Iraq, Japan sign agreement to support investment

Iraqi News03-06-2025
Baghdad (IraqiNews.com) – In a significant effort to enhance collaboration between the private sectors of Iraq and Japan, Mohammed Al-Najjar, the head of the Iraq Development Fund, announced on Monday that Iraq and Japan have signed a Memorandum of Understanding (MoU) titled 'Logistics Cooperation to Support Investment.'
In a statement to the Iraqi News Agency (INA), Al-Najjar clarified that the step promotes Iraqi-Japanese relations through broader participation by the private sectors in both countries.
The agreement that aims to boost cooperation between the Iraqi and Japanese private sectors by sharing and exchanging information, as well as supporting, promoting, and coordinating business operations, was signed between the Japan Cooperation Center for the Middle East (JCCME) and the Iraq Development Fund.
Al-Najjar described the agreement as significant, stating that it will create new opportunities and result in the establishment of two centers: one in Japan that represents the Iraq Development Fund and another in Iraq that represents the JCCME.
The MoU establishes an Iraqi-Japanese platform that offers up new possibilities in terms of training and collaboration, according to Al-Najjar.
For more than a decade, the JCCME has worked to promote trade and investment between Japan and Iraq through activities that aim to improve Japanese companies' understanding of Iraq, according to the Japanese Ambassador to Iraq, Akira Endo.
Endo added that the JCCME helped organize annual Iraqi business seminars, sent delegations to critical industries in Iraq, and organized training programs in Japan for Iraqi authorities.

Baghdad ( – The Iraqi Ministry of Planning held on Wednesday a national validation workshop in Baghdad to examine and approve the first draft of Iraq's National Policy for Small and Medium Enterprise (SME) Development. The International Labor Organization (ILO) provided assistance for the event, which was also funded by the Italian Agency for Development Cooperation (AICS), according to a statement released by the ILO. Iraqi Undersecretary of the Ministry of Planning Hanaa al-Asady stressed that the program lays the groundwork for economic resilience by encouraging innovation and job creation throughout Iraq. ILO Country Coordinator Maha Kattaa underlined the organization's commitment, saying that it is pleased to assist Iraq's efforts to create an inclusive SME environment that supports decent employment, green transformation, and long-term development. The feedback obtained throughout the workshop provided useful insights and practical recommendations, which will be included in the final version of the policy document to ensure it is responsive, practical, and inclusive as it prepares for formal approval and launch. This milestone is part of the ILO's project 'Towards more and better employment through enhanced support to private sectors in southern Iraq—with a focus on green business.' The workshop reaffirmed the country's strong commitment to creating a policy for SME development, inclusive entrepreneurship, and the green transition.

China's ZhenHua to explore oil near Iraq–Saudi border

Baghdad ( – China's Zhenhua Oil has signed a new agreement with Iraq to carry out a major oil exploration project in the southwestern province of Najaf, near the border with Saudi Arabia. The scope of work includes conducting 3D seismic surveys over roughly 2,850 square kilometers, along with drilling four exploratory wells over the next 223 days. The contract is part of Iraq's broader licensing efforts to develop untapped oil and gas fields. Authorities hope to further increase the country's already substantial crude reserves, which are currently ranked among the top five globally. Zhenhua Oil, a state-owned firm under China's Norinco Group, has been steadily expanding its operations in Iraq's energy sector. Beyond the new project, the company previously secured rights to the Al-Qarnain and Abu Khema blocks, also situated near the Saudi frontier, reflecting its growing strategic role in Iraq's upstream industry.
