‘Beyond comprehension': The massive blind spot in NSW's health funding

Beasley said the failure to embed prevention into the health system despite repeated evidence and recommendations was 'beyond comprehension'.
'So, too, is how we have allowed NSW public hospitals to have so many patients in wards for extended periods of time beyond any need for acute care to be provided to them, many of whom are elderly Australians who could and should be cared for in aged-care facilities,' he said.
Beasley scolded Australian governments for not imposing a sugar tax, describing this as a 'monumental failure' amid rising obesity rates.
The report recommended that preventative healthcare be made a whole-of-NSW government priority and tasked the state government with delivering primary care and aged care in communities that lacked access to either.

'For a health system to function as we would want it to, primary care cannot be allowed to wither. If that happens, we will pay for it in worse health outcomes and poorer population health,' Beasley said.
Access to Commonwealth funding streams 'should clearly be pursued by the NSW government', but delivering care 'should not await the outcome of those intergovernmental discussions', the report said.
The report backed health economist Stephen Duckett's view that there had been a 'collapse of workforce planning' in Australia's healthcare system, which relied on internationally trained doctors and nurses because 'we have not grown and trained our own', a shortage of GPs, psychiatrists, radiologists, nurses and midwives, which hit regional and rural areas hardest.
He noted NSW Health staff had not had a significant pay rise for more than a decade, and suffered from high levels of burnout.
'Some, I suppose, might regard this as a 'woke' topic. It is not,' Beasley said. 'Workforce stress, fatigue, and burnout are serious issues, and particularly so in a public health system.
'It is not the task of this special commission to determine pay rates or other award conditions for workers in the NSW Health system. It is a fact, though, that many no longer share income parity with their counterparts in other states.'
But the commission outlined a scaffold for an award reform process conducted by the Industrial Relations Commission, which the Health Services Union has welcomed.
The Special Commission of Inquiry was an election promise by the Minns government in response to the HSU's calls for a royal commission-style inquiry into the sustainability of the NSW Healthcare system.
Health Minister Ryan Park said the government will consider the findings.
'The NSW health system is one of the highest performing in the world, supported by the most talented and dedicated clinicians and workers,' Park said. 'It doesn't mean that we don't have our challenges, and it doesn't mean we can't find more ways to improve.'
Health Services Union secretary Gerard Hayes said NSW had the opportunity to fundamentally shift the healthcare system 'from costly emergency and surgical intervention to allied and preventative care [which] will save money and improve people's health, which is not only good for individuals but the wider community'.
NSW Health Secretary Susan Pearce welcomed Beasley's characterisation of the health workforce as 'NSW Health's greatest asset', and acknowledged 'the longstanding recruitment issues, particularly in regional, rural and remote areas'.

The ASX 200 index dropped 63.10 points or 0.70 per cent to 8,896.20 while the broader All Ordinaries fell 59.70 points or 0.65 per cent to 9,173.80 The Australian dollar slipped 0.14 per cent to 64.85 US cents. Seven of the 11 sectors ended higher but a slump in the healthcare sector led to the market downturn. Healthcare stocks fell 8.73 per cent, led by CSL shares which slumped 16.89 to $225.50 its biggest ever one day fall, despite reporting underlying profits were up 14 per cent to $3.3bn. This was a fall of around $21bn in market cap. Shares plunged in the healthcare giant after it announced it would cut 3000 global roles costing $770m initially before helping the business save $500m-$550m over three years. CSL also announced its intention to demerge its influenza prevention vaccines-focused unit known as Seqirus into a separate ASX-listed business in 2026. It will also combine the commercial and medical operations of its core blood plasma and iron deficiency businesses into one unit. eToro market analyst Josh Gilbert said while the restructuring comes with a sizeable one off cost, the move is expected to sharpen the group's focus on its high-growth plasma and kidney care business. 'For investors, the view here is that CSL is trying to create a clearer business structure and improve investor returns. However, markets hate uncertainty, and this shake-up brings plenty of it,' he said. 'These are huge changes that come with execution risk, and in my view, the market will react poorly to the news short term.' Australia's second-biggest company BHP jumped 1.57 per cent to $42.12 after the business delivered its latest financial update. The company reported underlying profits of $US10.2bn ($A15.7bn), a 26 per cent fall compared with last year. Revenues came in at $US51.3bn ($A79bn), an 8 per cent fall in 2024. Despite falls in revenue and earnings, chief executive Mike Henry called the results 'a strong performance'. 'FY25 was another strong year for BHP, marked by record production, continued sector-leading margins and disciplined capital allocation,' he said. 'Safety remains our highest priority and we achieved year-on-year improvements across key metrics.' Shares in iron ore rivals Rio Tinto and Fortescue were down 0.22 and 0.15 per cent respectively. Financials were a brighter spot, with all four banks gaining. CBA added 0.51 per cent to $171.05, Westpac gained 0.65 per cent to $37.31, NAB jumped 0.77 per cent to $40.54 and ANZ finished 0.61 per cent higher to $32.77. In company news, Seek was one of strongest performers on the ASX 200 after it announced an increase in revenue despite fewer job ads, leading to a 7.99 per cent bounce to $27.72. Australia's largest manufacturer and distributor of 4x4 accessories ARB shares marched 8.55 per cent higher to $39.49 after the business told the market sales revenue was up 5.3 per cent to $729.9m, while net profits after tax were down 5 per cent to $97.5m. Judo Capital also eked out a gain of 0.29 per cent to $1.75 after full-year profits were up 24 per cent to $86.4m, on the back of a lift to its all important net interest margin. Reliance Worldwide shares fell 6.74 per cent to $4.29 despite the business announcing sales were up 5.5 per cent and reported net earnings after tax jumped 13.5 per cent to $US125m ($192m).

Seven in 10 people who joined the National Disability Insurance Scheme in the last year had a primary diagnosis of autism, and most were children, in a fresh sign of the challenges facing Health and Disability Minister Mark Butler as he seeks to secure the future of the $46 billion scheme. An analysis of government data by this masthead reveals that 56,000 of the 78,600 participants who signed up to the NDIS between June 2024 and June 2025 had autism as their main diagnosis. It brings the total number of people using the NDIS for autism support to 295,000 – about 40 per cent of the scheme's 740,000 participants. The next most common reason that participants joined the NDIS last financial year was for developmental delays, with 5500 being children. At the same time, there were 4405 new participants with intellectual disability, 1618 people with hearing impairment, 1077 people with multiple sclerosis, 870 people with acquired brain injuries and 829 who joined after suffering strokes. As Butler prepares to give a national address on the future of the NDIS on Wednesday – his first speech since taking over the portfolio in May – the figures are a stark indication of how a scheme designed to support Australians with the most profound lifelong disabilities has become a de facto support system for struggling children. Families' reliance on the NDIS for early intervention is a key reason the scheme is on track to become the federal government's third-biggest budget item. It grew by more than 10 per cent last year, even as the government clamped down on spending and delivered the program at $520 million less than forecast. Loading The chief executive of Autism Awareness Australia, Nicole Rogerson, said the Albanese government needed to make difficult decisions when it came to NDIS eligibility, or else 'the Australian people are going to start losing faith in this system'. 'We have a number of Australian children who are not thriving. Their parents have concerns about their development, and those kids need support. Was the NDIS designed to support those children? No, it wasn't. But you can't blame their families for seeking an autism diagnosis that gets them the support they think they need,' she said. 'We are encouraging the government to make brave choices here, and show leadership ... [They are] going to have to tighten the criteria.
