Plan for police unit to improve public safety & service delivery

Bhubaneswar: The commissionerate police are planning to engage a professional agency to conduct an extensive study of policing and crime control requirements in Bhubaneswar and Cuttack.

Senior police officers said the initiative aims to enhance public safety and improve service delivery in the twin cities.
"We plan to set up a project management unit (PMU) with a data-driven approach to understand the evolving needs of our citizens and strengthen our policing infrastructure. Thw study will help us identify gaps in our current system and implement more effective crime prevention strategies," a senior police officer told TOI.
The proposed unit's objective is to leverage technology for modernising police operations and strengthening police-citizen relationships. The PMU is likely to analyse various aspects of public service delivery, including emergency response times, citizen satisfaction levels and crime patterns across different areas in both cities.
"The study will provide valuable insights into areas requiring immediate attention.
We are particularly interested in understanding how technology can be better integrated into our operations and public service delivery mechanism," the police officer said.
The agency will facilitate proper implementation of police-related projects, and ensure better communication management. The PMU will design, develop, customise, test and manage existing as well as new software, web-based and mobile applications.

"Its key responsibilities will be to plan, design, launch awareness campaigns on cyber safety, road safety and drug demand reduction. It will maintain better and effective communication with citizens by using different social media platforms for better public safety. PMU will also assist us in setting up a social media listening laboratory," the police officer said.
The agency will suggest and document upgrade of command and control infrastructure, and prepare SOPs for integrating public CCTVs with the police control room.
Its experts will build the skills and capacity of personnel in the emergency response support system (ERSS) and police control room (PCR).
"The agency will document and present performance reports on citizen-centric initiatives. It will work to create a positive perception in the minds of the stakeholders about the efficiency and effectiveness of Odisha police in general and commissionerate police in particular," the senior police officer stated.

His family and Mhow cantonment officials were informed, and the body was handed over to kin after conducting an autopsy on Thursday. He is survived by his wife and two children. He said that the vehicle that hit Dhana Ji's car from behind is a car and is being searched for.

Hyderabad: A 21-year-old student from Telangana who was pursuing MBBS in Vietnam died in a road accident when the two-wheeler he was riding rammed into a wall. Both students were studying medicine at the Can Tho University of Medicine and Pharmacy. They were staying on Nguyen Van Cu Street in An Khanh Ward. Identified as Arsid Ashrith, the deceased hailed from Kagaznagar in Komarambheem Asifabad district. His father is a cloth merchant. A CCTV footage of the incident shows the two-wheeler speeding before mounting a pavement and ramming into the compound wall of a house. The video also shows another two-wheeler, coming from the opposite side, narrowly escaping a head-on collision with Ashrith's bike. "Right from his childhood, he always wanted to become a doctor. That is why we sent him there to pursue his dream," Ashrith's father, Arsid Arjun, told TOI on Thursday. Arjun's brother-in-law and father-in-law are also doctors. "We wanted to see our son also as a doctor, but were shocked on being informed that he died in a road accident," said Arjun. The family got to know about Ashrith's death from his friend after the mishap took place at 5.45 am on June 4. While Ashrith was planning to visit home on July 17, his parents also wanted to visit Vietnam and had applied for their passports on June 3. They planned to return with their son. The medical student, who completed two years of study, would have finished his medical studies in another four years. The family has urged the Indian embassy in Hanoi to help send the mortal remains of Ashrith to India.

Mumbai: The Maharashtra Association of Minority Educational Institutions has written to the school education department requesting the immediate withdrawal of the social and constitutional reservations imposed on minority colleges for admissions to first-year junior colleges (FYJC) in minority institutions. Tired of too many ads? go ad free now The association has also asked the department to correct the calculation of management and in-house quota seats as per the prevailing rules and past practices. Additionally, it has asked for clarification in writing or in a govt resolution that these reservations are not applicable to minority colleges, in compliance with judicial directives. TOI reported on Wednesday that the state imposed social reservations, such as SC, ST and OBC quotas, in the 50% non-minority seats at minority institutions for FYJC admissions. Principals said the matter came to light after the seat matrices of their institutions were made available on the admission portal. The association, in the letter, said the social reservations have been imposed despite the absence of an official govt resolution or a written circular. It added, "Amazingly, the handbook issued by the govt for online admissions for the current year also does not specify any quota for social and parallel reservations in minority institutions." Additionally, the association said the calculation of management and in-house quota seats, as shown on the admission portal, is factually incorrect and that these quotas were always calculated out of the total admissible intake. The members of the association also attached a copy of a 2017 Bombay High Court ruling which set aside Mumbai University's decision to impose constitutional reservations on minority colleges, reinforcing that such impositions are not legally sustainable. Tired of too many ads? go ad free now While the FYJC centralised admission information booklet cited a circular from the general administration department stating the mandate to fill up seats of parallel reservations through the concerned social reservation category, the association said these are applicable for recruitment of staff in govt departments and have nothing to do with minority institutions.
