Watch: call for a national anti-drug unit to combat rising drug-related violence

AT A NATIONAL Assembly Plenary Session on Thursday, MK Party MP Visvin Reddy had called for a national, independent anti-drug unit to be established. The unit, he said, must be empowered to raid, seize and make arrests quickly, effectively and fearlessly.
Speaking to the POST today, Reddy said it had reached a stage where one must "treat fire with fire".
He was referring to drug dealers, who, he added, were infiltrating far too many homes across the country.
"Gang warfare and drive-by shootings are all related to drugs and who controls areas. The easy prey are children. Once these kids are exposed to drugs, there is no turning back. It is time to break the chains of silence, speak out, and stand together as communities. Drug dealers must be arrested and put behind bars. We need a team with the power to arrest without a court order."
Reddy also called for a dedicated budget for rehabilitation services, and the roll-out of a methadone-based treatment programme for drug users that the government must fund.
He hopes to create a team comprising the presidency, cabinet members, the police and the departments of social development and health - to lead the charge "not in words but in daily measurable action".
Reddy started off his address in the plenary session saying he did not stand before them as an MP but as a father, brother, friend and a member of a "hurting community".
"I stand with the weight of countless South African families, who are crying out for help as drugs tighten its grip on our homes, our children and our futures."
Lincoln Moodley, 24, was arrested and charged for the murder of Kamatchie Naicker and the attempted murder of his 63-year-old mother, Shirley Appalsamy.

He then spoke about the tragedy that unfolded recently in Phoenix, which "shook me to the core".
Kamatchie Naicker, 83, and her daughter, Shirley Appalsamy, 63, of Westham, were repeatedly stabbed with a large butcher's knife.
Naicker, a grandmother of nine, sustained multiple stab wounds and was declared dead by paramedics. Appalsamy, a mother of two, was also stabbed multiple times and her throat slit. She was resuscitated before being taken to a hospital and remains in a critical condition.

"The perpetrator was not somebody unknown. It was actually her own grandson, a child that she once cradled, now consumed by addition and turned into a monster. This was not just an act of violence. It was a murder of trust. What kind of poison is this, that families become foes? The answer is simple. It is drugs."
Reddy said Phoenix was not alone. He spoke of incidents in Cape Town and in Chatsworth in Durban.
"In Chatsworth, I met a mother who had no choice but to chain her son to the bed just to keep him from stealing and using drugs again. These are not horror stories. These are real people, our people."
He said drug dealers were real and were not hiding.
"They prey on our children. They stand at school gates. They whisper offers in corners. They sponsor events and shake the hands of politicians and the police. Some are even protected, and in some cases, the police are turning a blind eye, or worse, they are taking a cut."
Reddy said rehabilitation centres were supposed to offer hope but it had become a failure.
"It's under-funded, overcrowded and disconnected to reality. Over 60% who seek help relapse after months."
He spoke about a substance use programme that offered methadone-based treatment in the City of Tshwane - that had shown "great promise".
"More than 70% of the participants remain in treatment after six months. That is not just a number. It is a lifeline. Imagine if the success could be replicated across our nation..."

The head of crime intelligence, Lt-Gen Dumisani Khumalo, together with some of his co-accused were each granted R10,000 bail by the Pretoria magistrate's court on Friday. They are facing charges of fraud and corruption relating to the appointment of an unqualified civilian in a senior post in the SAPS. Their court appearance follows their arrest on Thursday by the NPA's Investigating Directorate Against Corruption (IDAC). Khumalo is charged together with Maj-Gen Philani Lushaba (CFO at crime intelligence), Maj-Gen Nosipho Precious Madondo (component head of intelligence analysis and co-ordination), Maj-Gen Josias Lekalaka (Gauteng provincial head: crime intelligence), Maj-Gen Zwelithini Gabela (technical management services), Brig Phindile Ncube (section head: personnel security — vetting) and Brig Dineo Mokwele. Their charges relate to the alleged irregular employment of Mokwele in a senior ranking position of brigadier in the technical support services (TSS). According to Investigative Directorate spokesperson Henry Mamothame, it is alleged that Khumalo acting in common purpose with his co-accused were involved in the irregular appointment of Mokwele. 'They are further accused of flouting the vetting process which is critical in the appointment of senior officials within the SAPS, particularly the crime intelligence division which deals with sensitive and confidential information. This case forms part of IDAC's broader mandate of investigating fraud and corruption within government entities to prevent state capture through these critical entities,' Mamothame said. Khumalo, Madondo, Lekalakala, Gabela, Ncube and Mokwele were granted R10 000 bail. They were ordered not to enter any premises of crime intelligence. Mamothame said Lushaba will remain in custody as his matter is a schedule 6 criminal offence, owing to his pending case, and this did not reflect in his affidavit presented to the court for the bail application. The case has been postponed to August 13 for disclosure of the docket.

Floyd Shivambu has issued a back-handed apology to MK Party spokesperson Nhlamulo Ndhlela, whom he accused of abusing drugs and alcohol. The former secretary-general made a public apology after he was served with a legal letter of demand and another to appear in court for defamation. At a press conference last week, Floyd mentioned another MK Party member – supposedly Duduzile Zuma-Sambudla – who he claimed 'took drugs and tweeted at night'. He has since claimed that his comments were not directed at her. Speaking at the Mayibuye Consultation Process dialogue on Friday, 27 June, Floyd Shivambu addressed his comments about his fellow MK Party colleague. 'I must unconditionally retract the statements about drug use and alcohol abuse of Nhlamulo Ndhlela'. However, he added, 'But we take this opportunity to encourage all the people of South Africa to stay away from drugs and alcohol. If they are members of parliament or leaders of different political parties. 'Drugs will never build you, they will make a lot of mistakes'. Floyd Shivambu's apology comes hours after Nhlamulo Ndhlela posted a screenshot of his court summons over his claims of defamation. On Wednesday, Nhlamulo posted a letter of demand addressed to Floyd, demanding a public apology, retraction of comments, and a warning to cease defamatory comments. In an interview with eNCA earlier this week, Floyd Shivambu took aim at Nhlamulo Ndhlela, whom he labelled a 'imbecile' and a 'foolish leader of the MK Party'. He said: 'He's [Ndhlela] always on drugs and always high on alcohol in terms of how he deals with issues.' Floyd also accused Nhlamulo of spreading misinformation about him. He continued: 'He will use the otherwise very gullible and directionless daughter of President Zuma, who has front-row access to him by virtue of being his daughter.' Mpumalanga premier forges ties in Longnan, China

The Mpumalanga premier, Mandla Ndlovu, and his entourage went on a high-level outbound investment mission to the People's Republic of China to visit the Shanghai Cooperation Organization. From June 14 to 23, Ndlovu led a delegation comprising the MEC for agriculture, Nompumelelo Hlophe; the director-general, Maggie Skhosana; the head of the Department of Agriculture, Cain Chunda; and other senior officials from the Departments of Agriculture and Treasury. During this high-level mission, Ndlovu signed a five-year memorandum of understanding (MoU) with the Longnan Municipality in China. ALSO READ: Mpumalanga premier jets to China for a trade mission A statement released by the Mpumalanga Office of the Premier on Wednesday, June 18, stated that the MoU focuses on industrial collaboration, agricultural co-operation, infrastructure development, cultural and tourism promotion, as well as talent identification and development exchanges, among other areas. This partnership aligns with the outcomes of the 2024 Forum on China-Africa Co-operation Summit. A focus of agreements signed at a national level is bilateral trade and market access, which seeks to expand and diversify trade between the two countries – including the facilitation of market access for South African agricultural products into China. 'As Mpumalanga we are responding to the vision of our president, Cyril Ramaphosa, when he signed this agreement. Through the MoU we entered into, we are defining a series of action plans and interventions to bring to life the accelerated access of trade to and from Mpumalanga and Longnan Municipality. 'This will be realised through the operationalisation of the Mpumalanga International Fresh Produce Market (MIFPM) which will benefit, among others, farmers from previously disadvantaged communities and our people,' said Ndlovu. The visit further focused on other economic activities aimed at improving the provincial economy and reducing the unemployment rate. Longnan Municipality's executive vice mayor, Li Rong, said that with the MoU signed, it is hoped this will not only be a beginning, but an expectation to set a new example for the in-depth and solid development of bilateral co-operation. 'Longnan will henceforth be your home in China. The relationship between China and South Africa is not just a win-win situation, but one of complementary advantages to create shared value together. It is hoped that this will be the beginning of a 'family + partner' relationship between the two sides,' said Rong. Among other sites, the delegation visited the one million hectare Oliver Orchard – a high-value crop farm that explores opportunities across the agricultural value chain. The farm focuses on research, training, production and the agro-processing of olives for consumption. These include dried and fresh olives, olive oils, olive whisky, cosmetics and pharmaceuticals used in the treatment of conditions such as cancer and diabetes. According to Ndlovu, Mpumalanga stands to benefit from such an industry – not only through olive imports, but also by twinning local olive farmers with the Longnan market leader and implementing similar farming and agro-processing methods. 'This initiative has the potential to stimulate agro-entrepreneurship, which will in turn strengthen Mpumalanga's economy while helping to reduce the high unemployment rate, particularly among the youth,' said Ndlovu. The institute conducts research across various industries and leads in the prevention, early detection and treatment of chronic illnesses and cancer. 'They use traditional medicine, some of which is plant-based, and also develop modern 'western' medicine. We are also continuing to engage with other businesses in China to explore partnership opportunities,' Ndlovu added. On January 14, Ndlovu undertook the first leg of the mission to China to establish co-operation with major players in the food and logistics industries for the MIFPM, which is not yet operational. Ndlovu announced an April soft launch of the MIFPM during the State of the Province Address in February. Although the launch date was missed, the provincial Department of Agriculture's spokesperson, Zanele Shabangu, said the MIFPM will be launched by the end of July.
