Plans have been submitted for the conversion of a five-bedroom house to a house of multiple occupation (HMO) close to Wigan town centre.
Andrew Lyon, a director of Winstanley Property Ltd, based in the town, wants to turn the semi-detached property in Dicconson Street, Swinley, into an HMO for five people.
Details of the plan have been published on the council's planning portal and it has already prompted objections from neighbours, including the owner of the next door property, Paul Moorcroft.

Mr Moorcoft, 57, told the Local Democracy Reporting Service (LDRS): 'I am very worried about the house next door becoming an HMO as my home adjoins it and there is a high risk of anti-social behaviour. There are already too many HMOs in this area.'
Another neighbour is Yvonne Taylor, 56.
'I'm not happy about this at all,' she said. 'There are already enough HMOs in the area."
The Swinley area of Wigan is an 'Article Four' designated area, meaning all HMO conversions must get planning permission before they go ahead.
Sue Lawless, 59, is also a neighbour. 'Our houses back on to Bridgeman Terrace where there are three other HMOs close together, and there are others in this area,' she said. 'This used to be an area where families brought up their children, but they are fast disappearing.
'I understand shared living, I used to do it myself when I was a young person. We are not NIMBYs. But there are already a huge amount of HMOs in this area, which means the population is very transient - not a healthy situation.'
The planning application describes the house as three storeys high with private yard to the rear and off-street car parking for one vehicle.
'It is apparent that vehicles currently park directly in front of the property with on-street parking areas available,' it says. 'These are restricted to residential permit holders only, including the prospective occupants of the HMO, who would qualify for parking permits.
'There is time restricted on street short stay parking also available further down Dicconson Street.'
It said that the number of rooms had been kept to a minimum to ensure that the building is 'not over occupied' and provides adequate levels of amenity for potential tenants, including and refuse and recycling provision.
The works do not affect the external appearance of the building and there will be no effect on the character and appearance of the area.
It goes on: 'The maximum number of residents (up to five people) is proposed to be controlled by condition, as can the management of the facility to minimise amenity impacts.'

A council has been issuing around 100 fines a day on average to drivers for illegally using a bus gate. The Mill Road bridge bus gate in Cambridge was introduced on 11 March, banning vehicles except for buses, emergency services, taxis and blue badge holders' registered vehicles. A Freedom of Information request submitted by the Local Democracy Reporting Service shows more than 4,600 fines were issued in its first seven weeks. Councillor Alex Beckett, chair of Cambridgeshire County Council's highways and transport committee, said "nobody wants to fine people" but that the restrictions made Mill Road a "more enjoyable, safer place to visit". He said: "Mill Road is the centre of a community. We want it to be a more enjoyable, safer place to visit and to encourage more people to come into the area. "Reducing motorised through traffic and installing the bus gate will help achieve this." Anyone driving illegally through the bus gate can be issued with a Penalty Charge Notice of £70, discounted to £35 if paid within 21 days. Although fines were due to begin on March 11, enforcement was suspended for two days due to emergency work to fix a burst water main in the area, with fines starting on March 13. In the first seven weeks of the bus gate being fully operational, 4,677 fines were issued to drivers who breached the restrictions. In the first full week of its operation, commencing March 16, there were 857 fines issued. The highest number of fines issued in one week was in the week commencing March 30, when 887 fines were issued to drivers. Cambridgeshire County Council agreed last year to issue a Traffic Regulation Order (TRO) to install a bus gate on the bridge. This was the second time the authority agreed to issue a TRO after the first was quashed following a legal challenge. The restrictions created under the TRO closed the bridge to all motor vehicles. There were exemptions for local buses, taxis, emergency services, blue badge holders registered vehicles, vehicles in a disabled tax class, and vehicles on the council's permitted vehicles list. Those who fit into one of the categories still have to apply to the county council for a bus gate exemption. Pedestrians and cyclists were also still allowed to continue to cross the bridge. The county council put in place a formal warning period at the start of the year, issuing warning PCNs to drivers who breached the bus gate restrictions, but not actual fines. A mill village on an "ale trail" could experience more anti-social behaviour if a bar is allowed to open later, an objector has said. Empire House in Slaithwaite, near Huddersfield, has applied to Kirklees Council to extend the hours it sells alcohol by an hour and trade until 23:00 BST seven days a week. The business is a workspace during the day and operates as a bar in the evenings, but an objection to the proposal has now been submitted on public safety grounds. The member of the public said the village was facing "considerable difficulties" caused by late-night drinking already. The current licence was first granted by the council in 2021, with representations expressing concern for public nuisance heard at the time, according to the Local Democracy Reporting Service. The applicant said the later trading option would only be invoked from Thursday to Sunday and "very rarely" during the rest of the week. The proposal has to be determined by Kirklees Council's licensing committee because of the objection being submitted. The opponent claimed that the community was facing problems particularly relating to the "ale trail" and large groups of "boisterous drinkers" congregating on Station Road. "We are deeply concerned that extended drinking hours could correlate with a discernible rise in alcohol-related anti-social behaviour such as audible profanities which we have previously experienced," the comment stated. "Such a development would directly undermine public safety within our community, creating an environment of increased fear and insecurity for residents." A police officer has been dismissed and handed a suspended prison sentence after attempting to initiate a sexual relationship with a vulnerable woman involved in a case he was investigating. PC Jody Lathwell, formerly of Northamptonshire Police, was leading an investigation into serious offences when he tried to contact the woman via LinkedIn in November 2023, a misconduct panel heard. The woman had made it clear she was vulnerable following an alleged abusive relationship. The hearing report stated: "The suspect believed that the former officer's motive in carrying out the investigation was the inappropriate interest in the complainant." The 44-year-old, from Bletchley in Milton Keynes, was suspended from duty while the force's Counter Corruption Unit carried out an investigation. He was later charged with two counts of misconduct in a public office and pleaded guilty to one of the charges at Northampton Crown Court on 17 April. The other charge was ordered to remain on the file. On 28 May, he was sentenced at the same court to 32 weeks in prison, suspended for 18 months He was also ordered to carry out 100 hours of unpaid work and complete 25 Rehabilitation Activity Requirement days. During the investigation, Lathwell said he was "in a bad place" at the time. According to the Local Democracy Reporting Service, the court was told in mitigation that Lathwell had been a police officer for just over a year. However, the misconduct panel concluded that this offered "little insight into the mindset of seeking out sexual interactions with a person who had reported a serious sexual offence to him". The hearing found that, although Lathwell did not contact the woman directly, he exchanged sexually explicit messages with a LinkedIn account he believed belonged to her. That account was later found to be controlled by the suspect in the same investigation. He did not attend the gross misconduct hearing at Northamptonshire Police force headquarters but admitted the allegations through a representative. Chief Constable Ivan Balhatchet ruled that dismissal without notice was the "only appropriate outcome that would provide reassurance to the public". Deputy Chief Constable Ash Tuckley added that the officer's actions "fell well below the high standards" expected. Lathwell has also been added to the police barred list.
