Punjab government plans skill development programme for rehabilitated drug addicts
Chandigarh: Amid the ongoing "Yudh Nashian De Virudh" campaign, the Punjab govt is considering the launch of a comprehensive skill development programme to aid the reintegration of individuals recovering from substance abuse into mainstream society. Tired of too many ads? go ad free now A high-level meeting chaired by AAP state president and minister for employment generation, skill development and training, Aman Arora, along with health and family welfare minister Dr Balbir Singh, culminated in a decision to equip rehabilitated individuals with market-relevant skills to support their recovery and prevent relapse. Arora directed officials to establish a project management unit (PMU) to oversee the initiative, ensuring structured implementation and long-term success. He also instructed officials from the Punjab Skill Development Mission (PSDM), technical education and industrial training department, and other relevant bodies to collaborate with industry partners to provide in-demand vocational training. Emphasising a coordinated approach, Arora asked departments to work closely with deputy commissioners, district bureaus of employment and enterprises and health department officials to streamline the identification of rehabilitated individuals interested in skill development and align them with appropriate training opportunities. The PSDM director was also tasked with facilitating job placements for these trained individuals. "The goal is to instil productive habits and empower rehabilitated individuals with sustainable livelihoods," said health minister Dr Balbir Singh. Bhubaneswar: The commissionerate police are planning to engage a professional agency to conduct an extensive study of policing and crime control requirements in Bhubaneswar and Cuttack. "We plan to set up a project management unit (PMU) with a data-driven approach to understand the evolving needs of our citizens and strengthen our policing infrastructure. Thw study will help us identify gaps in our current system and implement more effective crime prevention strategies," a senior police officer told TOI. The proposed unit's objective is to leverage technology for modernising police operations and strengthening police-citizen relationships. The PMU is likely to analyse various aspects of public service delivery, including emergency response times, citizen satisfaction levels and crime patterns across different areas in both cities. "The study will provide valuable insights into areas requiring immediate attention. We are particularly interested in understanding how technology can be better integrated into our operations and public service delivery mechanism," the police officer said. The agency will facilitate proper implementation of police-related projects, and ensure better communication management. The PMU will design, develop, customise, test and manage existing as well as new software, web-based and mobile applications. It will maintain better and effective communication with citizens by using different social media platforms for better public safety. PMU will also assist us in setting up a social media listening laboratory," the police officer said. The agency will suggest and document upgrade of command and control infrastructure, and prepare SOPs for integrating public CCTVs with the police control room. Its experts will build the skills and capacity of personnel in the emergency response support system (ERSS) and police control room (PCR). "The agency will document and present performance reports on citizen-centric initiatives. It will work to create a positive perception in the minds of the stakeholders about the efficiency and effectiveness of Odisha police in general and commissionerate police in particular," the senior police officer stated.

The Black Business Council in the Built Environment (BBCBE) has taken significant strides in transforming Tshwane's development landscape by unveiling several key projects designed to draw investors and built environment professionals. Established in 2007, BBCBE's core mission is to engage with government and statutory bodies to influence legislation that fosters opportunities for Black professionals within the construction and building sectors. Speaking at the breakfast, Carrington Tlale, the head of BBCBE's Project Management Unit (PMU), shared insights into the group's recent initiatives. 'We established BBCBE investment holdings, and we just completed one of its long-term projects, and we are looking forward to participating in so much more. We established the BBCBE training academy. The organisation used to do training internally, but we have found that could be problematic. And the work that has been done by the members has been very fruitful, and our main focus is on candidacy,' he noted, highlighting the formation of the BBCBE Training Academy. Tlale explained that this academy is a pivotal step away from previous internal training models, seeking instead to professionalise young talent in the industry, and believes local government must heed it as it works towards fostering a skilled workforce. He further emphasised the necessity of self-transformation within organisations leading the charge for change. 'The face of transformation is very different. That requires a focus on key areas,' he explained, identifying sectors such as energy, water, logistics, and artificial intelligence as pivotal in redefining Tshwane's built environment. However, Tlale signalled a need to confront the overlooked realm of infrastructure finance, stressing its importance in enabling these transformative efforts. Echoing these sentiments, Tshwane Mayor Dr Nasiphi Moya, a keynote speaker at the event, spoke passionately about ongoing initiatives to elevate the city's economic landscape. Moya announced plans for an upcoming investment conference in July, aimed at providing a platform for business sectors to invest in significant city assets, including the Tshwane Showgrounds and Wonderboom Airport. 'There is a lot of pressure to make this city work for the people that call it their home, for the businesses that were started here. For the people that must come, whether they are students or embassies, they must come and stay in our city. But also for our province and our country to succeed,' she stated. Moya further outlined the city's commitment to creating opportunities for students and embassies, which play vital roles in the local economy. 'So what is it that the city can offer you? Firstly, as the CEO of TEDA, we do have assets that can help you,' she noted, framing the city as an attractive destination for investment. Deputy Mayor Eugene Modise elaborated on the city's three key priorities, with a particular focus on revitalising Tshwane's two power stations: the Rooiwal coal power station and the PTA West waste/gas-to-power station. This effort is seen as essential for revamping the energy landscape to support local growth. Industrial push: Delhi govt plans in-house management unit
The Delhi government plans to set up a dedicated project management unit (PMU) under its industries department to serve as an in-house wing focussed on enhancing the efficiency and implementation of its industrial projects, officials familiar with the government's plan said on Wednesday. The new unit, with a proposed cost of ₹12 crore over three years, will operate under the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), the nodal agency responsible for industrial development in the city, the people cited above said. According to officials familiar with the plan, the PMU will offer end-to-end advisory and operational support to DSIIDC. It will focus on executing e-auctions for vacant industrial plots, optimizing the use of unused commercial assets such as shops, godowns, guest houses, and administrative buildings, and supporting the establishment of strategic projects like co-working spaces, Global Capability Centres, and a Data Centre Park. The government has already floated a request for proposal to select an agency for setting up and running the unit. The unit will be run by an agency duly engaged by DSIIDC. The structure of the unit has not yet been finalised. The PMU will also be tasked with assisting DSIIDC in allocating flats at flatted factory complexes to startups through private operators and redeveloping Community Works Centres across the city. An official said the unit will identify and evaluate DSIIDC projects for feasibility based on cost, revenue potential, and scale, conduct technical and financial assessments, define performance metrics, and structure contracts. It will also recommend corrective measures for underperforming projects and suggest improved models for ongoing ones by incorporating lessons from past experiences. Additionally, the PMU will conduct feasibility studies for public-private partnership (PPP) based models, define roles for private partners, and develop standardised templates for concessionaire agreements, one of the people cited above said. 'It will also prepare draft RFPs, design monitoring frameworks, and build real-time dashboards to track project implementation and performance,' the official added. The initiative is aimed at streamlining the DSIIDC's functioning, reducing delays, and maximising returns from the government's industrial infrastructure assets.
