Japan Reaffirms $21bn Commitment to Iraq, Signs Coop Agreement
By John Lee. Japan's Ambassador to Iraq, Akira Endo, has reportedly reaffirmed his country's support for Iraq, announcing over $21 billion in economic cooperation projects since 2003. Speaking at the signing ceremony of a new agreement between the Iraq Development Fund and the Japan Cooperation Center for the Middle East (JCCME), he emphasized Japan's ongoing commitment to improving Iraq's investment climate and attracting foreign companies. According to the state-run Iraqi News Agency (INA), the ambassador noted that Japan has been the top donor to Iraq in recent years, primarily via yen loans supporting infrastructure in electricity, water, sanitation, and oil. He highlighted the role of JCCME over the past decade in bridging Japanese companies with opportunities in Iraq through business seminars, sector-focused delegations, and training for Iraqi officials in Japan. He added that the six priority sectors identified by the Iraq Development Fund-education, agriculture, housing, digital transformation, manufacturing and food security, and environment-are aligned with Prime Minister Mohammed Shia' Al-Sudani's government priorities and match areas of Japanese expertise. Iraq, Japan sign agreement to support investment
Baghdad ( – In a significant effort to enhance collaboration between the private sectors of Iraq and Japan, Mohammed Al-Najjar, the head of the Iraq Development Fund, announced on Monday that Iraq and Japan have signed a Memorandum of Understanding (MoU) titled 'Logistics Cooperation to Support Investment.' In a statement to the Iraqi News Agency (INA), Al-Najjar clarified that the step promotes Iraqi-Japanese relations through broader participation by the private sectors in both countries. The agreement that aims to boost cooperation between the Iraqi and Japanese private sectors by sharing and exchanging information, as well as supporting, promoting, and coordinating business operations, was signed between the Japan Cooperation Center for the Middle East (JCCME) and the Iraq Development Fund. Al-Najjar described the agreement as significant, stating that it will create new opportunities and result in the establishment of two centers: one in Japan that represents the Iraq Development Fund and another in Iraq that represents the JCCME. The MoU establishes an Iraqi-Japanese platform that offers up new possibilities in terms of training and collaboration, according to Al-Najjar. For more than a decade, the JCCME has worked to promote trade and investment between Japan and Iraq through activities that aim to improve Japanese companies' understanding of Iraq, according to the Japanese Ambassador to Iraq, Akira Endo. Endo added that the JCCME helped organize annual Iraqi business seminars, sent delegations to critical industries in Iraq, and organized training programs in Japan for Iraqi authorities.

Japanese Ambassador to Iraq, Akira Endo, announced on Monday that Japan has provided over $21 billion in support for economic cooperation projects in Iraq since 2003. He affirmed his country's ongoing commitment to enhancing Iraq's investment climate and attracting global companies. Speaking at the signing ceremony of an agreement between the Iraq Development Fund and the Japan Cooperation Center for the Middle East (JCCME), attended by an Iraqi News Agency (INA) reporter, the ambassador stated 'Since 2003, the Japanese government has implemented economic cooperation projects in Iraq amounting to over 21 billion US dollars. Japan has ranked as the top donor to Iraq in recent years, primarily through yen loans that have supported infrastructure development in sectors such as electricity, water, sanitation, and oil.' He emphasized that 'Japan has continuously provided support alongside the Iraqi people to assist in rebuilding the country.' He added that 'to further develop economic relations between Japan and Iraq, we look forward to Iraq's continued efforts to improve its investment climate, including the enforcement of relevant laws and regulations, and enhancing transparency in business practices, particularly in attracting foreign companies, including Japanese firms.' He noted that 'for more than a decade, JCCME has worked to strengthen trade and investment between Japan and Iraq by helping Japanese companies better understand the Iraqi market, organizing annual Iraq business seminars, sending delegations to key sectors in Iraq, and arranging training programs in Japan for Iraqi officials.' The ambassador continued: 'Meanwhile, the six priority sectors identified by the Iraq Development Fund, education, agriculture, housing, digital transformation, manufacturing and food security, and environment , are the same sectors the Iraqi government, under Prime Minister Mohammed Shia' Al-Sudani, has prioritized. These are also areas where Japanese expertise can have a sustainable and meaningful impact on Iraq's future.' He concluded by saying 'This agreement marks a pivotal step at a critical time. It will help strengthen ties between the private sectors of Japan and Iraq by facilitating the exchange of information and supporting, promoting, and coordinating business activities.'

As part of this collaboration, Abu Dhabi Mobility organised a workshop and a field visit to several projects in Abu Dhabi to facilitate the sharing of expertise between the two countries. The workshop will cover key topics, including electric vehicle charging, traffic management using artificial intelligence technologies, and wireless energy transfer. The site visit at Yas Island included a tour of the smart mobility projects Operations Centre, along with demonstrations of autonomous mobility services such as RoboTaxi and RoboBus, 3D-printed boats, and marine transport. This showcases innovative ways of incorporating smart technologies into transport operations. Engineer Abdulla Hamad Al Eryani, the Acting Executive Director of the Planning and Strategic Affairs Sector at Abu Dhabi Mobility, acknowledged the significance of this partnership, which aims to develop smart mobility and sustainable transport solutions. He stated: 'Our strategic partnership with the Japan Cooperation Centre for the Middle East (JCCME) aims to enhance public transport systems and promote smart mobility. This collaboration reflects our deep commitment to innovation and the use of advanced technologies to improve the efficiency and sustainability of Abu Dhabi's transport networks. This agreement forms part of their strategic partnership, which supports the integration of innovative Japanese mobility solutions and technologies into Abu Dhabi, enhancing the Emirate's leadership role in developing smart mobility technologies, expanding global partnerships, and encouraging technological innovation This workshop is part of a series of initiatives launched by Abu Dhabi Mobility as part of its ongoing efforts to enhance the transport sector in Abu Dhabi. It allows for new cooperation opportunities in the fields of advanced technology and sustainable transport, while also improving mutual understanding and facilitating the exchange of knowledge and expertise. These efforts also contribute to the development of sustainable transport solutions, which aligns with the wise leadership's aspirations to build a smart and sustainable city that improves community well-being, reduces environmental emissions, and improves quality of life.
