Malaysia to establish data centre framework to streamline policies

KUALA LUMPUR - Malaysia will establish a data centre framework in October to streamline policies and development in the sector, the trade and digital ministries said on Tuesday.
The Malaysian Investment Development Authority will be the main agency to approve all new data centre projects and investments, as well as the expansion of existing projects, the ministries said in a joint statement.
Malaysia has recently seen a boom in data centres, driven by growing demand for artificial intelligence, with technology giants like Microsoft, Nvidia, Alphabet's Google and ByteDance announcing billions of dollars of investments in the country since the beginning of last year.
Data centre facilities in the Southeast Asian country are projected to quadruple in the next decade from the current 18. The government's framework will ensure that policies are aligned with data centre planning in a way that will drive the growth of Malaysia's digital economy, the ministries said.
"Transparent and thorough policies are important to continue reassuring investors about the goals of sustainable growth in the country's digital economy for the benefit of the Malaysian people and business sectors," Digital Minister Gobind Singh Deo said in the statement.

"Thailand's negotiations with the US on tariff rates for Thai exports face higher risks and complications as Trump insists on a truce as a condition for trade talks," said Mr Wikij. "The situation remains unclear. Regarding stock market investment, such uncertainties could lead to panic selling about a week from now." The global economy remains steady after the US reached an agreement on tariffs with many major economies including the European Union, China and Southeast Asian nations such as Vietnam, Indonesia and the Philippines. "However, Thailand remains under threat from ongoing floods, losses from the border conflict with Cambodia and an economic slowdown, mainly due to higher US tariffs," he said. Padermpob Songkroh, managing director of Krungsri Securities, said risks associated with the Thailand-Cambodia border dispute remain after both countries agreed to an unconditional ceasefire following peace talks in Malaysia on Sunday. Concerning trade negotiations with the US, downside risks "are unlikely to be huge" after Trump said on Monday most trading partners that did not negotiate separate trade deals would soon face tariffs of 15% to 20%. "Such a scenario is in line with the Bank of Thailand's forecast that Thailand could face a 18% US tariff, with Thai GDP likely to expand by 2.3% this year," said Mr Padermpob. Rakpong Chaisuparakul, senior vice-president of KGI Securities (Thailand), said the border ceasefire should ease stress from the military clash and the potential implications for the Thai economy, notably border trade between the two countries. Based on recent press reports, Trump seems pleased with the ceasefire deal, which could be a good sign for finalising a US-Thailand trade deal by the Aug 1 deadline, he said.

US President Donald Trump said he had asked US officials to resume trade negotiations with Cambodia and Thailand after the countries agreed to halt fighting along a disputed border. 'By ending this War, we have saved thousands of lives. I have instructed my Trade Team to restart negotiations on Trade,' Trump said in a social media post on Monday. The president said he had just spoken with both Thailand's Acting Prime Minister Phumtham Wechayachai and Cambodian Prime Minister Hun Manet to secure the ceasefire. Trump's remarks are the latest example of how the president has cast trade as a panacea for geopolitical flashpoints, claiming credit for pressuring trading partners to end conflicts if they wish to retain continued access to US markets. The United States in June brokered a deal between the Democratic Republic of Congo and Rwanda aimed at ending years of conflict. And Trump has similarly claimed credit for halting a clash between nuclear powers India and Pakistan earlier this year. Thailand and Cambodia agreed on Monday to halt five days of fighting after talks in Malaysia hosted by Prime Minister Anwar Ibrahim. Envoys from China and the US were also at the negotiations, though their roles were not immediately clear. Tensions between the southeast Asian neighbors erupted in recent days with fresh clashes that displaced more than 150,000 civilians on both sides of their 800-kilometre border. After separate calls with the leaders of those countries on Saturday, Trump had threatened to block trade deals with them if the violence did not stop. Thailand and Cambodia both face 36% levies on Friday if agreements with the US aren't reached. 'We're not going to make a trade deal unless you settle the war,' Trump had said. In their remarks after the meeting, both the Thai and Cambodian prime ministers thanked the Malaysian prime minister and US president, as well as China, for helping reach the ceasefire. While Pakistan hailed Trump after its conflict with India was paused, New Delhi has disputed Trump's claims that the prospect of securing trade deals helped clinch that ceasefire. Both India and Pakistan are engaged in trade talks with the US ahead of the Aug 1 deadline. Trump has said the US stands to get mineral rights from the DRC after brokering their deal. Congo is the second-biggest copper producer and largest source of cobalt, giving it prominence in Washington's efforts to reduce dependence on Chinese supply chains for minerals needed for a wide-range of cutting-edge technologies.

Lalamove, the Hong Kong-based on-demand delivery service operator, is expanding its service coverage upcountry after entering the crowded Thai ride-hailing market in January 2025. "In times of economic uncertainty, we believe in focusing on what matters most: reliability, accessibility and consistency," Ben Lin, managing director of Lalamove Thailand, told the Bangkok Post. He said the company doubled down on the fundamentals by ensuring high service standards for both new and existing drivers, maintaining a wide fleet range and reinforcing the company's core value of convenience through its on-demand delivery platform. The focus on simplicity and value has supported the company's growth in Thailand, said Mr Lin. Lalamove's operations have primarily focused on Bangkok, but it recently expanded its offerings to Pattaya, Chon Buri and Khon Kaen. In January 2025, the company launched ride-hailing services in five Southeast Asian markets simultaneously: Thailand, Indonesia, Vietnam, Malaysia and the Philippines. Lalamove's ride-hailing service in Thailand offers both 2-wheel and 4-wheel vehicle options. "The response was encouraging in the first half of this year," he said. For instance, on March 28, the day the earthquake struck Myanmar and Thailand, more than 30,000 people used the service, reflecting a growing awareness of the platform and the trust people place in our services during critical moments, said Mr Lin. Thai corporate users are increasingly turning to on-demand delivery platforms such as Lalamove to meet growing demands for speed, control and flexibility in their operations, he said. Corporate orders account for roughly 25% of Lalamove's total order volume. Mr Lin said the on-demand delivery industry in Thailand is evolving, with competition driving innovation across the board as businesses and consumers continue to demand faster and more flexible services. He said regulations are an important part of this evolution, as new rules can improve safety and accountability, benefiting users, drivers and platforms. Clear guidelines can enhance service standards and support the long-term growth of the industry. Lalamove recognises that requirements such as mandatory public driving licences and vehicle registrations can introduce challenges for drivers who rely on flexible work, said Mr Lin. For platform operators, these rules may increase compliance costs and affect delivery availability, especially during peak demand, he said. "We believe balanced regulation, which supports safety without limiting innovation, is key to helping the industry thrive while ensuring a fair and secure environment for all participants," said Mr Lin. CONSISTENT GROWTH He said Lalamove has consistently grown its order volume over the past three years. "This year we posted growth of more than 30%, supported by a 20% increase in the number of drivers joining our platform compared with last year," said Mr Lin. The company's service in Bangkok recorded 30% year-on-year growth, while Chon Buri posted a gain of more than 80%, reflecting strong adoption and growing trust in Lalamove's platform. "Our strategy is not focused on competing directly with industry peers. Instead, we are focused on delivering quality, ensuring safety and building a user-friendly app," he said. "A major part of our approach is to create a positive experience for both users and drivers." Looking ahead, the company wants to expand its reach across Thailand, bringing reliable delivery and transport services to underserved communities.
