Arrow filled with drugs shot at Fayette County Jail

Uniontown police are investigating after an arrow filled with contraband appears to have been shot at the Fayette County Jail.
The Fayette County warden, John Lenkey, told KDKA-TV an investigation started late last week after jail staff found the arrow outside of the jail.
"Our staff was doing routine security perimeter checks around the institution and stumbled upon an arrow laying in the grass directly below one of our rec yard windows," Lenkey said. "When my staff first recovered it, we didn't really think much of it. It was just kind of weird."
Lenkey said it didn't take long to realize why it was there and what could be inside of it.
"We believe they tried to shoot the arrow. It's actually a bolt from a crossbow. It's an arrow, but they call it a bolt from a crossbow, and we speculate that they tried to shoot it through one of our rec yard windows while the inmates were in there so they could recover the bolt/arrow," Lenkey said.
He said his team did a sweep of the jail on the inside and outside and began going through surveillance footage.
"We have it (on video) where it struck either the window or the building, and it's falling from the air and we were able to screenshot an image of the arrow falling from top of the building, halfway down to the bottom, to the ground," Lenkey said.
Lenkey told KDKA-TV he believes multiple suspects are involved.
"We are thinking it was from a moving vehicle or a vehicle that paused, because it's not very far from the Route 21 to the facility," Lenkey said.
He said the windows of the jail are made of titanium and can't be penetrated. He said he believes the shooters missed the window based on a chip in the brick under the window of the jail.
"We are definitely taking this very serious, and we plan on pressing charges to the full extent we can," Lenkey said.
Lenkey said had the arrow made its way into the jail, it could have been life-threatening to inmates and staff.
"At a high rate of speed, that projectile, it's very dangerous. Not just because it contained contraband inside of the arrow but the arrow could strike an individual and death could be a factor or serious injury," Lenkey said.
Lenkey said he believes the suspects had been in communication with an inmate inside the jail to know where and when to shoot it.
"There was definitely someone inside and definitely someone outside corresponding to make this happen because this has to be done at a certain time when the inmates were actually out in the rec yard because if that arrow or bolt would have made it through and out there, our officers do rounds and inspect these yards constantly as they do rounds and it would have been noticed. So, the inmate had to be in there to recover it, or inmates," Lenkey said.
This isn't the first time inmates have tried to smuggle drugs into the jail.
In March, video shows inmates trying to reel in drugs from outside the jail building using headphone wires and an envelope.
Since then, Lenkey said the jail has strengthened security.
"I would like to remind them that this is a state-of-the-art facility with dedicated employees that is doing everything within our power and our knowledge to prevent instances of contraband getting in here," Lenkey said. "Our job here is to maintain safety and security. That's our biggest focus, is focus on security and the safety of the individuals that work here, along with the individuals that reside here."
What type of drugs were inside the arrow remains unknown.
"They have to be sent out to the lab and be tested. It appeared to be a white powdery substance. That's what it is. But as far as confirming what it is, we won't know that until it comes back from the lab," Lenkey said.
An internal investigation into the incident is ongoing.
So far, no charges have been filed.

A teacher in Montgomery County, Pennsylvania, is accused of assaulting two babies who were in her care at a day care in Oaks, officials say. Catalina Baldwin, of Phoenixville, was arrested Thursday and charged with aggravated assault and other crimes, Montgomery County District Attorney Kevin R. Steele's office said Thursday. Upper Providence Township Police began investigating the latest incident on July 9, when officers responded to a report of an unresponsive 7-month-old at Oaks Early Learning Center on Egypt Road, the criminal complaint says. Baldwin had been responsible for the baby, who law enforcement is identifying as SF, and two others in the infant room at the center. Around 10 a.m., Baldwin texted school director Christina Dolga, asking her to come to the infant room. Dolga said in an interview with police that she arrived in the room and found SF listless and unable to hold up her head. Upper Providence firefighters were at the center already for a program, so Dolga asked them to provide emergency care to the baby, who appeared to be having seizures. The baby was taken to Children's Hospital of Philadelphia in King of Prussia, where her medical team said she had bleeding in her brain and injuries to her brain, eyes and spine, the complaint says. She was flown to CHOP in Philadelphia for emergency surgery and remains hospitalized, according to the DA's office. The baby's parents say she was healthy and engaging when they dropped her off at the center that day. July 9 was her third day going to the day care. CBS News Philadelphia has reached out to Oaks Early Learning Center for comment. Baldwin told police there were no drops or falls involving SF on July 9, the criminal complaint says. CHOP's Child Protection Team said the baby's injuries were life-threatening and "appear to have been caused by traumatic force," according to the complaint. Detectives obtained Baldwin's cellphone records and found she had sent a text saying the baby "is a nightmare," the day of the incident. Upper Providence police also investigated another incident involving a baby at the day care earlier this summer. According to the criminal complaint, police received a report on June 2 about a 5-month-old baby girl who was admitted to CHOP in Philadelphia for an unexplained injury in her mouth. The baby, referred to as ECW in documents, had an injury under her tongue that made it difficult to eat and required a feeding tube, the complaint says. Baldwin and Dolga told the baby's mother during a meeting that the injury was from her putting a broken wicker basket in her mouth, but no one had seen her do it, the criminal complaint says. The baby previously had a bruise on her cheek, which the day care staff told her mother was from her rolling too quickly onto toys. The Child Protection Team at CHOP said ECW's injuries are unlikely for an infant of her age and development and that rolling onto a toy would not cause the injuries she had. Baldwin had sole care and custody of both of the babies when their injuries occurred, the complaint says. A preliminary hearing is set for Aug. 12.

Man charged with attempted murder in Philadelphia shooting that injured multiple people

A 33-year-old man was charged with attempted murder in a Philadelphia shooting that injured three other people on Sunday, police said. Police said on Thursday that Shomari Betancourt was charged with attempted murder, aggravated assault and other offenses in the shooting that happened at the intersection of Roberts Avenue and Stokley Street at about 5:30 a.m. on Sunday. Betancourt was also injured in the shooting. Police said he was taken into custody on Sunday after he arrived at Nazareth Hospital with a gunshot wound to his left arm. He was detained because of an active warrant for domestic assault, according to police. Police said a 26-year-old man was shot in the head and was placed in critical condition at Temple University Hospital. A 23-year-old man was shot in his right leg and was placed in stable condition. The third victim, a 33-year-old man, was shot in the face, police said. He arrived at Roxborough Memorial Hospital at around 6:15 a.m. The shooting was among several in Philadelphia over the weekend, when three people were killed and 15 others were wounded in shootings from Friday to Sunday. On Wednesday, five more people were shot outside a West Philadelphia rec center crowded with kids. Police are searching for multiple suspects in the shooting.
