Chief Minister Pinarayi Vijayan and Revenue Minister K. Rajan on Wednesday released a book on guidelines for responding to plastic pellet pollution prepared by the State Disaster Management Authority. Finance Minister K.N. Balagopal was present.
The State Disaster Management Authority has prepared the book based on an existing work by the International Tanker Owners Pollution Federation Limited (ITOPF), which was adapted considering the situation in Kerala in the context of the sinking of Liberia-flagged MSC Elsa 3 off the Alappuzha coast, which led to the accumulation of plastic pellets on the State's coastline. The book covers various aspects including the collection and disposal of plastic pellets as well as methods used in other countries to handle such situations.
Chief Secretary A. Jayathilak, State Disaster Management Authority Member Secretary Sekhar L. Kuriakose, Member Joy Elamon, Chief Minister's Scientific Advisor M.C. Dattan, and Science Technology and Environment Council Executive Vice President K.P. Sudheer were present.

T'puram: Chief minister Pinarayi Vijayan wrote to Prime Minister Narendra Modi urging the restoration of Section 13 in the Disaster Management Act, 2005, which was removed through an amendment in March 2025. In his letter, the CM said the deleted clause allowed the national authority to recommend loan waivers and simplified credit terms for disaster victims provisions that were vital for helping affected people rebuild their lives. Calling the provision a humane safeguard, Vijayan said its removal would only worsen the plight of those already devastated by natural calamities. The letter comes against the backdrop of the govt's recent submission in the high court that it cannot waive loans of victims of the Mundakkai–Chooralmala disaster, citing the deletion of Section 13. The CM argued that the clause was in force when Kerala submitted its first memorandum on Aug 17, 2024, as well as during the Post Disaster Needs Assessment (PDNA) report submitted on Nov 13, 2024. However, the govt amended the law only on March 29, 2025, through a gazette notification. He pointed out that the amendment is not retrospective and questioned the govt's stance of denying aid based on a legal change that came much later. The court clearly called for relief measures and even criticised the govt's indifference to the situation in Kerala. Stating that the govt's approach ignores even the court's observations, Vijayan requested urgent intervention from the PM to reverse the amendment and reinstate Section 13 in the Disaster Management Act. Kochi: The state govt need not continue incurring expenses from public exchequer for ship accidents off the Kerala coast and should instead recover the amount from the shipping companies concerned, Kerala high court said on Thursday. The court also noted that the state could seize vessels owned by these companies to secure compensation. A bench of Chief Justice Nitin Jamdar and Justice Basant Balaji made these observations while considering a public interest litigation (PIL) filed by former MP T N Prathapan, seeking a comprehensive compensation and rehabilitation package for fishermen and other stakeholders affected by the sinking of the Liberian-flagged cargo ship MSC ELSA 3 off the Alappuzha coast on May 25. The petitioner also highlighted the incident involving the Singapore-flagged ship MV Wan Hai 503, which caught fire off the Kannur coast on June 9. The bench directed both the state and central govts to take all possible measures under applicable maritime laws to address the environmental and economic losses arising from these incidents. Advocate general K Gopalakrishna Kurup, appearing for the state, concurred with the court's observations on recovering the costs from the shipping companies. He pointed out that maritime claims fall under Section 4 of the Admiralty (Jurisdiction and Settlement of Maritime Claims) Act, 2017, and informed the court that a damage assessment had already been initiated. The court noted that it would consider issuing directives under relevant statutes and international conventions to enable the state to pursue appropriate remedies and compensation. With regard to the second incident, the petitioner flagged delays in follow-up action. The court directed him to amend the PIL accordingly, observing that without the necessary modifications, judicial intervention would not be possible. In response to a query from the bench about criminal proceedings in relation to the first incident, it was confirmed that an FIR had been registered. The court also stated that it would appoint an amicus curiae to assist in the matter, in accordance with the provisions of maritime laws. The bench clarified that its intent is to prevent procedural lapses from aggravating the situation and that it is addressing only the legal issues involved. Bringing renewed hope to more than 2,000 families across central Travancore whose properties have been marked for the long-pending Sabari rail project, the Revenue department has decided to resume land acquisition for the project. Official sources said an online high-level meeting convened by the State government on Wednesday has directed the District Collectors of Ernakulam, Idukki and Kottayam to proceed with acquiring the required land. As part of this renewed effort, the previously functional land acquisition offices at Perumbavoor and Pala will be reopened, while new offices are slated to be established in Muvattupuzha and Kanjirappally. 'Work on the project is expected to formally begin with the visit of a high-level team from the Indian Railways early next month,' sources said. The meeting also decided to retain the existing alignment of the rail line. The project is being planned in such a way that land acquisition and construction can proceed simultaneously. 24.4 hectares acquired So far, 24.4 hectares of land have been acquired for the project in the Angamaly–Kalady stretch. However, more than 200 hectares still need to be acquired across the three districts. In the first phase, land will be acquired from Kalady to Ramapuram. The second phase, covering the stretch from Ramapuram to Erumely, will follow completion of alignment surveys and a Social Impact Assessment (SIA). 'A special revenue team will be deployed for this purpose,' the sources added. As the initial notification for acquiring land for the project was issued prior to the introduction of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act in 2013, the government will have to restart the entire process in accordance with the new legislation. According to officials, a new government order (GO) for the land acquisition will be issued shortly to commence the proceedings. CM's meet The approval for the construction of the rail line connecting Angamaly and Erumely, the gateway to Sabarimala was announced after a meeting held between Chief Minister Pinarayi Vijayan and Union Railway Minister Ashwini Vaishnaw in New Delhi recently. The 111.48-km line was proposed in the 1997-98 Budget.
