New pension rules for PSU employees: Key things to know

New pension rules for PSU employees: Key things to know

India Today29-05-2025

The central government has amended pension regulations that could have major implications for employees who move from government departments to public sector undertakings (PSUs). Under the newly notified Central Civil Services (Pension) Amendment Rules, 2025, any PSU employee dismissed or removed after absorption due to misconduct could forfeit their PSU-related benefits and pension entitlements earned during their earlier government service.advertisementThe change, incorporated under Rule 37(29C) of the CCS (Pension) Rules, 2021, marks a toughening of the disciplinary framework.
Previously, employees absorbed into PSUs retained pension benefits from their time in government service, even if they were later dismissed from the PSU. That protection is now gone. The revised rule states that if an absorbed PSU employee is terminated for misconduct, their entire pension, both from PSU service and previous government service, can be forfeited. However, such decisions will not be absolute. They must undergo review by the administrative ministry responsible for the concerned PSU, adding a layer of checks and balances to the process. The rules also align PSU dismissals with the standards applied to government employees under Rules 7, 8, 41, and 44 of the CCS Pension Rules, ensuring consistency in how disciplinary actions impact retirement benefits.advertisementThis amendment applies to employees who were initially appointed to government service on or before December 31, 2003. It is being seen as an attempt to reinforce accountability among PSU staff, signalling that misconduct at any point in an employee's career can have long-lasting financial consequences.Legal experts suggest the move could lead to a more disciplined approach within PSUs, but it also raises the stakes for employees who may face disciplinary action long after leaving government service.

Edu min's move on teacher transfers triggers controversy

Jaipur: Education minister Madan Dilawar has asked all MLAs in state to recommend up to 70 names for teacher transfers from their constituencies, triggering controversy and drawing objections from govt school-teachers. However, the initiative appears to contradict a department of personnel circular issued in May 2000. The circular explicitly warns that seeking political influence for service-related matters amounts to misconduct. It cites Rule 24 of the Rajasthan Civil Services (Conduct) Rules, 1971, which prohibits govt employees from exerting political pressure on superiors. Teachers and critics argue that the process undermines transparency and violates established norms. Some MLAs have publicly directed teachers via social media and official notices to appear with Aadhaar cards at designated spots by June 13. Several Rajasthan MLAs, including Sapotra MLA Hansraj Meena, have invited applications for teacher and staff transfers via social media, sparking concerns over transparency and rule violations. Karauli MLA Darshan Singh Gurjar and Dausa MLA Rambilas Meena also issued similar calls through social media or official letters. The move has drawn criticism from teacher associations. Vipin Prakash Sharma, president of Rajasthan Primary and Secondary Teachers Association, said, "The govt promised a transparent transfer policy in its manifesto, but this is the first time political leaders are inviting applications from employees through social media. OBC block cleared, revised lists out

Kolkata: The state govt has published the revised OBC lists in a gazette notification, clearing the legal bottlenecks for the school and college admission process. Jadavpur University arts faculty admission committee held a meeting on Friday, where it was decided that the admission process would begin on Wednesday. "The notification will be published on Tuesday, and students can start applying to arts courses from Wednesday until July 2. All arts departments, except philosophy, sociology, and Sanskrit, will conduct admission tests between July 14 and 18. Admissions will be around the first week of Aug, and classes will start either in the second or third week of Aug," said a teacher. JU was scheduled to start its admission process on May 19 but kept its UG admission in abeyance until further notice due to an OBC reservation-related dispute. A member of the arts faculty admission committee said, "The OBC-related complication has been sorted as the gazette notification has been published. So, we decided to open our portal and start admission for arts subjects." JU doesn't fall under the centralized admission portal and conducts its own admission test. Sources said the science faculty might hold their admission committee meeting on Monday to decide on the UG admission to science subjects. Calcutta University, however, is yet to take a call. CU registrar Debasis Das said, "We are still waiting for final approval from the BCW to start the admission procedure for our in-house courses. The admission procedure for our affiliated colleges will be through the centralised portal." Ex-Judge Ashim Kumar Banerjee, state commission for backward classes chairperson, said, "Our job is to identify communities and recommend their reservations under OBC category for mainstreaming." Cognizant CEO Ravi Kumar's annual salary rises to Rs 70 crore for fiscal year 2024 whereas target compensation is much higher, it is…

(Image: cognizant) New Delhi: The annual salary of Cognizant CEO Ravi Kumar jumped to Rs 70 crore ($8.2 million) for the fiscal year 2024. This information was mentioned in the company's recent filing with the US Securities and Exchange Commission (SEC). However, according to Cognizant's proxy statement, despite the raise, Kumar's realised compensation was lower than the target compensation of Rs 137 crore ($16.1 million) for 2024. The shortfall was due to Kumar's Performance Share Unit (PSU) grants, which are yet to be vested. Consequently, Kumar's earnings in 2024 primarily comprised of base salary, Annual Cash Incentive (ACI) and quarterly vestings of Restricted Stock Units (RSUs), said Cognizant as reported by NDTV. 'The Compensation Committee determined that Kumar's target direct compensation for 2024 should be increased to $16,100,000 (11% increase vs. 2023) to reflect his performance in his first year as CEO and to better align his target compensation with CEOs in the 2024 peer group, taking into account compensation trends for CEOs,' read the statement by company. While Kumar's compensation stood at $22.6 million in 2023, it was boosted by a significant one-time equity award granted at the time of his appointment. ' Kumar's realised compensation was significantly lower than his target direct compensation primarily because his 2024 PSU grants are scheduled to vest, subject to the satisfaction of performance criteria, in future periods,' said Cognizant. Cognizant's CEO-to-median employee pay ratio stood at 378:1 in 2024, according to the company's filing. This means Kumar earned 378 times more than the median Cognizant employee, reports NDTV. It further says that as of December last year, Cognizant employs about 336,800 people worldwide, including 241,500 in India and 42,800 in North America. Despite the dip in realised earnings, Kumar's compensation package reflects a steady rise in his salary, making him one of the highest-paid executives in the country. Kumar, who pursued engineering at Shivaji University, Kolhapur, followed by an MBA from Xavier Institute of Management, Bhubaneswar, has previously worked at Infosys, where he served as president from 2016 to 2022.
