The Institute of Chartered Accountants of India (ICAI) will soon firm up new Information Systems Audit Standards for improving the audit quality of entities such as startups, fintech firms, and e-commerce companies that have technology at the core of their operations, said its president Charanjot Singh Nanda.
These standards will enable chartered accountants (CAs) in assessing IT-related risks, including cyber security threats, data breaches, and system failures while auditing these firms and recommend mitigation measures, Nanda told ET.
To be sure, these standards will also apply to financial audits of companies in other sectors, given the fast-growing adoption of technology in every facet of modern businesses."With businesses relying heavily on digital platforms, ERPs and cloud systems, traditional financial auditing is no longer sufficient," said another person privy to the details.So, the new standards will also provide "a structured approach for evaluating the integrity, confidentiality and availability of IT systems", the person said.
Various laws and regulations such as the Digital Personal Data Protection Act in India or GDPR globally mandate IT audits and data protection compliance. So, ICAI plans to equip CAs through these standards to also guide organisations in meeting their various tech-related compliance obligations, said the person.These norms will focus on effective financial reporting, fraud detection and prevention, and robust governance frameworks, among others.These will eventually enable CAs to offer value-added services and expand their professional expertise on system audits, IT governance assessments, cyber security reviews and ERP implementation audits.India's startup ecosystem has exploded in recent years. The fintech sector is also growing rapidly.The number of startups recognised by the industry ministry shot up to 1,57,706 by the end of 2024 from 502 in 2016. The fintech sector is expected to grow to $420 billion by 2029 from about $110 billion last year.Last year, the Comptroller and Auditor General, too, called on auditors to upskill themselves continuously to ensure that "relevant and actionable inputs are provided to all the stakeholders on controls related to information security, data privacy, transparency."

Last Updated: New Delhi, Aug 21 (PTI) The MCD suffered losses of over Rs 275 crore due to non-implementation of the solid waste management system and poor advertising revenue generation, said a 2022-2023 audit report. The report, covering corporation's seven departments, listed various alleged irregularities, including non-recovery of house tax, wrongful release of payments and doubtful execution of work, among others, leading to total losses of over Rs 300 crore. Among the losses, the highest worth of Rs 275 crore was caused alone by non-implementation of Solid Waste Management Bye-Laws and short receipt of advertising revenue from different agencies. The audit, covering the fiscal year, was tabled in the standing committee meeting on Wednesday. The MCD also left Rs 53.52 crore of sanitation mechanisation funds unutilised and spent nearly 85 per cent of its total allocation on staff salaries, leaving little for infrastructure or service improvements. In the case of advertisement revenue, the audit pointed to a shortfall of Rs 122.39 crore. Despite a 2017 Outdoor Advertisement Policy mandating a 50 per cent revenue share with the corporation, the Delhi Transport Infrastructure Development Corporation Ltd (DTIDCL) shared only 25 per cent, leading to a loss of Rs 40.42 crore. Property tax collections were also marred by inefficiency and negligence. Incorrect assessments, delayed follow-ups and non-pursuance of defaulters led to a loss of Rs 3.77 crore, including an underpayment of Rs 1.26 crore by Deshbandhu College due to a wrong levy rate and miscalculation of covered area. Several other cases involved short deposits linked to errors in the application of Use and Occupancy Factors. The Engineering Department was found to have misused or irregularly accounted for over Rs 12 crore. Payments were made without verifying delivery slips or quality control checks, while unauthorised Ready Mix Concrete (RMC) works worth Rs 75.27 lakh were carried out inside private societies. In the Karol Bagh Zone, faulty drain construction alone resulted in a loss of Rs 41.18 lakh. The Building Department suffered losses of Rs 9.5 crore due to short realisation of one-time conversion charges and under-recovery of fees related to additional floor area ratio and parking. Dishonoured cheques and errors in applying colony categories further compounded the financial loss. The audit also highlighted procedural lapses in the National Pension System (NPS) contributions, where delays in remitting employees' contributions led to a loss of Rs 34.06 lakh and affected timely crediting of amounts into subscribers' accounts. The report paints a picture of systemic failure across departments, citing widespread disregard for financial regulations, use of invalid documents, lack of verification, and failure to collect legitimate dues. However, Zupee's free titles like Ludo Supreme, Ludo Turbo, Snakes & Ladders, and Trump Card Mania will continue to be available for all users, the company said in a statement. 'Zupee remains fully operational and our players can continue to enjoy their favourite games on the platform. In line with the new Online Gaming Bill 2025, we are discontinuing paid games," a Zupee spokesperson said. Parliament on Thursday passed a bill to ban all forms of online money games and promote eSports and online social gaming, with the Rajya Sabha approving it without debate amid din. Piloting The Promotion and Regulation of Online Gaming Bill, 2025 in the Upper House, Minister of Electronics and IT Ashwini Vaishnaw said the legislation will promote two-thirds of the online gaming segment. The bill, he said, will ban online money games, which have become a big problem for society, especially middle-class youth. The bill also seeks to prohibit advertisements related to online money games, as well as bars banks and financial institutions from facilitating or transferring funds for any of such games. CBIC extends GST July return filing date till August 27 for five rain-hit Mumbai region districts

New Delhi, Aug 21 (PTI) The Central Board of Indirect Taxes and Customs (CBIC) on Thursday said it has extended till August 27 the last date of filing tax payment form GSTR-3B for July for taxpayers registered in 5 specified districts of Mumbai region. GSTR-3B is a monthly summary return that registered taxpayers file in a staggered manner between the 20th, 22nd and 24th of every month for different categories of taxpayers. 'Considering the incessant rains and disruption of public life in parts of Mumbai Region, the due date for filing has been extended till 27th August 2025 for registered taxpayers whose principal place of business is located in the following districts — Mumbai City, Mumbai Suburban, Thane, Raigad, and Palghar,' the CBIC said in a statement. It advised taxpayers to avail of this relief and file their GST returns within the extended due date to avoid late fees and penalties.
