Punjab to implement drug prevention curriculum for students of Classes 9-12
The move is part of the third phase of the ongoing 'Yudh Nashian Virudh" drive, Minister of School Education Harjot Singh Bains said here on Monday.
Bains said Aam Aadmi Party national convener Arvind Kejriwal and Chief Minister Bhagwant Singh Mann will launch the statewide drug prevention curriculum on August 1 at Arniwala in Fazilka district.
Giving details about the curriculum, Bains, according to a an official statement, further stated that 'this pioneering programme, created by the Nobel laureate Prof Abhijit Banerjee-led organisation J-PAL South Asia, will empower around eight lakh students in Classes 9 to 12 with prevention-focused skills to combat substance abuse".
'The curriculum will consist of 35-minute sessions, held every fortnight for 27 weeks, and will feature a mix of engaging content, including documentaries, quizzes, posters, and interactive activities. These sessions will focus on key areas such as myth-busting, refusal strategies, and resisting peer pressure, equipping students with the knowledge and skills to make informed decisions," he said.
Bains said that the drugs prevention programme will have a wide reach, covering 3,658 schools and engaging over 6,500 trained teachers to empower approximately eight lakh students from Classes 9 to 12.
This comprehensive programme will ensure a significant impact on Punjab's education system, equipping students with essential skills to say no to substance abuse, he said.
'This initiative is grounded in evidence, developed with leading behavioural scientists, and evaluated through randomised trials conducted in 78 government schools in Amritsar and Tarn Taran during FY 2024-25," he said.
These trials covered 9,600 students and, evaluated by J-PAL South Asia, yielded significant results. The trials demonstrated a marked improvement in addiction risk awareness, with 90 percent of students recognising the high risk of addiction from trying 'chitta' even once, compared to 69 percent in the control group, the minister added.
'Additionally, the trial successfully debunked myths about addiction, with the belief that addiction can be overcome by willpower alone dropping from 50 percent to 20 percent," Bains said.
'Punjab becomes the first state in India to implement a statewide, evidence-based drug prevention curriculum, while recognising that the battle against drugs begins from the classroom, not in police stations," he said.
Meanwhile, the Education Minister shared the details about the 'Yudh Nashian Virudh" campaign launched in March this year.
He said that the state government has taken stringent actions, including putting over 23,000 drug peddlers behind bars, seizing their properties, and confiscating over 1,000 kg of heroin.
These efforts demonstrate the government's dedication to tackling the drug menace and securing a brighter future for Punjab's youth, he added. PTI SUN NB NB

As demand for restoration of statehood has gained momentum, chief minister Omar Abdullah said he has written to several parties with a sizeable presence in Parliament, seeking their support for the introduction of a Bill for the restoration of statehood in Jammu and Kashmir in the ongoing Monsoon session. (File) J&K CM had written to 40 MPs, including the Congress president Malikarjun Kharge, and other prominent Lok Sabha members urging them to raise the issue of J&K's statehood in the Parliament. 'I have written a letter to all those parties who have a good number of MPs in Parliament and requested them to help on the promise made to J&K on statehood and raise the issue in Parliament so that a Bill is brought in this session itself and J&K gets its statehood back,' Omar told reporters in Srinagar. 'The act of reducing J&K from a state to a Union territory in 2019 and the prolonged delay in restoring its status as a full state... has profound implications for the future of Indian polity,' the three-page letter stated. The CM said the reorganisation of J&K into a UT in August 2019 was presented as a 'temporary and transitional measure' and cited repeated public assurances from Prime Minister Narendra Modi. On the Supreme Court likely to hear a plea for the restoration of statehood on August 8, Omar said the restoration should come through the court if the government does not do it. 'It is a good thing and I hope the Supreme Court keeps in mind is that when they gave a judgement on the August 5 case (in December 2023), they had said that the statehood should be restored as soon as possible. Now, many years have passed but we have not got it yet,' he said. The CM also highlighted the 'remarkable and enthusiastic participation' of the people of J&K in last year's assembly elections and said that they turned up in record numbers and demonstrated an unshaken faith in our constitutional processes and democratic institutions. In a 'respectful acknowledgement' of this, his government's first act was to pass a unanimous resolution calling for the immediate restoration of statehood. He said had the SC not set a deadline for conducting assembly elections in Jammu and Kashmir, 'perhaps I would not have been talking to you as the chief minister today'. 'We got elections last year as SC had set a timeframe. Otherwise they (centre) would have never held elections and I wouldn't have been a CM. Let's hope, government gives a time for statehood restoration. It has been promised to people of J&K in parliament, meetings and rallies.' PDP, NC on same page on statehood demand The Jammu and Kashmir Peoples Democratic Party (JKPDP) welcomes the recent appeal by chief minister for a collective push toward restoring statehood in J&K. However, JKPDP expresses concern over the selective focus on statehood, while overlooking the far more critical demand for restoring Article 370 and Article 35A, which form the constitutional foundation of Jammu and Kashmir's identity, rights, and autonomy. JKPDP chief spokesperson Mehboob Beg said that while the party wholeheartedly supports the call for statehood and stands ready to back any meaningful initiative that fulfils promises made to the people in Parliament, public forums, and before the Supreme Court, it is disheartening to see that the NC, under CM Omar Abdullah's leadership, has not demonstrated equal urgency or clarity on the restoration of J&K's special status. 'The abrogation of Article 370 and 35A in August 2019 was a historic betrayal that struck at the heart of our political and cultural identity. Ignoring this reality while demanding statehood alone dilutes the larger struggle for justice and dignity,' Beg said. 'Statehood without special status is akin to treating the symptoms while ignoring the root cause,' Beg asserted. The JKPDP reiterated its position that statehood, while important, cannot be the ultimate goal. The restoration of Articles 370 and 35A must remain central to any political roadmap for Jammu and Kashmir.

Srinagar: The Jammu and Kashmir administration forfeited 25 books under Section 98 of the Bhartiya Nagarik Suraksha Sanhita. The action aims to remove literature linked to secessionist ideology. The decision also addresses books accused of inciting violence within the union territory. A government notification (S.O. 203) in this regard was issued on August 6. The J&K Home Department listed the titles in that notification. The books allegedly spread false narratives, radicalise youth and threaten sovereignty and public order. The legal basis includes Sections 152, 196 and 197 of the Bhartiya Nyaya Sanhita, 2023. Section 152 deals with acts endangering unity and integrity. Section 196 addresses promotion of enmity between communities. Section 197 targets material prejudicial to national integration. Digital and online versions are also banned. Distribution via bookstores and online platforms falls under the order. The authorities cite concerns over digital spread of radical content. This action aligns with broader policy goals. Control of information flow remains a priority. Prevention of separatist sentiment forms another objective. The measure follows the revocation of Article 370 in 2019. The removal of special status made national integrity a greater focus.

CM demands over ₹1 cr. recovery from Kejriwal over ‘fake' phansi-ghar
Chief Minister Rekha Gupta on Wednesday called for a thorough inquiry and demanded that the ₹1.04 crore spent by the previous Aam Aadmi Party (AAP) government on a British-era 'fake' 'phansi-ghar' (execution room) at the Delhi Assembly be recovered from former Chief Minister Arvind Kejriwal. Terming the move a 'deception of people' and an 'insult to martyrs', Ms. Gupta said the installation was based on no official documentation and essentially a repurposed 'tiffin room' falsely portrayed as a historic phansi-ghar to mislead the public. During a discussion in the Assembly, she said an FIR should be registered against Mr. Kejriwal and the structure be removed before August 25. Noting that the phansi-ghar was inaugurated on August 9, 2022, Assembly Speaker Vijender Gupta said the 1911-12 building map accessed from the National Archives clearly marked the space as a tiffin room. 'I challenge AAP to find one historian who can verify it was an execution room,' he said. 'Distortion of heritage' 'Such tiffin rooms are in other offices too. You will know about them if you conduct an inquiry. Without any documents, it was declared as an execution room. We are ashamed of this. He [Kejriwal] had a disease of lying,' the CM said, terming it a 'distortion of heritage'. AAP legislator Sanjeev Jha said many execution rooms from the British era are not officially recorded and accused the ruling party of 'standing with the British'.
