BSNL employees set to protest against slow-moving 4G, 5G rollout, BharatNet progress

) have planned a nearly two-month protest against the delay in rollout of 4G and fifth-generation (
5G
) services, lackluster fiber-to-the-home (FTTH) and enterprise business (EB) performance, and persistent challenges related to the execution of the Centre's ambitious
BharatNet
project.
The employees said these factors are contributing to a huge subscriber port-out from BSNL to rival telcos' networks, resulting in a significant revenue loss for the telecom PSU.
'Despite full support of the government, the project (4G/5G rollout) is being consistently marred with problems, mostly due to the inept management and the associated vendors. The delay in the smooth rollout of full-fledged 4G/5G services and consistent daily problems in the network are leading to huge churn of subscribers, which is further leading to a great dip in revenue,' the Bharatiya Door Sanchar Manch said in a letter to

ETTelecom has reviewed a copy of the letter dated May 1, 2025.
Bharatiya Door Sanchar Manch comprises BSNL unions and associations affiliated to the Bharatiya Mazdoor Sangh (BMS), including the All India Graduate Engineers & Telecom Officers Association (AIGETOA), BTEU, BDPS, AIBSNLOBCEWA, STEWA, FNTOBEA, and BTU.
The BMS represents more than 3 crores workers nationwide.
'Even the basic issues in the FTTH segment are also not being looked upon, which is making BSNL lag behind its competitors in this era of fierce competition in FTTH/EB segments,' the employees said in the letter. 'All these things are leading to huge churn of customers and loss of revenue, which is making BSNL subject to losses despite best efforts by the employees.'
Citing the latest data from the Telecom Regulatory Authority of India (TRAI), the employees said that the advantageous position of BSNL following the July 2024 tariff hike has been diluted due to a significant churn in the telecom PSU's subscriber base, owing to network issues.
The sector regulator's industry data collated for February showed that BSNL lost 0.56 million subscribers to close the month with a subscriber base of 91.01 million. By contrast, its private sector rivals Reliance Jio and Bharti Airtel gained 1.76 million and 1.59 million subscribers, respectively, to end the month with 467.58 million and 388.55 million subscribers, mainly due to relatively superior 4G and 5G coverage pan-India.
Vi lost 20,720 subscribers in February, limiting its base to 205.90 million.
'The work related to crucial projects like BharatNet, CDR, Pan India MAAN (Multi Access Aggregation Network), IP MPLS MAAN, etc, is also not moving in a proper way due to indecisions on the part of management at various levels,' the Bharatiya Door Sanchar Manch said.
It said the result of BSNL employees' hard work has reflected in the results of FY24-25, and in the 'record-breaking' revenue collection in March 2025. 'It's worth mentioning that BSNL has delivered a net profitable quarter after almost 17 years in the Q3 results of FY 2024-25,' it added.
The employees have also sought redressal of their long-standing HR issues, including pay structure, promotional avenues, and perks & allowances.
'It is very clear that management deliberately wants to keep the executives & non-executives in a state of unrest and allow the organisation in a turbulent condition, perhaps to hide failures on other fronts,' it said.
The employees will commence their protests from May 16 with a signature campaign, culminating in a three-day dharna (sit-in protest) at all BSNL corporate offices between May 15 and May 17.

For, at the heart of this transformation, there is a fundamental recalibration of the business landscape and how it interacts with the economic landscape beyond key urban centres. Growing prominence of Tier 2, 3 cities For decades, India's commercial real estate story was largely confined to its metropolitan hubs such as Mumbai, Delhi-NCR, Bengaluru, and Hyderabad. These cities dominated the landscape, accounting for a significant chunk of all commercial developments. That narrative, however, is beginning to shift; cities such as Jaipur, Indore, Coimbatore, Nagpur, Kochi, Chandigarh, and Lucknow are emerging as the frontiers of the next phase of commercial real estate growth in recent years. It is little wonder, then, that nearly half (44%) of the 3,294 acres of new land acquired by real estate developers in 2024 were concentrated in Tier-2 and Tier-3 cities. This geographic diversification isn't merely a spillover effect. Lower land acquisition costs, ever-improving infrastructure, and a sizeable talent pool at competitive wages have created a compelling business case for expansion into these emerging markets, for developers and corporations alike. The expansion of high-speed internet connectivity, including the ambitious BharatNet project targeting rural broadband access and the 5G rollout in Tier-2 areas, has also diminished the digital divide between India's metros and its smaller cities. State governments across India have also introduced several targeted policies to attract commercial developments, offering tax incentives, simplified approval processes, and dedicated industrial corridors. As a result, IT-focused commercial developments and tech parks are now flourishing in Tier-2 and Tier-3 cities across the country. These developments are not mere replicas of their metropolitan counterparts but are designed with a focus on sustainability, wellness, and integration with local communities. Of retail hubs and logistics powerhouses The commercial real estate evolution extends well beyond office spaces. Modern retail infrastructure is reshaping consumer experiences across smaller urban centres. Unlike the cookie-cutter malls of yesteryears, the new retail developments in Tier-2 and Tier-3 cities are being tailored to reflect regional preferences and cultural nuances. These spaces are increasingly becoming experiential hubs rather than mere transactional venues, with malls containing designated areas for local artisans and handicrafts, as well as cultural performances. Perhaps the most transformative impact of commercial real estate on non-metro India is being witnessed in the logistics sector. The implementation of GST, coupled with the development of economic corridors and expressways, has sparked unprecedented demand for warehousing and logistics parks in Tier-2 and Tier-3 cities. According to a recent report by JLL India, these markets account for around 100 million square feet — or 18.7% — of India's total warehousing capacity. These developments are not just storage facilities but integrated supply chain solutions bringing previously disconnected regions into the national economic mainstream. Cities located along major strategic transportation routes — such as Nagpur, Hosur, and Ludhiana — are becoming logistics powerhouses. The multiplier effect of these developments is substantial, with each warehouse or logistics park generating direct employment for hundreds while indirectly supporting thousands through supply chain linkages. However, the expansion of commercial real estate into Tier-2 and Tier-3 cities is yielding dividends beyond purely economic metrics. The influx of businesses is driving demand for quality education, healthcare, and lifestyle amenities in these regions. Developers are increasingly adopting integrated township models that combine workspace with residential and social infrastructure. This shift is addressing historical disparities in living standards between metro and non-metro India. Cities like Mysuru and Chandigarh, which have witnessed significant commercial real estate investments, are now witnessing parallel growth in international schools, multi-speciality hospitals, and cultural venues. The retention of local talent, which previously migrated to metros for career opportunities, is the most significant social outcome of this transformation. Future roadmap Despite the promising trajectory, significant challenges remain in fully realising the potential of commercial real estate as a driver of inclusive growth. Infrastructure gaps, particularly in public transportation and airport connectivity, continue to be pain points in many non-metros. Urban planning frameworks in these cities often struggle to keep pace with rapid commercial development, leading to concerns about sustainable growth. The regulatory environment, while improving, still requires greater standardisation across states to facilitate easier business operations. Additionally, developing a deeper pool of skilled facility management professionals in smaller cities remains a priority for maintaining world-class commercial spaces. Looking ahead, the expansion of commercial real estate into non-metros represents more than just a sectoral trend. By creating economic ecosystems that allow businesses to thrive outside traditional urban centres, commercial real estate is enabling a more balanced spatial development model. As this evolution continues, the sector will increasingly serve as a critical conduit through which capital, technology, and best practices flow from India's established economic centres to its emerging ones. In doing so, commercial real estate isn't just constructing buildings; it is constructing a more equitable, prosperous future where the fruits of India's economic ascendancy are shared more broadly across its geography. The true success of India's commercial real estate sector will not be defined solely by the volume of space developed or the capital invested but by its ability to expand beyond metro cities, positioning Tier-2 and Tier-3 cities as thriving real estate hubs. The approval for satcom services, issued by the Ministry of Telecommunications, paves the way for SpaceX's ambitious satellite internet project to operate alongside existing licence holders, i.e. Reliance Jio and OneWeb. Starlink, a venture by Musk's aerospace company SpaceX, is not your conventional internet service provider. It bypasses the limitations of fibre optics and cellular towers by beaming internet directly from a constellation of small satellites orbiting Earth at altitudes between 500 and 2,000 kilometres. These satellites connect with a compact dish antenna installed at a user's home or office, which then relays internet via a router. With more than 6,000 satellites already in orbit and a roadmap to expand the network to 42,000 by 2027, Starlink is designed to provide high-speed internet, ranging from 50 to 250 Mbps, even in the most isolated terrains. All that's needed is a clear view of the sky. Why India Needs Starlink Starlink is the third company to secure the licence from the Department of Telecom (DoT). Officials confirmed that Starlink has indeed received licence, and said they will be granted trial spectrum in 15-20 days of applying for it, reported PTI. Despite years of government-backed broadband expansion projects like BharatNet, most remote areas including hilly, tribal, border, and island regions remain underserved. Connectivity gaps persist in areas like Ladakh, Arunachal Pradesh, parts of Jammu & Kashmir, and the Andaman and Nicobar Islands, where laying fibre or setting up mobile towers is either technically challenging or economically unfeasible. Starlink is being seen as a vital tool in bridging this last-mile connectivity, a senior telecom official said, citing the need for fast, reliable internet in border surveillance, emergency response, education, and healthcare delivery. In particular, Starlink's ability to function independently of terrestrial infrastructure makes it an invaluable resource during natural disasters like earthquakes and floods, or in conflict zones where existing networks are vulnerable or inoperative. A Digital Lifeline For Villages From enabling online education for children in Himalayan villages to facilitating telemedicine in forest interiors, Starlink promises to bring the benefits of Digital India to places previously beyond its reach. Services like e-banking, digital governance, and real-time information about government schemes could now become part of daily life in the most disconnected areas. The government is also exploring options to subsidise Starlink connections in rural India under public-private partnerships. 'Affordable access is key," said a Department of Telecom source, hinting at upcoming policies to make the service viable for low-income users. Though technically available across India, including urban centres like Delhi, Mumbai, Bengaluru, and Hyderabad, Starlink is unlikely to disrupt metro markets where affordable and high-speed fibre or 5G is already prevalent. Moreover, the requirement for an open sky view makes it less suited to dense cityscapes or high-rise buildings. 'Starlink is ideal for independent homes or institutions in open rural areas," an industry analyst noted, adding that signal quality can degrade in apartments surrounded by concrete or trees. Starlink Cost While there's no official pricing of Starlink announced for India yet, monthly subscriptions in the US and Europe cost the equivalent of Rs 8,000-Rs 10,000. The hardware kit (dish and router) currently sells for around Rs 50,000 to Rs 60,000. However, insiders suggest that prices in India will likely be reduced, especially for rural deployment, due to cost sensitivity and competition. Speed, Privacy, And Security Starlink's projected speed range – 50 to 250 Mbps – may outperform existing mobile networks, especially in underserved zones. Unlike mobile internet, it does not rely on a telecom signal and functions independently. For many rural areas without even 3G access, this could mean a leapfrog to cutting-edge internet. However, concerns about data privacy have been raised, given Starlink's status as a US-based firm. India has mandated compliance with its data localisation laws, requiring all user data to be stored on Indian servers. 'National security and data sovereignty are non-negotiable," a government official affirmed. Starlink had previously launched pre-orders in India back in 2021, but without obtaining regulatory approval. This prompted a government warning and forced the company to pause operations. Now, with all clearances in place, it is set for an official and full-fledged launch in 2025. top videos View all India's Starlink rollout will begin with a focus on rural, tribal, and strategic zones. Analysts expect initial users to include government departments, health and education institutions, and defense establishments. Mumbai: While some of the leading colleges have closed admissions for their popular courses, such as BA Psychology, after the second list, the cut-offs for other courses, even in other subject combinations for BA, have seen a drop in the third list — some are steep when compared to the first list. Many colleges said they did not get enough applications for BSc to even put out a third list. Even as the Mumbai University (MU) extended the deadline for degree college admissions till June 15 and CET results of BBA/BMS/BCA were out, colleges are now worried about horizontal mobility of students to other courses in the same college. At Jai Hind College, BA saw the sharpest fall, dropping from 92.17% from the first list to 80% in the third, but the psychology seats are already full after the second list. Overall, the third merit list reflected a moderate decline across most courses. BBI registered the largest drop among self-financed programmes, slipping by 3.5 points from 90% to 86.5%. Principal Vijay Dabholkar said their new courses in international accounting and actuarial science and quantitative finance were full. "Many students these days are following social media influencers who are promoting new-age, skill-oriented courses, and therefore there is a huge demand for them. Also, now that the CET results for BBA, BMS is out, many students will leave their existing seats to go for them," he said. Karuna Gokarn, principal, St Xavier's College, said they did not have a third list for most of their courses, except BA, for the subject combinations other than psychology. She said the situation in science is grim. It could not only be because of the new professional courses, but also due to undergraduate science courses in institutes such as IISER and IITs picking up and students preferring it over leading autonomous colleges. At Podar College, commerce programmes remained largely stable — BCom financial markets declined slightly from 94.5% to 92%, and BAF, which opened at a high 95.6%, closed at 93.4%. At Ruia College, third merit list for BA course closed at 84%. Most colleges are expecting cut-offs to improve in the fourth and fifth round. The university issued a fresh schedule on Thursday to include students who were left out from the previous process.
