
Committee set up in Ludhiana to handle election seizures
LUDHIANA: In view of the upcoming Ludhiana West by-election and following the instructions in the Standard Operating Procedures (SOPs) issued by the Election Commission of India, the district administration of Ludhiana has constituted a four-member committee.
This committee is tasked with handling cases related to the seizure of cash and other materials by flying squad teams (FST), static surveillance teams (SST), and excise teams to strictly enforce the Model Code of Conduct, according to an official statement.
As per the statement, Additional Deputy Commissioner (Rural Development) Amarjit Bains has been appointed as the chairman of the committee. District Treasury Officer

, ACFA Rakesh Kansal, and SO Shivinder Singh are its members.
The statement further explained that, as per guidelines issued by the Election Commission of India (ECI), the committee will make decisions regarding the seizure and release of cash and other items confiscated during checks to avoid inconvenience to the general public.
Election officials stated that the committee would examine each case of seizure by the police, FST, and SST on its own initiative. Upon confirming that the confiscated material was not linked to any political party or candidate, the committee would issue orders for the release of such seizures.

They added that if a concerned person presented any proof legitimising the seizure, the committee would decide on the release of such cash or other impounded material.
Notably, carrying up to Rs 50,000 in cash requires no documentation. However, amounts between Rs 50,000 and Rs 10 lakh must be accompanied by valid proof, while cash exceeding Rs 10 lakh, even with documentation, will be reported to the
Income Tax Department
for further scrutiny by the seizing teams.

Drug network with Ferozepur link busted, 4 nabbed
1 2 3 Mohali: In a major breakthrough in the fight against drugs, the anti-narcotics task force (ANTF) of Mohali arrested three men with 510g of heroin along with Rs 4.83 lakh in drug money. The accused were allegedly involved in trafficking heroin from Ferozepur to Mohali for distribution in Badmajra, Balongi, and Kharar bus stand, police said on Monday. The arrested individuals have been identified as Rohit Teji, Safal Singh, and Bohad Singh. Acting on a tip-off, the ANTF intercepted the trio while they were attempting to deliver heroin to a customer. A case has been registered against them under relevant sections of the Narcotic Drugs and Psychotropic Substances (NDPS) Act at the ANTF police station. The suspects have been remanded to two-day police custody for further investigation. During interrogation, prime accused Rohit Teji disclosed that he had sourced the heroin from Ismail alias Ghula, a resident of Ferozepur. Acting swiftly, the ANTF arrested Ismail, who was produced in the Mohali district court and also placed under two-day police remand. According to ANTF in-charge inspector Ram Darshan, Ismail functioned as a middleman, brokering heroin deals between suppliers and buyers like Teji in exchange for a commission. Police are currently searching for a fifth accomplice. Investigations revealed that the group operated on a wholesale scale, never trafficking less than half a kilogram of heroin at a time. Their established clientele included individuals in Badmajra, Balongi, and Kharar. Rohit Teji allegedly maintained direct contact with Safal Singh, a resident of Bariyali village in Mohali, who helped him identify and connect with local drug users. Police suspect that the network may have cross-border links and are probing further to determine the full extent of the racket. "This was a well-organized supply chain operating out of Ferozepur with a steady demand base in Mohali district," said inspector Darshan.

Tesla not keen to manufacture in India: Minister HD Kumaraswamy
Electric Vehicle (EV) major Tesla is not interested in manufacturing in India but is looking at opening two stores, Union Heavy Industries Minister H D Kumaraswamy said on Monday. He, however, said that global EV makers like Mercedes-Benz, Volkswagen-Škoda, Hyundai and Kia have shown interest in applying under the ministry's flagship Scheme to Promote Manufacturing of Electric Passenger Cars in India, notified in March last year. 'Mercedes-Benz, Volkswagen-Škoda, Hyundai and Kia — all these companies have already shown interest. Tesla, we are actually not expecting from them. They (Tesla) are going to start two showrooms, they are not interested in manufacturing in India,' Kumaraswamy said at a media briefing. In February, US President Donald Trump had criticised Tesla's plan to expand in India, calling it 'unfair' to the US. 'Now, if (Tesla CEO Elon Musk) built the factory in India, that's okay, but that's unfair to us. It's very unfair,' he had said. Trump has since made similar objections to Apple's expansion plans in India. The heavy industries ministry also issued detailed guidelines on Monday under the EV manufacturing scheme, and will soon issue a notice inviting online applications. Under the scheme, approved applicants will be required to make a minimum investment of Rs 4,150 crore to produce EVs domestically, with defined domestic value addition (DVA) goals. In turn, they will be eligible to import a maximum of 8,000 completely built-in units (CBU) of electric four-wheelers per year, with a minimum import value of $35,000 at a reduced Customs duty of 15 per cent for a five-year period. The scheme is limited to global manufacturers with a revenue of at least Rs 10,000 crore per year, with fixed assets valued at a minimum of Rs 3,000 crore. 'The scheme is strategically crafted to position India as a global hub for electric vehicle manufacturing… By mandating domestic value addition targets, the scheme will further boost the 'Make in India' and 'Aatmanirbhar Bharat' initiatives, while empowering both global and domestic companies to become active partners in India's green mobility revolution,' Kumaraswamy said. Earlier, many believed the scheme was envisaged to attract Tesla to manufacture in India, after it complained of high duties on car imports, which can go up to 110 per cent. Shortly after the scheme was announced in March 2024, in the run-up to the Lok Sabha polls, Musk was expected to visit India and make a pledge to pump over $2 billion into a car manufacturing facility in the country. However, the visit was postponed after Musk cited 'very heavy Tesla obligations'. But, a few days after cancelling his India trip, Musk visited China — the company's second-largest market. In February this year, days after Prime Minister Narendra Modi met Musk in Washington, Tesla announced 13 job openings in India, including store manager, service advisor, business operations analyst, and customer engagement manager. As Tesla mulls over its operational goals in India, the company is facing increased competition from Chinese EV makers, particularly BYD, as global EV sales growth has tapered. Meanwhile, according to think tank Global Trade Research Initiative (GTRI), it could take years before the first batch of EVs manufactured under the Centre's scheme hit the market. 'While announcement of the scheme guidelines is a positive step, the application process has not opened yet and is expected soon. Realistically, it may take another six months or more before selected firms are announced, and the first locally made EVs under this scheme are still some time away; for now, approved firms can keep importing fully built cars at the reduced 15% duty,' GTRI said in a release.

Kozhikode: The electoral contest in Nilambur took shape on Monday as LDF candidate M Swaraj, TMC convener and former MLA PV Anvar and NDA candidate Mohan George filed their nomination papers. Swaraj filed his nomination papers at Nilambur taluk office after leading a procession with CPM politburo member A Vijayaraghavan and leaders PK Biju, PK Sainaba and others. He said support for the continuation of the LDF govt went beyond party lines. "It's not just LDF workers but people from across the political spectrum are with us. The support comes from their appreciation of the govt's welfare and development work," he said. When asked if Anvar's candidature would affect LDF's chances, he said no candidate would be able to stop LDF's victory. Meanwhile, Anvar, whose resignation led to the bypoll, filed his nomination papers at the taluk office after holding a roadshow from Chandakunnu. He said he was contesting under the banner of Janakeeya Prathipaksha Prathiroda Munnani (JPPM), an alliance supported by All India Trinamool Congress (TMC) and various groups representing farmers, labourers and traders. Aam Aadmi Party state unit also extended support and said they would back Anvar after getting approval from the national committee. Anvar said he would file a second set of nomination papers as an independent due to possible technical issues with using the TMC symbol as the party is not registered in Kerala. His affidavit showed assets worth Rs 52 crore, liabilities of Rs 20 crore and cash in hand of Rs 25,000. NDA candidate Mohan George filed his nomination papers after a roadshow with BJP state president Rajeev Chandrasekhar, BDJS leader Thushar Vellappally and BJP leader PK Krishnadas.
