7.2cr voters in post-SIR Bihar draft roll, against 7.9cr before

New Delhi: The draft roll for Bihar published by the Election Commission on Friday includes 7.24 crore electors who submitted their enumeration forms within the July 25 deadline.
Bihar's electorate, as per the draft roll, is over 65.6 lakh less than its 7.9 crore strength on June 24, 2025, ahead of the onset of the special intensive revision.
This figure of 65.6 lakh, made public by EC on July 27 after conclusion of the first phase of SIR, includes 22 lakh dead electors, 36 lakh permanently shifted or absent/untraceable, 7 lakh voters enrolled at more than one place and electors who did not submit their enumeration forms.
As many as 15 districts have recorded a higher than state average, though not alarming, percentage of exclusions from the draft roll. These include Gopalganj (15.1%), Purnea (12.1%), Kishanganj (11.8%), Madhubani (10.4%) and Bhagalpur (10.2%). Kishanganj and Purnea are districts with allegedly high concentration of illegal migrants from Bangladesh. Kishanganj is also the only Muslim majority district in Bihar, while Purnia has over 38.4% Muslims.

Interestingly, Araria and Katihar - where Muslims' share in the population is 43-44% and which also allegedly have Bangladeshi immigrant settlers - have recorded exclusions (7.6% and 8.2%) short of the state average of 8.3%.
EC said any elector or party can now file claims and objections with ERO till Sept 1, seeking addition of wrongfully excluded electors or deletions of ineligible ones. From Saturday, EC will release a daily update on claims and objections.

"During my fight against moneylenders, several cases were lodged against me and police had launched massive hunt for me. Suraj and I used to hide in remote villages. I had a motorcycle then and Suraj was my constant companion. When we used to enter villages in the dead of night, people used to think two ghosts had arrived," he had said. He later gifted the bike to his secretay Vinod Pandey. However, he retained his jeep he had used during Jharkhand movement. Suraj Mandal. then a JMM leader who later became a JMM MP, was Shibu's right-hand man during those days. Later, he parted ways with Shibu and slowly faded into oblivion. Soren's life witnessed vicissitudes of fortunes. JMM bribery case, Shashikant Jha murder case, Chirudih massacre case kept haunting him for a long time. He even suggested this reporter to go to nearby Sainthia in West Bengal. "There is a mound of multani mitti just outside Sainthia. Go and collect it," he had said. Guruji had rustic sense of humour and had once made fun of death also. While going for a chopper ride to Masalia, about 40 km from Dumka, to address a poll rally during 2009 assembly polls, Vinod Pandey had suggested this reporter to accompany Guruji on chopper and interview him. Guruji had jokingly said: "The condition of this chopper is bad and it can crash on the way. I am old now and it doesn't matter if I perish in a crash. He is a young man and he should not take the risk." The autumn of the patriarch began in 1995 when his eldest son Durga Soren won the Jama assembly seat. He started calling the shots within the party. He died in 2009. After Durga's death, his younger brother Hemant Soren took over as the successor of Guruji. This led to family feud as Durga's widow Sita Soren was unhappy with Hemant's move. She later joined BJP, but lost Jama assembly polls to JMM Candidate Lois Marandi in 2024 assembly polls. Guruji slowly started to keep himself out of the limelight. On April 15, 2025, Hemant became party president, replacing Shibu. It can be said to be the end of Shibu era in JMM. But Guruji was and will remain the biggest crowd-puller for JMM in days to come. He did not actively campaigned for the party in 2024 assembly polls, but JMM flags with his familiar face and bow and arrow party symbol, kept fluttering in remote areas of the state. JMM formed government in the state later, reminding people that his charisma remained intact.

1 2 Vijayawada: Emphasising that governance prioritising "vision, people, nature, and technology" will yield the best results, chief minister N Chandrababu Naidu suggested that plans should be prepared with the goal of achieving quality living standards. The chief minister, who took stock of the gross state domestic product (GSDP) status with finance and planning minister P Keshav and senior officials on Monday, said improving the per capita income would enhance people's living standards. He set a target of achieving a per capita income of ₹3,47,871 by the 2025-26 fiscal year and projected a goal of ₹5.42 lakh per capita income by 2029. He reiterated that govt depts must prepare and implement advance plans in their respective sectors. "We should work with vision aligned to short, medium, and long-term goals. We must identify global trends and seize emerging opportunities. Programs should be implemented with a focus on people, society, families, and individuals," he said, and asked the planning dept to work like Niti Aayog and devise the best plans to put Andhra Pradesh on the growth corridor. He asked the officials to take a family as a unit while designing schemes and programs, providing basic needs. Along with welfare schemes, initiatives should be taken to increase their incomes, he observed. He noted that the policies and public mindset should align in a way that benefits the environment. He wanted the natural resources to be preserved while protecting nature. If we develop vision-centred governance for people, while protecting the environment and integrating technology, we will achieve good results. That's why governance must prioritise people, vision, nature, and technology and work in coordination for the best outcomes," Naidu advised. The CM clarified that along with economic development, providing quality living standards to people of the state is essential. "Andhra Pradesh should become the state with the highest per capita income. Govt depts must work to bring about a better society and better living standards. Study how standards are defined at national and international levels. AP should play a key role in every sector. GVA is the primary factor in mining and agricultural production while GSDP grows only when the govt delivers welfare and development to the people," he said. Chief secretary K Vijayanand and principal secretary (planning) Peeyush Kumar were also present.
