Here's where you can get tested for HIV in the Philippines

GMA Network04-06-2025
Human immunodeficiency virus, or HIV, is a prevailing health issue in the Philippines, with the number of HIV cases among young Filipinos increasing by 500 percent.
With this surge, the Department of Health (DOH) requested the declaration of a national public health emergency for HIV.
"Five hundred percent increase po tayo ng HIV cases sa mga edad 15 hanggang 25. In fact, ang pinakabatang na-diagnose natin ay batang 12-anyos sa probinsya ng Palawan," DOH Secretary Ted Herbosa said in a video message posted on Facebook.
"Sa datos natin tayo na ang pinakamataas na new cases sa Western Pacific Region. Ang nakakatakot lang maraming new cases sa ating kabataan," he added.
Based on the agency's latest data, there are 148,831 recorded cases of HIV in the Philippines.
As the country sees a rise in HIV cases, the DOH urged the public to get tested, which can be done in various health and medical facilities in the country.
Here are some of the medical institutions where you can get tested for HIV:
Social hygiene clinics
In a previous interview with GMA News Online, Dr. Deano Reyes, an LGBTQ+ health doctor and the medical director of Hara Clinic, a holistic gender and sexual health clinic in Pasig City recommended getting HIV tests at social hygiene clinics, where services are offered for free.
"First, you can contact your local government unit and ask where the nearest social hygiene clinic within your area is. Social hygiene clinics are government-run facilities where they can conduct testing like HIV and also link you to care," he said.
NGO Clinics
Aside from social hygiene clinics, there are also a lot of non-government organizations that provide free HIV testing and even medications.
Among them is LoveYourself, a non-government organization in the Philippines that provides free HIV testing, counseling, and treatment in the Philippines.
You can get their free HIV testing in their clinics located in Mandaluyong City, Caloocan City, Bacolod City, Baguio City, Bacoor City, Parañaque City, Pasay City, Manila, and Cebu City.
Another NGO Clinic that provides affordable HIV care is Sustained Health Initiatives of the Philippines or SHIP.
They offer free HIV testing and treatment through their SAIL Clinic in Makati City.
Government health facilities
Government health facilities such as the San Lazaro Hospital, Research Institute for Tropical Medicine (RITM), and Philippine General Hospital (PGH) under their SAGIP unit also offer free HIV testing.
If you are a Quezon City resident, the Quezon City Health Department is offering a free HIV self-testing kit for those who want a more confidential approach to knowing their HIV status.
Private healthcare providers
HIV testing is also offered in private healthcare facilities and hospitals, including Hara Clinic, Pulse Clinic Manila, St. Luke's Medical Center, and The Medical City in Ortigas. —MGP, GMA Integrated News

Senate to hold hearing on online gambling

Senator Erwin Tulfo announced Wednesday that he will spearhead a Senate investigation into the proliferation of online gambling in the country, as he joined calls in Congress for its total ban. Tulfo, chairman of the Senate games and amusement committee, said that he will invite the Philippine Amusement and Gaming Corporation (PAGCOR) and Department of Finance (DOF) to the hearing which may begin early next week. He also said he wants to hear the stance of his fellow senators and other stakeholders regarding online gaming, as some have been pushing for its total prohibition, while others only want its strict regulation. 'But if I can have it my way, kung ako ang tatanungin personally, I want this online gambling stopped. Kung ako po ang masusunod, ora mismo, dapat itigil na ang online gambling because of the fact na masama na po ang nangyayari,' Tulfo said in a press conference. (But if I can have it my way, if I'm asked personally, I want this online gambling stopped. If I am the one to be followed, then we should ban online gambling right now because what is happening right now is bad.) The first-termer senator also expressed disappointment with the congressman who was seen watching e-sabong on his phone while members of the lower chamber were voting for House Speaker during Monday's session. The younger Tulfo said that the congressman should apologize or explain why he was doing such while the House session was ongoing. 'Tapos the Congress should ask for an explanation. Why? Number two, bawal naman 'yun. First place, bawal talaga 'yung sugal. Ano explanation? There's no explanation,' Erwin Tulfo said. (Then the Congress should ask for an explanation. Instead of working since that day was a serious business, why were they gambling? Number two, that's not allowed. In the first place, gambling is really not allowed. What's the explanation? There's no explanation.) 'Gambling capital of Asia' In his privilege speech during Wednesday's session, Senator Juan Miguel 'Migz' Zubiri also put on record that he was 'extremely disappointed' that President Ferdinand 'Bongbong' Marcos Jr. did not mention anything about the ills of online gambling during his fourth State of the Nation Address (SONA) on Monday, July 28. 'Shame on you PAGCOR, shame on you operators of online gambling. Kung may isang Pilipino tayong tinutulungan dahil sa kinikita ng bayan dahil sa online gambling, panigurado ako na libo libong Pilipino ang nagdurusa ngayon at lubog sa utang dahil nalulong sa gambling,' he said. (Shame on you PAGCOR, shame on you operators of online gambling. If we're helping one Filipino because of the benefits of online gambling, I'm sure that thousands of Filipinos are suffering now and drowning in debt because they are addicted to it.) To recall, Zubiri filed a bill seeking an outright ban on all forms of online gambling, including digital betting platforms, mobile applications, and websites that allow users to place wagers through electronic devices. He said that the Philippines is now the 'gambling capital of Asia,' besting Macau and Cambodia. Several senators such as Loren Legarda, Raffy Tulfo, Risa Hontiveros, and Francis Pangilinan expressed manifestations of support for the total ban of online gambling during the ongoing plenary session. Flood control Further, Erwin Tulfo also filed a resolution directing the appropriate Senate committee to conduct an investigation, in aid of legislation, into the reported abuse of flood control programs and related projects, in a bid to address the country's flooding problem. In proposed Senate Resolution No. 31, the younger Tulfo emphasized that despite the continuous implementation of flood control projects funded under the General Appropriations Act (GAA), widespread and severe flooding continues to affect many areas. 'Considering the persistent and widespread occurrence of flooding nationwide, despite significant budgetary allocation, there exists a compelling and immediate necessity to develop and execute a comprehensive, integrated flood control master plan,' the resolution read. 'Moreover, it is imperative to assess and determine flood control projects that are inconsistent with the administration's infrastructure priorities, with due regard to the urgency of need, implementation readiness, and the absorptive capacity of DPWH (Department of Public Works and Highways) and other concerned agencies,' it added. During his fourth SONA, Marcos ordered the DPWH to submit a list of flood control projects in the last three years. The President said there will be a regional monitoring committee that will examine the projects to see their progress and if they exist. "We will publish this list so that the public can see it," Marcos said. "At the same time, there will be an audit and performance review of these projects to check and make sure and to know how your money was spent." "Sa mga susunod na buwan, makakasuhan ang mga lalabas na maysala mula sa imbestigasyon pati na ang kasabwat na kontratista sa buong bansa. Kailangan malaman ng taumbayan and katotohanan, kailangan may managot sa matinding pinsala at katiwalian," the President added. (In the next few months, those found guilty based on the investigation will be charged, as well as their accomplice contractor. The people need to know the truth, someone needs to be held accountable for their consequences and corruption.) —LDF, GMA Integrated News

DOLE says 'convergence' key to addressing unemployment

Jobseekers, most of them fresh college graduates, line up at a job fair organized by the Public Employment Service Office of Manila and the Department of Labor and Employment at a shopping mall in Ermita, Manila, during the 454th Manila Day on Tuesday, June 24, 2025. DANNY PATA The Department of Labor and Employment (DOLE) on Wednesday underscored the importance of coordination among all government agencies in creating high-quality jobs for Filipinos. DOLE Secretary Bienvenido Laguesma made the statement during the second day of the post-State of the Nation Address (SONA) discussions in San Juan City, where he also stressed the role of employers and the private sector in job creation. (The President's mentioning of the specific departments and agencies related to workers and livelihood reflects the hallmark or characteristics of the present administration. I am talking about convergence—the coming together of all departments because almost all departments are related to livelihood.) 'Sa bahagi ng DOLE at aking kasamahan sa gabinete ng Pangulo, mahalaga samin ang collaboration, cooperation ng private sector. Nabanggit ko nga — ang napakahalagang bahagi ng manggagawa at namumuhunan — 'yun ang matibay na pundasyon ng mga gawain ng DOLE,' he said. (For DOLE and other Cabinet members, our collaboration with the private sector is also important. Like I mentioned before, our foundation for our work in DOLE is the employees and employers.) During his fourth SONA on Monday, President Ferdinand Marcos Jr. said the DOLE, Department of Trade and Industry (DTI), and other related agencies will persevere to create more employment opportunities and fill the unemployment gaps for Filipino workers. Laguesma said the DOLE is implementing various 'employment facilitation activities' to promote jobs, including holding monthly job fairs. He also said the DOLE is strengthening its labor market information system and information dissemination by coordinating with the media, as well as through its website, The DOLE is also collaborating with local government units (LGUs) through the Public Employment Service Office (PESO) program. 'Napakahalaga rin ng coordination sa LGUs dahil nakikita na sa kanilang matapat at maayos na pakikipag-ugnayan sa DOLE, nahihikayat natin ang mga negosyante na existing na palakasin pa at magdagdag ng puhunan,' Laguesma said. (Our coordination with LGUs is also important. We saw that their cooperation with DOLE strengthens existing employers.) The number of unemployed Filipinos went down to 2.03 million in May from 2.06 million in April this year, the Philippine Statistics Authority said earlier this month. This means the unemployment rate dropped to 3.9% in May 2025 from the 4.1% recorded in both April 2025 and May 2024. —VBL, GMA Integrated News

JV seeks P74.4-B supplemental budget for PhilHealth to sustain zero-balance billing

Senator JV Ejercito called Wednesday for the passage of a measure seeking to provide an additional P74.4 billion subsidy for the Philippine Health Insurance Corporation (PhilHealth) in order to sustain the zero-balance billing promise of the Universal Health Care (UHC) Law. This, as President Ferdinand "Bongbong" Marcos Jr., in his fourth State of the Nation Address (SONA), announced that the government will cover all expenses incurred by Filipinos at Department of Health (DOH) hospitals. Ejercito, author and principal sponsor of the UHC Act, said that the supplemental budget for Philhealth topped with additional allocation for hospitals are key to the fulfillment of such. 'Sana ngayon ay totohanin na ang pagbibigay ng importansya sa UHC. Nandiyan na ang batas. Ang kulang na lang ay agresibong implementasyon at pondo,' the senator said in a statement. (I hope now that giving importance to UHC will soon be realized. The law is already there. What only needs to be done is aggressive implementation and funding.) 'Panawagan ko sa aking mga kasamahan sa Kongreso at kay Pangulong Marcos, agad natin ipasa ang supplemental budget para sa PhilHealth,' Ejercito added. 'Pondohan natin ngayon para masigurong wala nang babayaran kahit isang sentimo ang mga pasyente sa mga DOH hospital para sa basic accommodation.' (I call on my colleagues in Congress and President Marcos to immediately pass the supplemental budget for PhilHealth. Let's fund it now to ensure that patients in DOH hospitals will not have to pay a single cent for basic accommodation.) Included in Ejercito's priority bills for the 20th Congress is the measure proposing a P74.4 billion Supplemental Appropriations for PhilHealth. Under the proposed bill, PhilHealth premiums will be funded for indigent families, senior citizens, persons with disabilities, and financially incapable patients, amounting to P53.1 billion. Meanwhile, a P21.2 billion will be allocated for the enhanced benefit packages including expanded dialysis, mental health care, nutrition support, and outpatient services, and an additional P127.6 million will be provided for the coverage for PAMANA beneficiaries in conflict-affected areas. Health Secretary Ted Herbosa earlier said that the zero-balance billing is currently being implemented in 87 DOH hospitals across the country, excluding the four government-owned and controlled corporations (GOCC), namely the Philippine Heart Center, Philippine Lung Center, National Kidney Transplant Institute, and the Philippine Children's Medical Center. Herbosa said that to avail of the zero-balance billing, a patient must be admitted to the basic accommodation or the ward of a DOH hospital. 'Basta 'wag lang kayo nasa private, kasi pag nagpunta ka sa private may bayad yung doctor, may bayad yung room. Basta nasa basic accommodation ka ng DOH, bayad na ang bill mo,' he said in a post-SONA discussion on Tuesday. (As long as you are not in a private hospital where you have to pay the doctor and the room. As long as you are at the basic accommodation of DOH, the bill has already been paid.) The DOH said it started zero-balance billing in DOH hospitals on May 14, or before it was even announced by the President during his fourth SONA on Monday, July 28. — RSJ, GMA Integrated News
