Supreme Court halts action against older vehicles in Delhi-NCR

The Supreme Court on Tuesday issued an interim order directing that no coercive action be taken against owners of
End-of-Life Vehicles (ELVs)
— diesel vehicles over 10 years old and petrol vehicles over 15 years old — operating in Delhi-NCR.
A Bench comprising Chief Justice of India BR Gavai and Justices K Vinod Chandran and NV Anjaria was hearing a plea by the Delhi government seeking a review of the court's 2018 order prohibiting such vehicles from plying in the national capital and adjoining National Capital Region areas.
Issuing a notice on the Delhi government's application, returnable within four weeks, the Bench ordered that, in the meantime, no coercive steps be taken against the owners on the ground that their vehicles have crossed the specified age limits.
Delhi Government seeks scientific review
In its plea, the city government has requested the top court to direct the Central government or the Commission for Air Quality Management (CAQM) to conduct a comprehensive scientific study. The application argued that the study should assess the actual environmental impact of the age-based ban and evaluate whether the measure contributes meaningfully to air quality improvement in Delhi-NCR.
The plea called for re-examining the effectiveness, feasibility, and fairness of the restriction, suggesting an emission-based regulatory framework that considers individual vehicle emissions and roadworthiness rather than relying solely on age.
'The current approach mandates collective compliance, without distinguishing between heavily polluting and well-maintained, low-use vehicles,' the application stated.
Impact on citizens and BS-6 vehicles
The Delhi government urged the court to allow all fit and non-polluting vehicles to operate in Delhi without an age limit, as is followed in the rest of the country. It said the existing directive causes hardship to middle-class citizens who depend on such vehicles for limited but essential transport needs.
It further noted that BS-6 vehicles emit fewer pollutants than BS-4 models and that many vehicles affected by the ban are well-maintained, meet emission norms, and are used infrequently, leading to minimal actual emissions.

Pirro, who took over as the city's chief federal prosecutor earlier this month and is a close Trump ally, stressed that her office will continue to prosecute violent crimes and weapons trafficking cases involving rifles or shotguns. Handgun cases, which make up the majority of gun-related prosecutions in D.C., are also unaffected. In a statement, Pirro was quoted by the Washington Post as saying that the District's ban on carrying rifles and shotguns conflicts with Supreme Court rulings that have expanded gun rights, notably District of Columbia v. Heller (2008) and New York State Rifle & Pistol Association v. Bruen (2022). Both decisions held that restrictions not grounded in US historical tradition cannot stand. 'President Trump and I remain fully committed to prosecuting gun crime,' Pirro said. 'But we will do so in ways consistent with the Constitution and the laws of the land.'

Prakash clarified that Kumar's name did not feature in the Warisaliganj constituency's rolls — in the 2024 summary revision, the 2025 supplementary list, or the August 1 draft. While other family members were transferred between polling stations 9 and 10, Kumar's name was absent throughout. He added that Kumar's name never appeared in the deleted electors' list displayed at booths under Supreme Court orders. Although present when the booth-level officer affixed the list, Kumar did not file any objection or Form-6 request despite being asked to do so. 'If he submits Form-6 with the required declaration, his name will be included as per rules,' Prakash said. Vedanta share price declined on Wednesday following a media report of multiple setbacks to the company's demerger plan. Vedanta shares fell as much as 2.56% to ₹ 438.55 apiece on the BSE. According to a report by business news channel CNBC TV-18, the National Company Law Tribunal (NCLT) has deferred hearing on the group's proposed demerger to September 17, after the central government raised 'serious objections.' The government argued that the scheme involved concealment of key details, inflated revenues and concealed liabilities, which could impair the recovery of dues, CNBC-TV18 reported. In parallel, the Securities and Exchange Board of India (SEBI) has flagged Vedanta for modifying its demerger scheme after receiving a No-Objection Certificate (NoC) from SEBI and stock exchanges. The regulator termed the move a 'serious breach' of its master circular and issued an administrative warning to Vedanta, the report added. Meanwhile, in another development, the Supreme Court (SC) has dismissed a plea by the Vedanta Group seeking additional compensation for its Punjab-based Talwandi Sabo Power project. Talwandi Sabo Power Ltd (TSPL), a wholly-owned subsidiary of Vedanta, had filed a petition before the Supreme Court challenging the entitlement to Foreign Trade Policy benefits on account of mega power status. The company had approached the apex court challenging the withdrawal of 'deemed export' benefits and sought higher compensation. The Supreme Court on, August 19, upheld the Appellate Tribunal for Electricity's (APTEL) order, ruling that Talwandi Sabo was never legitimately entitled to such benefits. This effectively closes the door on any additional financial relief from the project. 'We have taken note of the Hon'ble Supreme Court judgment and we are reviewing the judgement and evaluating the next steps, including legal options available to us,' Vedanta said in a regulatory filing on August 20. Earlier, the National Company Law Tribunal (NCLT) had also rejected the proposed demerger of Talwandi Sabo Power Ltd. The SC ruling effectively closes the door on additional financial inflows from Talwandi Sabo, tightening the company's legal and financial options. At 1:05 PM, Vedanta share price was trading 2.40% lower at ₹ 439.30 apiece on the BSE.
