WASHINGTON DC - The United States on Thursday cautioned that Syria is 'at a crossroads,' reaffirming its intention to give the country 'a chance at greatness,' amid reports that President Donald Trump has ordered a review of Syria's designation as a State Sponsor of Terrorism (SST).
Responding to a question from Rudaw about a possible reversal of Syria's SST status, State Department Principal Deputy Spokesperson Tommy Pigott reiterated the positions of President Trump, Secretary of State Marco Rubio, and US Special Envoy to Syria Tom Barrack, saying, 'We want to give Syria a chance for greatness,' especially as it 'is at a critical crossroads here when it comes to the ability to achieve that.'
Pigott added that Washington is in dialogue with 'all stakeholders in the region' regarding the matter.
Earlier on Thursday, a State Department official confirmed to Rudaw that the SST designation is under review, per President Trump's directive.
'Several steps would need to be taken by both the Department [of State] and the President should the decision be made to remove the SST designation,' the official said, noting that US law outlines strict statutory criteria for doing so.
Syria's designation as an SST has been in effect since 1979. The status was initially based on the regime of toppled Syrian dictator Bashar al-Assad's support to groups like the Iran-aligned Lebanese Hezbollah movement, as well as its permissive stance toward other organizations labeled Foreign Terrorist Organizations (FTOs) by the US State Department.
The SST designation brings significant sanctions, including bans on defense exports and foreign aid. Lifting it would ease those restrictions.
Asked about dialogue between the Kurdish-led Syrian Democratic Forces (SDF) and Syria's interim government, Pigott referenced the US Special Envoy to Syria's remarks on the matter.
Barrack recently welcomed SDF chief Mazloum Abdi's remarks that communication channels with the Syrian government are open daily, expressing approval of "the unity of Syria with one army and one flag" and the centralization of some sovereign institutions in Damascus.
Speaking to Saudi's state-owned al-Arabiya channel, Abdi added that the SDF aims to "become part of a new Syrian army" through a political solution that guarantees their constitutional rights.
Barrack praised Abdi's leadership, calling it 'pivotal to a stable Syria of one army, one government, one state,' and described the ongoing dialogue as 'constructive.'
Pigott's remarks follow comments Tuesday by State Department spokesperson Tammy Bruce, who reaffirmed US support for 'dialogue between the Syrian government and the Syrian Democratic Forces aimed at integrating the SDF into the Syrian military.'
'We also support the SDF's intent to transform the current ceasefire in northeast Syria [Rojava] into a comprehensive and lasting peace,' Bruce said.
The SDF, which serves as the de facto military force in Rojava, played a pivotal role in the defeat of the Islamic State (ISIS) in 2019 and continues to hold thousands of ISIS fighters in detention.
On March 10, Syria's interim President Sharaa and SDF chief Abdi signed an agreement to integrate all civil and military institutions in Rojava - including the Kurdish-led forces - under the authority of the Syrian state.
However, implementation talks remain ongoing, as diverging views on the integration process pose a key challenge. While the SDF seeks to enter the Syrian army as a unified entity, Damascus prefers to incorporate SDF fighters individually into its existing military units.
Despite this, Qutaiba Idlbi, director of American affairs at Syria's foreign ministry, confirmed to Rudaw on Wednesday that the two parties are set to meet 'soon' in Paris to finalize the terms of integration.

A day earlier, the SDF and Damascus traded blame for an assault in the city of Manbij, also in the north of the country. The flare-up between the SDF and Damascus is straining an integration deal signed in March by Syria's interim President Ahmed al-Sharaa and SDF commander Mazloum Abdi. The agreement aims to fold the SDF into the Syrian state military structure, recognize the Kurds as an integral part of Syria, implement a nationwide ceasefire, and enable the return of displaced Syrians to their hometowns. Talks on implementing the agreement have stalled for several reasons, including the SDF insisting on integrating into the Syrian army as a unit while Damascus wants them to do so as individuals.

After President Donald Trump's most daring and historically unique military operation that destroyed Iran's military nuclear facilities – a move for which Western civilization is morally indebted to him – he ended America's intervention in the war and purposefully saved Khamenei's life in order to have a new future for Iran. For a variety of reasons, some valid, most of them invalid, but regardless of whether it is the correct position or not, President Trump does not want regime change in Iran and that is his prerogative as president. So then the question is: What is going to happen in this region that will affect the United States? Iran will continue with the most effective weapon that it has mastered in the war: the missiles, including the long-range missiles that threaten Europe. The further development of these missiles will threaten America itself – developing ICBMs that reach America is something they tried to do already 12 years ago before Israel virtually killed the project temporarily with a major explosion for the sake of American security, as it should. They will develop their proxies – mainly the Houthis in Yemen to execute the maritime attacks that have destabilized oil prices, and the militias in Iraq. Israel has taken care of Hizbullah, Iran's proxy and a mortal enemy of America. They will strengthen the Shi'ite practice of exporting and imposing the Islamic revolution. The depth of the religious commitment is something that the Western world does not understand and that even Israel did not understand before October 7. Israel believed that developing the Gaza Strip was an answer and now President Trump believes that developing Iran is an answer. He will learn that they will stick by their religious ideology. There will be attempts to assassinate President Trump, which have to be dealt with by the secret service. The Iranians talk about it openly and have religious edicts[1] calling for his assassination. They want to assassinate him; they see him as the cause of all their troubles, and, while there have been such attempts before published by American law enforcement,[2] now there will be more attempts to assassinate him. The Iranians are working for a surprise attack like the one that befell them. This surprise attack will surely be against Israel but also against American forces in the region and, if they manage to be prepared for it, against America itself. This is what will follow for as long as this regime continues. President Trump has to consider that while he does not want to support regime change, this is what will come. The main reason for him not being willing to support regime change is because he does not want to involve American troops in any action in the Middle East – rather he wants to withdraw all American soldiers, which is of course a legitimate reason. The question is: Does regime change necessarily involve American troop deployments? The answer is: absolutely not. There is a way to deal with this regime with no involvement whatsoever of American forces. Iran is full of opposition to the Ayatollahs' regime. The majority of those opposition groups are ethnic groups that constitute 50 percent of the population and fight the repression of the Ayatollahs' regime, primarily the Balochs, Ahwazis, Azeris, and Kurds. They seek political, not military, nor even financial support from the free world. They have begged for it for years and deserve it. But for years, America has stayed away from them. We are not talking about support with money or weapons, but only for America to speak out in favor of repressed minorities. That is all – this will make it happen. If the regime is not changed, Shi'ite Iran on the one hand, and, Sunni Turkey, Syria, and Qatar on the other – who unlike Iran pretend to be allies of America but in fact, are absolute enemies – may bring the region into chaos. Turkish President Erdoğan hallucinates about establishing the Ottoman empire in public speeches, on television, and in his actual imposition of Turkish authority in northern Syria. This hallucination of a renewed Ottoman Empire 100 after years of its dismantling indicates, according to at least one Turkish journalist, some kind of mental deterioration. Turksih President Erdoğan stands with actors wearing military garb from various periods of Turkish history. Unfortunately, the American Ambassador to Turkey Tom Barrack, rather than calming President Erdoğan down and practicing soft diplomatic engagement with minorities in Syria, was understood by Al-Jolani to have given the approval for violence against the Druze in Syria. This exactly happened in recent history during the first Iraq war when Saddam Hussein believed that the American ambassador April Glaspie told him in July 1990 that he could take Kuwait. The massacre in Swaida, prompted by Al-Jolani's forces and Bedouins, could bring about an even bigger massacre than has already occurred, which would inevitably involve the deployment of American troops to stop it. President Trump should be worried about these Islamic extremists pretending to be allies of America. They are not.
