ICAO DGCA urges Asia-Pacific States to adopt ACI recommendations

Airports Council International Asia-Pacific & Middle East (ACI APAC & MID), the trade association representing over 600 airports, made strong recommendations at the 60th ICAO Conference of Directors General of Civil Aviation (DGCA) for Asia and Pacific regions in Sendai, Japan recently.
The Members of the Conference endorsed the ACI APAC & MID's recommendations and encouraged States to take appropriate steps for implementation.
ACI APAC & MID estimates that by 2053, airports in Asia-Pacific alone will handle 10 billion passengers annually—equivalent to today's total global traffic.
To prepare for this exponential growth, governments and regulators must introduce forward-looking policies and promote affordable air travel, while Airports should improve safety standards, strengthen climate resilience, and incorporate security-by-design from the beginning to prepare for this exponential growth.
Against the backdrop, ACI APAC & MID presented four papers advocating for smarter, safer, sustainable and connected airports.
Key areas included careful adaptation of ICAO SARPS, climate adaptation, easing travel barriers, and integrating security into design, all aimed at making airports future-ready.
Stefano Baronci, Director General of ACI Asia-Pacific & Middle East, said: 'Asia is already home to six of the world's fastest-growing markets, while countries like China, India, Indonesia, Japan, Vietnam, and Thailand are poised to enter the exclusive billion-passenger club. With over half of all new aircraft deliveries destined for this region and air traffic movements expected to hit 47 million by 2043, the challenge is not about growth but readiness. The DGCA Conference continues to provide a positive direction in the region's approach to airport development. We are pleased with the overwhelming support from states on our policy recommendations and the positive conclusions of the conference, which reflect a shared commitment of our industry.'
• Transposition of ICAO Annex 14 SARPs: ACI Asia-Pacific & Middle East cautioned against a one-size-fits-all model that may hamper operations and safety considerations. The paper highlighted efforts by ACI, ICAO APAC, and several States in developing the guidance for transposing Annex 14 Vol. I SARPs into national aerodrome standards. ICAO urged States to apply the guidance and provide feedback, and the conference fully endorsed the establishment of national aerodrome standards based on ICAO Regional Guidance.
• Climate Adaptation Guidance and Tools: ACI Asia-Pacific & Middle East introduced its Climate Adaptation Guidance, Risk Maturity Tool and Climate Risk Assessment Tool enabling airports to assess and mitigate risks from extreme weather events such as heatwaves, cyclones, and floods. The Conference adopted the recommendations and agreed to engage in regional collaboration to boost climate resilience.
• Barriers to Air Travel for Consumers (co-sponsored by IATA): ACI APAC & MID and the International Air Transport Association (IATA) jointly urged States and Territories to remove discriminatory taxes on aviation, consider the financial viability of airport operators when determining concession fees and simplification of visa processes to make travel more affordable and accessible.
• Enhancing Security with Appropriate Airport Design (co-sponsored by Singapore and the US): With support from Singapore and the USA, ACI APAC & MID reiterated its call to embed security into airport design through a "security-by-design" approach—ensuring the evolving requirements of security operations are addressed early to avoid costly retrofits and inefficiencies. The Conference fully endorsed the proposed action to integrate security considerations into the design of new and refurbished airport infrastructure.
As the region enters the new phase of growth, ACI APAC & MID remain committed to supporting airports and working with governments and industry stakeholders is making aviation continue to deliver social and economic benefits.

India's government plans to ban online games played with money, a proposed bill showed on Tuesday, in what would be a heavy blow for an industry that has attracted billions of dollars of foreign investment. Citing psychological and financial harm it says can be caused by such games, the Promotion and Regulation of Online Gaming Bill 2025 says that no person "shall offer, aid, abet, induce or otherwise indulge or engage in" the offering of online money games and such services. The 13-page bill, which has not yet been made public but has been reviewed by Reuters, describes an online money game as one played by a user by depositing money in expectation of winning monetary and other enrichment. The Indian market for such gaming is set to be worth $3.6 billion by 2029, venture capital firm Lumikai says. Endorsements by top Indian cricketers and other marketing efforts have boosted appeal and investor interest of real money gaming apps such as the popular fantasy cricket games operated by startups Dream11 and Mobile Premier League. Dream11 commands a valuation of $8 billion while Mobile Premier League is valued at $2.5 billion, PitchBook data shows. The Indian government has long been concerned about how such games are addictive. India's IT ministry, which has drafted the bill, did not immediately respond to a request for comment. MPL and Dream11 declined to comment. In fantasy cricket games on Dream11, users create their teams by paying as little as 8 rupees (10 US cents), with a total prize pool of 1.2 million Indian rupees ($14,000). The apps become more popular during the Indian Premier League season, one of the world's most popular cricket tournaments. The bill states that anyone who offers such money games could face a jail term of up to three years and a fine. "Such games often use manipulative design features, addictive algorithms ... while promoting compulsive behaviour leading to financial ruin," the bill said.

Egypt and Japan have signed 12 agreements and letters of intent in various strategic sectors during the Egyptian-Japanese Investment Forum, held on August 18th, in Yokohama, in the presence of Prime Minister Mostafa Madbouly, as per a statement. The agreements, announced on the sidelines of Madbouly's participation in the ninth Tokyo International Conference on African Development (TICAD 9), aim to boost bilateral investment, deepen local production, and enhance supply chains, exports, and trade with neighboring markets. The agreements covered sectors such as education, renewable energy, industry, infrastructure, tourism, logistics, and information technology. Among the most notable deals was an agreement between the Ministry of Education and Technical Education and the Tokyo Metropolitan Government to cooperate on technical and vocational education, alongside a separate partnership with Casio Middle East to support mathematics teaching. Additional agreements were signed with Yamaha Corporation to enhance music education in 100 schools and with Japanese company SPRIX to develop math and IT curricula modeled on the Japanese system. Amid persistent and heavy rains, life in India's financial capital of Mumbai has seemingly come to a standstill, with residents unable to travel through the city. The showers and consequent flooding have affected local trains – a critical mode of transportation for millions of commuters. People were seen wading through waist-deep waters and children have taken to swimming through waterlogged streets. Flight operations to and from the city were also heavily impacted, with FlightRadar24 showing extreme arrival and departure delays at Mumbai Chhatrapati Shivaji International Airport. Residents quickly took to the social media platform X to shares memes and jokes. Mumbai is highly vulnerable to flooding during the monsoon season due to its location, high population and strained infrastructure. Data from a weather station at Santacruz, on the western side of Mumbai, showed that this was the rainiest August in Mumbai since 2020, with 238.2 millimetres (9.4 inches) of precipitation in the 24 hours through 8.30am on Tuesday. The government has announced that schools will remain closed and residents have been advised to stay indoors and avoid unnecessary travel. A monorail train stopped on an elevated track between two stations due to power problems earlier this evening. More than 100 passengers were stuck for over an hour before emergency services started rescuing people on board through a broken window. The passengers climbed down ladders assisted by emergency personnel. 'Extremely heavy rainfall' is likely in many parts of the country, including Mumbai, until at least Wednesday, India's meteorological department said. There is a risk of flash floods in some areas of the city and its neighbouring districts, it added. The current monsoon season has been deadly across parts of Asia, with flash floods killing hundreds of people across India and Pakistan. Southern China and Hong Kong have also been drenched repeatedly in August.
