Punjab cabinet approves industrial plots' conversion

The Punjab cabinet on Thursday approved significant amendments to the state's conversion policy, enabling the conversion of industrial plots into hospitals, hotels, industrial parks, and other permitted uses. Industrial associations had raised concerns about certain restrictive conditions in the 2021 policy. In response, a committee reviewed the requests from industrialists and proposed a set of changes applicable to freehold plots. As per the revised policy, a conversion charge of 12.5% of the industrial reserve price will be levied. (HT File)
A decision to this effect was taken during a meeting of the Council of Ministers held at the chief minister's official residence.
Disclosing this here on Thursday a spokesperson from the chief minister's office said that earlier conversion policies were introduced in 2008, 2016, and 2021. However, industrial associations had raised concerns about certain restrictive conditions in the 2021 policy. In response, a committee reviewed the requests from industrialists and proposed a set of changes applicable to freehold plots. As per the revised policy, a conversion charge of 12.5% of the industrial reserve price will be levied.
Approval for conversion of leasehold industrial plots/sheds to freehold
The cabinet also approved a policy for converting leasehold industrial plots and sheds into freehold ones, particularly for plots managed by PSIEC. These plots and sheds, originally allotted on a leasehold basis, included complex clauses related to transfer, leading to complications in property transactions. The new policy aims to streamline industrial estate management, enhance ease of doing business, and reduce litigation and uncertainty among allottees. Additionally, this conversion is expected to generate additional revenue for the state.
Amendments to MSE Facilitation Council Rules–2021
The cabinet approved amendments to the MSE Facilitation Council Rules – 2021 under the MSME Development Act, 2006. At present, district-level micro and small enterprises facilitation councils function under the chairpersonship of the respective deputy commissioners. However, delays were noted in the execution of awards related to delayed payments under the Act. In line with Government of India guidelines, a mechanism will now be created for the recovery of such awards as arrears of land revenue under the Punjab Land Revenue Act, 1887.
The cabinet approved amendments to the service rules governing junior engineers (JE) (Group-B) in the Punjab water resources department. While 15% of JE posts are reserved for promotion, 10% of these are filled from among junior draftsmen, surveyors, work mistris, earth work mistris, and others. Now, canal patwaris and revenue clerks who hold the required qualifications (i.e., a diploma or degree in civil, mechanical, or electrical engineering from a recognised institution) and relevant experience will also be eligible under this quota.
Approval to merge various directorates under dept of finance
The cabinet approved the merger of various directorates under the department of finance. The directorates of small savings, banking & finance, and lotteries will be merged and renamed as the directorate of small savings, banking, and lotteries. DPED and DFREI will be merged and renamed as the directorate of public enterprises and financial resources. The directorates of treasury & accounts, pensions, and NPS will be merged into a single entity: Directorate of treasury & accounts, pension, and NPS. This restructuring is expected to save the state approximately ₹ 2.64 crore annually.
The cabinet also gave consent for the creation of new posts for the state SNA treasury established in Chandigarh, in accordance with Government of India guidelines.

The Haryana government on Thursday approved a new Land Purchase Policy for 'Development Projects, 2025' for buying land voluntarily offered to government departments, boards, corporations and government companies for development projects. An official spokesperson said that the new policy will provide a platform to landowners and prevent distress sale of land. The spokesperson said that the landowners can participate in decision making of the government projects by offering their lands and getting optimum price of the same. Policy relaxed for battle casualties' kin The cabinet relaxed the time-bar condition in the compassionate appointment policy for dependents of Haryana's battle casualties. Earlier limited to three years from the 2014 policy start, the relaxation will benefit eight pending cases. Eligible dependents can now be appointed to Group B, C, or D posts based on eligibility. Travel allowance for former MLAs Every former MLA in Haryana will now receive up to ₹ 10,000 monthly as special travel allowance for journeys across the country. The cabinet approved this via an amendment to Section 7-C of the Haryana Legislative Assembly (salary, allowances, and Pension of Members) Act, 1975. Haryana ACB renamed The cabinet approved renaming the Anti-Corruption Bureau as the 'State Vigilance & Anti-Corruption Bureau, Haryana,' to better reflect its expanded role and mandate. More casual leaves for women staff All regular female state employees in Haryana will now get 25 casual leaves annually, up from the earlier 20. Compensatory leave for Group C, D staff The Cabinet amended leave rules allowing Group C and D employees compensatory leave for working on notified holidays. It must be used within a month, or within 15 days if the earlier request is denied. The leave can be clubbed with holidays or station leave. HRA for families of deceased staff Under new rules, families of deceased government employees can receive house rent allowance (HRA) for two years post-demise or retain official accommodation for the same period at standard rates. The HRA will not be paid if housing is surrendered voluntarily before the period ends. Commuted pension restored after 15 years The cabinet amended pension rules allowing restoration of the commuted portion of pension after 15 years of retirement. This brings Haryana's pension policy in line with long-standing demands from pensioners and ensures financial relief in later retirement years. Royalty on minerals doubled Royalty on stone has been raised from ₹ 45 to ₹ 100 per tonne, and on sand from ₹ 40 to ₹ 80 per tonne. The findings reveal that Tier-III cities and beyond now contribute nearly 62% of total new insurance business in the current fiscal year, signalling a dramatic decentralisation of India's insurance growth story. Once considered peripheral markets, smaller towns are rapidly emerging as the real growth engines of Digital Bharat, a transformation propelled by the success of UPI, expanding digital payment infrastructure, and deepening internet penetration. Most UPI transactions now originate from non-metro regions, indicating a high level of digital adoption and financial participation. Probus notes that this is not a temporary or seasonal trend, but a consistent pattern of growth observed over the past three consecutive fiscal years – rising from 58% to 62%, reflecting a sustained upward momentum. In FY2024-25 alone, the Motor Insurance segment registered the highest growth at 25.6%, fuelled by rising awareness, digital accessibility, and a strengthened PoSP (Point-of-Sale Person) network. Local distribution models, especially those built on app-based onboarding, regional language interfaces, and education-first selling, have played a key role in bringing insurance products closer to underserved consumers. What was once a passive, compliance-driven purchase is now increasingly seen as a proactive financial planning tool in Tier-III cities and beyond. The report also highlights strong momentum across insurance verticals for FY 2024-25 compared to FY 2023-24, with life insurance premiums growing by over 60% in fresh policies. Non-life insurance premiums, led by motor, health, and SME segments, showed significant growth, with SME insurance emerged as the fastest-growing segment in FY 2024-25, registering a 112% increase.
