PayPal Launches First Middle East and Africa HQ in Dubai

PayPal has officially opened its first regional headquarters for the Middle East and Africa in Dubai, marking a major milestone in the company's global expansion.
The new hub, located in Dubai Internet City, reinforces PayPal's commitment to enhancing digital commerce in the region and enabling broader access to the global economy.
The move will give businesses—large and small—access to seamless payment solutions, advanced security, and international payment networks to help them scale across borders. The announcement was made during the Dubai AI Festival 2025 by Suzan Kereere, President of Global Markets at PayPal. 'PayPal is uniquely positioned to bridge the gap between consumers and businesses for cross-border commerce,'
Kereere said. 'With over 430 million customers globally, we aim to empower businesses in the Middle East and Africa to reach new markets, while helping local consumers shop globally with confidence.'
Kereere also highlighted PayPal's focus on innovation, including AI-driven tools like smart wallets and agentic commerce. 'As AI reshapes how we shop and pay, we're building the next generation of shopping experiences,' she added.
Otto Williams, PayPal's SVP and General Manager for the region, emphasized the company's strategic collaborations with banks, fintechs, telecoms, and commerce players. 'With our new hub in Dubai, we're not only serving major enterprises but also equipping SMEs with the tools to compete and grow globally,'
he said.
The Dubai hub follows a wave of recent PayPal deals in the region and is expected to play a critical role in accelerating digital inclusion and economic growth across Middle East and Africa.

Filing accurate tax returns and meeting deadlines is a legal obligation under the Corporate Tax Law. The authority stressed that non-compliance could result in fines and urged companies to begin preparations early by organising commercial licences, financial records, and details of business activities. The FTA highlighted that its EmaraTax digital platform provides a streamlined 24/7 service for registration, filing, and payment, with support also available through authorised tax agents. Dubai Chamber of Digital Economy has helped 308 high-potential digital startups establish and expand their businesses in the emirate during the first half of 2025, marking a 39 percent increase from the same period last year. Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications and Chairman of the chamber, emphasized the commitment to creating a robust digital business environment that enables companies to grow from Dubai to global markets. He highlighted ongoing efforts to enhance digital infrastructure, strengthen regulations, and foster innovation and entrepreneurship. Saeed Al Gergawi, Vice President of the chamber, noted that 10 events and 15 international roadshows were held in H1 2025 to boost partnerships, showcase Dubai's digital ecosystem, and promote the upcoming Expand North Star event. Organised in October 2025 at Dubai World Trade Centre, Expand North Star will bring together startups, investors, and tech leaders to explore growth opportunities and shape the future of the digital economy. The roadshows featured presentations on Dubai's competitive advantages, pitch competitions, and opportunities for startups to secure full sponsorships to attend Expand North Star 2025 or advance to the final stage of the Supernova Challenge, the region's largest startup pitch competition.
