New Delhi: In a bid to address space constraints amid rising demand for school admissions, the Central Board of Secondary Education (CBSE) has amended its affiliation norms to allow section expansion based on built-up carpet area rather than land size. According to information available on CBSE's website, the board has 30,984 affiliated schools.(Representational Photo/REUTERS) The move came after the board received feedback from schools facing functional difficulties to increase additional sections beyond the permissible limit even when there is a demand for new admissions. Due to the paucity of the available seats in the neighbourhood schools, the children may be required to travel long distances for attending schools impacting their health and overall social and psychological development and sense of belonging, CBSE said in its circular. The move is expected to ease admission pressure, reduce long student commutes, and align with the National Education Policy (NEP) 2020's goals of equitable access and neighbourhood schooling, officials and school principals said. The changes notified in a circular on Thursday will apply to all existing and newly affiliated schools, excluding foreign schools. Until now, the maximum number of sections a school could run was determined by the total land area available, often limiting expansion in densely populated urban areas. Under the revised rules, schools can now add three additional sections for every 400 square metres of built-up area beyond the base requirement. Under the old CBSE affiliation rules, the number of sections a school could run was based on its total land size, regardless of how much of that land was actually built upon. However, under the new rules, the focus has shifted to the built-up carpet area— the actual enclosed, usable academic space. Under the earlier CBSE affiliation rules, the number of sections allowed for Classes 11 and 12 combined was capped at one-third of the total number of sections running in the school. However, under the new rules, the number of sections for Classes 9, 10, 11 and 12 is capped separately, with each level allowed a maximum of one-fourth of the total number of sections running in the school from Balvatika to Class 10 or 12, respectively. This number is then rounded up to the next higher even number and distributed equally between the two classes at each level. The land area shall be utilized only for the purpose of deciding the category of the schools, that is branch school, middle school, secondary and senior secondary level school. Despite the shift in section criteria, the national board has retained the cap of 40 students per section to ensure quality education and adequate infrastructure. The new policy also mandates certification of the built-up area by local bodies or licensed architects and outlines minimum infrastructure requirements, including libraries, labs, and activity rooms, for every 48 sections. 'The number of sections and students shall be restricted as per the actual facilities in the school. The number of sections shall be restricted in accordance with above with built-up carpet area units scaled down to 400 square meters – 3 sections for every 400 square meters thereafter school shall create additional infrastructure like laboratories, library, indoor game room and other activity rooms beyond every 48 sections,' CBSE said. Sudha Acharya, the principal of ITL Public School, Dwarka in New Delhi said the new rules will benefit schools. 'We had to refuse admission to students due to cap on sections and classroom strength of 40 students. It is a welcoming change and now schools will be able to add more sections to give admission to more students,' she said The reforms were based on stakeholders feedback and recommendations from a CBSE-appointed committee, and were ratified by the board's governing body in June 2025. The move also aligns with a Supreme Court order from February 2025, which emphasized compliance with Model Building Bye-Laws (MBBL) 2016 for school infrastructure. 'We got representation from officials of more than 1500 schools across the country. We formed a committee and now have come up with new reforms for schools. Earlier there were restrictions on height [Flooring] of schools but now we have said that heights of schools will be based on local bye-laws. Now, schools can expand in line with state government laws. They can add new sections in their new floors and admit more students as per the demand,' CBSE secretary Himanshu Gupta told HT. According to information available on CBSE's website, the board has 30,984 affiliated schools. Last week, CBSE in a circular allowed the cap size to be increased to 45 students per section in exceptional situations—such as mid-session transfers, students repeating a year. In February CBSE introduced new rules allowing schools already affiliated with the board to set up 'branch schools' with classes from Balvatika to Class 5 in a bid to address the issue of shortage of space. Schools affiliated with CBSE can apply to establish branch schools, within the same city as the main school, from the 2026-27 academic session.

A Kenyan court has ordered the exhumation of bodies suspected to belong to people who were starved and suffocated in a religious cult ritual around two years ago, leaving at least 400 people dead. According to a Reuters report, bodies are believed to be buried in shallow graves on the outskirts of the coastal city of Malindi in Kenya, where the cult's headquarters was previously located. Paul Mackenzie, a pastor from Kenya, was at the centre of one of the all-time worst cult-related incidents. In April 2023, a tip-off to the police helped arrest Mackenzie and resulted in his Church Good News International organisation's 800-acre estate in Shakahola forest being searched. Authorities initially recovered around 80 bodies from shallow graves. Most showed signs of death by starvation, while a few had signs of asphyxiation or loss of oxygen. Some surviving members of the church were also found in weak condition. Mackenzie was a taxi driver-turned-Evangelical preacher who had been a religious leader for two decades. The New York Times reported in 2023 that, unlike Roman Catholic or Anglican churches, which are governed by hierarchies and rules, many evangelical churches in the East African country are 'run by independent preachers who have no oversight'. A blogspot website of the pastor stated that Good News International was established 'to nurture the faithful holistically in all matters of Christian spirituality as we prepare for the second coming of Jesus Christ through teaching and evangelism.' It mentioned their TV show titled 'End Time Messages', which would broadcast 'God's word based teachings, preaching and prophecy on end times… to bring the Gospel of our LORD Jesus Christ which is free of deceit and man's intellect.' Subsequently, Mackenzie established a sprawling campus in the Shakahola forests near Malindi. With his show and YouTube videos, Mackenzie's popularity rose. In the most extreme sign of their total belief in his views, he told his followers that the world was going to end soon and Satan would rule for the next 1,000 years. He ordered them to starve themselves and their children to death so they could meet Jesus in heaven instead, the victims' relatives said. A deadly end Mackenzie is said to have had a three-stage plan, first involving the deaths of children, then women and then himself, along with men. Mackenzie denied that he told anyone not to eat, investigators said in 2023. Reuters also found that four relatives of those who died said he would cut off his followers from their families and society through his extreme teachings. 'Education is evil…Children are being taught lesbianism and gayism in school curriculums,' he said in one video from March. Earlier in 2017, the compound was searched by authorities, and they found 43 children living there without attending school. In 2019, too, the authorities ordered Mackenzie's church to shut down, police said, prompting his relocation to the Shakahola forest. In March 2023, a local man told police that his brother and his wife had starved their children to death in the forest on Mackenzie's orders. Officers searched and found the bodies, after which Mackenzie was arrested, but a magistrate freed him on bail. This only sped up his plans – he returned to the forest and told his followers that the world would end on April 15 instead of August. On April 13 that year, police acted on a tip-off and returned to the forest, eventually finding the bodies. What comes next Mackenzie, who faces charges of murder and terrorism, denies the accusations against him. Kenyan President William Ruto in 2023 said that the government would form a judicial commission of inquiry to establish why Mackenzie's alleged activities were not detected earlier. He was criticised not just for his handling of the incident, but also for allegedly being reluctant to act quickly because of his own strong religious views and those of his wife, Rachel, who is also an evangelical preacher.

India's record-breaking blackout On July 30 and 31, 2012, India experienced the largest blackout in world history — two consecutive days of nationwide grid collapse that plunged more than 600 million people into darkness, representing nearly half the nation's population and approximately 9 per cent of the global population at the time. The blackout began at 02:33 am IST when a cascade failure initiated in the Bina-Gwalior-Agra 400 kV transmission line, which short-circuited and disconnected critical load pathways in the Northern Grid. A second, far more catastrophic collapse occurred around 01:00 pm IST, impacting not only the Northern Grid but also the Eastern and North-Eastern grids, thereby encompassing 22 of India's 28 states. This event stranded communities in Bihar, Jharkhand, West Bengal, plus northeast states like Assam and Tripura. The blackout affected up to 620‑680 million people, a record unmatched globally. A core driver was chronic overdrawing of electricity by states exceeding their drawal schedule — Uttar Pradesh, Punjab, Haryana, Rajasthan, and Uttarakhand notably ignored dispatch guidelines. These overruns destabilised system frequency and triggered automatic shutdowns across transmission lines. Over 300 intercity trains stalled for hours; the Delhi Metro halted all train operations, leaving passengers stranded underground for up to five hours before emergency evacuation. Traffic lights failed, resulting in gridlock in major cities. Airports including Indira Gandhi International Airport ran on backup power but operations severely slowed. Small businesses and offices without backup systems were forced to close. While some industrial players — steel mills, refineries, factories — used captive power, the overall disruption eroded productivity and investor confidence. The Indian power grid, comprising five regional grids (Northern, Eastern, North-Eastern, Western, Southern), relied heavily on a few interconnection channels. File Image/Reuters India's electricity demand in 2012 exceeded supply by 9-10 per cent, exacerbated by a weak monsoon that reduced hydroelectric generation (hydro accounts for approximately 12 per cent of total output) while simultaneously increasing agricultural electricity needs for irrigation. Additionally, around 25-27 per cent of generated electricity was lost to theft or transmission/distribution inefficiencies. The Bina-Gwalior line's protective relay malfunctioned under overload, disconnecting crucial pathways. The Government of India's Ministry of Power quickly set up a seven-member Enquiry Committee, chaired by SC Shrivastava, which submitted its report by August 16. Restoration to full service extended to August 1 in some states through coordinated load sharing and emergency diesel generators. Post-blackout reforms were sweeping: Upgrading State Load Dispatch Centres and enforcing strict drawal schedules, Penalizing defaulting states and strengthening grid discipline enforcement, Enhancing oversight by the Central Electricity Regulatory Commission (CERC) and Power Grid Corporation of India, Launching smart grid pilot programmes, digital control systems, and automatic frequency restoration mechanisms. The federal government also accelerated a US$400 billion infrastructure reform plan, adding generation capacity and improving transmission resilience. But the 2012 blackout remains the starkest benchmark of systemic failure. Witnesses reported 38 deaths (34 Black freedmen and four white Republicans) and over 146 injuries, though unofficial counts estimated up to 200 deaths and even more wounded.
