K'taka sets record, passes 49 bills in 2024

Karnataka legislature
has earned the distinction of passing the highest number of bills – 49 -- in 2024, while other states could clear just 17 bills on average.
Legislative research firm PRS India has released its latest report on the performance of legislatures, with Karnataka topping the table in terms of bringing in new legislation.
Tamil Nadu with 45 bills and Maharashtra with 32 bills stood second and third, respectively, while Delhi hit the rock bottom passing a solitary bill in the entire calendar year.
"I'm happy we were able to live up to the positive image of Karnataka in upholding the legislative discipline and being productive. There is much scope for improvement with better coordination and cooperation between the government opposition parties," said

All state legislatures put together passed more than 500 bills. Karnataka's performance in passage of bills and their enactment into law reflects comparatively better coordination between the government and governor, unlike Tamil Nadu and West Bengal where the government's confrontation with Raj Bhavan seemed a regular feature.
The friction in those states even led to a legal battle and Supreme Court invoking Article 142 of Constitution to set a deadline for governors to give their assent to bills passed by the respective legislature.

"The process of legislation can be smooth only when the main stakeholders, including the ruling party, the opposition and the governor, work together. They should understand their responsibility as stakeholders in the legislative process and behave accordingly, setting aside politics," said K Dwarakanath Babu, former director of Karnataka Institute of Law and Parliamentary Reform.
However, strains are visible since August 2024 after Governor Thaawar Chand Gehlot gave sanction to prosecute chief minister Siddaramaiah in the alleged Muda scam.
This was followed by Raj Bhavan sending back as many as 12 bills, seeking clarifications and, finally, governor giving assent to a few of them.
The government recently resent six bills to Raj Bhavan as they were pending with the governor for more than a year.
The PRS report has noted that 22 bills were referred to the scrutiny committees across seven states.
In Karnataka, only one bill --
Greater Bengaluru Governance Bill
, 2024 -- was referred to the scrutiny of the joint house committee comparing the members of legislative assembly and council. The bill vetted by the panel was passed in the legislature in March and the governor gave assent to it on April 24, following which the government enacted it.

Govt targeting 2034 to hold 1st 'one nation, one election'
NEW DELHI: As the govt is expecting to hold the first countrywide simultaneous polls by 2034 after passage of the constitutional amendment bill for 'one nation, one election', all state assemblies to be elected after 2029 will be for a shorter duration to align their tenure with the 2034 general elections. Head of the joint parliamentary committee (JPC) on the 'one nation, one election' bill (The Constitution (129th Amendment) Bill, 2024) PP Choudhary explained to TOI that after 2027, the assembly due to be elected in 2032 may have a tenure of only two years to ensure the synchronisation of the next elections in Uttar Pradesh-India's largest state electorally -with the Lok Sabha polls which may be held in 2034. The Constitution (129th Amendment) Bill, 2024, and the Union Territories Laws (Amendment Bill), 2024, have provisions for simultaneous elections to the Lok Sabha and state assemblies. As per provisions of the constitution amendment bill, the President may issue a notification on the date of the first sitting of Lok Sabha after a general election, in all probability the one to be held in 2029, to spell when the next general elections will be due. The terms of all state assemblies constituted after this date will expire with the end of that Lok Sabha's five-year term. Even in states, where polls will be due, elections for assemblies will be held only to align with the Lok Sabha polls. However, the bill states that if the Election Commission is of the opinion that election to a state assembly cannot be held along with the rest of the country, it may make a recommendation to the President in this regard. The President may issue an order to conduct an election for that assembly at a later date. The BJP MP from Pali in Rajasthan, Choudhary, said going by the JPC's working, its tenure may be extended as there was a consensus amongst panel members to visit states and UTs before making the final recommendations. So far, JPC members have visited Maharashtra and Uttarakhand. The bills had been introduced in LS in Dec last year and were referred to the Chaudhary-led panel which has been holding consultations with stakeholders for feedback.

Assembly resolution to rename Dibrugarh airport after Bhupen
1 2 3 Guwahati: Assam assembly on Monday unanimously adopted a resolution urging the Centre to rename the Dibrugarh airport in honour of the legendary musician Dr Bhupen Hazarika as the state prepares a year-long centenary celebration of his birthday from Sept 8. CM Himanta Biswa Sarma, along with ministers and MLAs from both the treasury and opposition benches, paid tributes to Hazarika's enduring legacy, especially his message of universal love and humanity through his creative works. Several members even sang his iconic songs and recited his compositions. State transport minister Jogen Mohan moved the govt resolution recommending that the central govt rename the Dibrugarh airport as 'Bharat Ratna Bhupen Hazarika Airport, Dibrugarh', during the day-long special session convened for this purpose. Sarma said the special session was convened because an Assembly resolution is mandatory for renaming any airport or railway station. "First, the state cabinet has to make the decision. It has to be passed by the Assembly and then, the union cabinet will approve it. This has paved the way for renaming the airport anytime now after Sept 8," he added.
