Govt launches National Electric Vehicle Policy 2025-30

The federal government has officially launched the National Electric Vehicle (NEV) Policy 2025-30, the Ministry of Industries and Production said on Thursday.
Speaking at the launch, Special Assistant to the Prime Minister on Industries and Production Haroon Akhtar Khan called the policy a 'historic and transformative step' in Pakistan's journey towards industrial, environmental, and energy reforms.
Haroon Akhtar Khan stated that the new EV policy is aligned with the Prime Minister's vision of promoting clean, sustainable, and affordable transportation while encouraging local industry and protecting the environment.
He emphasised that the transport sector is a major contributor to carbon emissions in Pakistan, and reform in this area is imperative.
National Electric Vehicle policy expected in one month
He said that one of the major targets under the policy is to ensure that 30% of all new vehicles sold in Pakistan by 2030 are electric.
This transition is projected to save 2.07 billion litres of fuel annually, amounting to nearly USD 1 billion in foreign exchange savings. Additionally, the policy is expected to reduce carbon emissions by 4.5 million tons and cut healthcare-related costs by USD 405 million per year.
Akhtar announced that an initial subsidy of Rs. 9 billion has been allocated for the fiscal year 2025-26, under which 116,053 electric bikes and 3,171 electric rickshaws will be facilitated.
Importantly, 25% of this subsidy is reserved for women to provide them with safe, affordable, and eco-friendly mobility.
He said a fully digital platform has also been introduced to ensure transparent online application, verification, and disbursement of subsidies.
Furthermore, the policy outlines the installation of 40 new EV charging stations on motorways, with an average distance of 105 kilometres between them.

The policy also includes the introduction of battery swapping systems, vehicle-to-grid (V2G) schemes, and mandatory integration of EV charging points in new building codes to facilitate wider adoption in urban areas.
To encourage local manufacturing, incentives are being provided to domestic producers. Currently, over 90% of parts for two- and three-wheelers are already manufactured locally.
The government will also introduce special support packages for small and medium enterprises (SMEs) to further boost localisation. The AIDEP tariff facility will continue until 2026 and be phased out gradually by 2030.
The Special Assistant noted that the policy was developed through consultations with over 60 experts, institutions, and industry stakeholders, guided by a steering committee under the Ministry of Industries and Production since September 2024.
The steering committee will hold monthly and quarterly review meetings, while the Auditor General of Pakistan will conduct a performance audit every six months.
He stressed that the NEV Policy 2025-30 is not only an environmental revolution but also a foundation for industrial growth, local employment, energy efficiency, and technological self-reliance in Pakistan.
He expressed hope that federal and provincial governments, the private sector, and citizens will work together to realise this vision of a clean, modern, and sustainable transport system.
Akhtar stated that the policy is a decisive move toward clean energy, sustainable transportation, and industrial development. It presents a comprehensive and results-driven strategy that aims to lead Pakistan toward a cleaner and more resilient future.
He also highlighted that locally produced goods are 30-40% cheaper than imported alternatives. In the two-wheeler segment alone, more than 90% of parts are now produced locally.
Given Pakistan's vulnerability to climate change, the EV policy will significantly contribute to achieving global carbon reduction targets.
The policy is expected to yield savings of approximately Rs. 800 billion over the next 24-25 years through reduced fuel imports, the use of cheap electricity, and revenue from carbon credits.
Charging vehicles with electricity will also reduce capacity payments from Rs174 billion to Rs105 billion, and carbon credits could generate around Rs15 billion in revenue.
The country's total energy demand for EVs over the next five years is projected at 126 terawatt-hours, which can be met using the existing surplus in the national grid.
An electric rickshaw or bike user is expected to recover their initial investment within 1 year and 10 months due to the low cost of charging compared to petrol.
For instance, if the additional cost of an electric bike is Rs. 150,000, this can be recouped within less than two years through fuel savings.
He concluded by saying that the government has also provided exemptions on customs duties and sales tax on EV parts to support the local industry.
'This policy should be embraced wholeheartedly by Pakistan, as it is a game-changer for our economy, environment, and industrial landscape,' Akhtar affirmed.

KARACHI: With deep concern and in the spirit of national responsibility, representatives of Pakistan's salaried class have raised alarm over the proposed measures in the Finance Bill 2025–26, which they believe continue to unfairly burden the most compliant segment of taxpayers. Over the past six years, the salaried class has seen its tax contribution rise from Rs 76.44 billion in FY19 to a projected over Rs 550 billion in FY25, an increase of nearly 719 percent. However, this surge does not reflect income growth, but rather the impact of inflation, lack of indexation, and withdrawal of essential tax credits on education, insurance, and investments. Addressing a press conference at Karachi Press Club (KPC) on Thursday, Addel Ahmed and Eisha Fazal of Salaried Class Alliance Pakistan said that the salaried segment, whose taxes are deducted at source and who remain fully documented, continues to face punitive policies including exorbitant tax on pension funds, particularly penalizing retirees with modest non-pension income; increase in tax on mutual fund and bank profits, discouraging regulated savings and long-term investment and continued 10 percent surcharge on high-earning individuals, while informal and undocumented sectors remain largely untouched. They said that despite public promises of relief, the current proposals fall short. They demanded meaningful relief in Finance Bill for FY26 and urged for raise the tax-free salary slab to Rs 100,000 per month, adjusting for inflation. In addition, they demanded restoration of earlier slab rates, including a reduction of the top slab from 35 percent to 32.5 percent and 30 percent to 27.5 percent second last slab and keeping the tax rate for lowest slab at 1 percent as per budget speech. 'Government must also reinstate tax credits for insurance, education, and investments and withdraw the 10 percent surcharge and ensure uniform treatment of all taxpayers,' they added. They urged the government to widen the tax net, targeting the largely untaxed wholesale, retail, and agricultural sectors. They said that the 2.5 percent slab rate reduction and minimal surcharge cut are noted, they are far from sufficient. The salaried class is not asking for favors but only fairness, they added. Salaried Class Alliance urged the policymakers to show compassion and take corrective action before finalizing the Finance Bill. LAHORE: Foreign-funded development projects of USD 428.54 million have been included in Punjab budget for FY 2025-26. These projects focused on improving water supply & sanitation, urban development, environment, irrigation, agriculture, physical infrastructure, health, education, skills development and IT & governance. As per budget document, foreign engagement in Punjab's development financing primarily takes two forms: project-based loans and grants (Foreign Project Assistance) and programme-based loans (budgetary support). Loans obtained from multilateral donor agencies through the Federal government for specific foreign-assisted development projects are termed as Foreign Project Assistance. Programme loans, on the other hand, provide direct budgetary support, linked with indicators and results, named Disbursement Linked Indicators and Result Based Lending. The Punjab government, in line with its policy parameters on foreign borrowing, is guided by a preference for concessional financing and longer maturities, ensuring long-term fiscal sustainability. LAHORE: The Punjab Local Government and Community Development Department has approved development schemes worth over Rs 40 billion for four cities in Bahawalpur division which include Bahawalpur, Rahim Yar Khan, Bahawalnagar and Hasilpur. In this regard, Punjab Local Government Minister Zeeshan Rafiq chaired a meeting; Punjab Local Government Secretary Shakeel Ahmed Mian, Special Secretary Asia Gul and Additional Secretary Ahmer Kaifi were present in the meeting while the Commissioner Bahawal-pur, concerned deputy commissioners and municipal officers participated through a video link. While addressing the meeting, the Minister said that under the supervision of Chief Minister Maryam Nawaz Sharif, continuous progress is being made in the Punjab Cities Development Programme. He urged the deputy commissioners to pay special attention to the master planning of the cities; 'the deputy commissioners will be responsible for completing the projects under the Punjab Cities Development Progra-mme,' he added. He further said that under this mega project, not only will the existing infrastructure be restored in the cities, but it will also be further expanded. 'Programme Implemen-tation Units (PIUs) will be formed to ensure quality work in each scheme, while Punjab Municipal Development Fund Company (PMDFC) will be responsible for third-party validation,' he added. He added that special attention should be paid to the construction of parks, street lights and rainwater storage tanks. He also directed the officials to review the cantonment areas of Bahawalpur, stressing if there is any dirt road or broken road in the cantonment, it should also be taken into consideration. During the meeting, it was decided to increase the capacity and number of disposal stations in Bahawalpur city. The Minister, while directing the deputy commissioner to review PC-1 for Rahim Yar Khan, said that all disposal stations in every city will be shifted to solar energy. 'It is gratifying that solarisation in Bahawalpur alone will save about Rs 20 million on monthly electricity bills.
