HMO with 32 bedrooms approved at second attempt
The proposed development in Beverley Road, Hull, was resubmitted to the city council having been turned down in March last year.
A senior councillor told the planning committee that the community was "absolutely against" the application, while Humberside Police said it "may well add to the stresses" on the area.
However, Jason Kay, a property manager, argued that the proposal met the council's "own requirements" and would prevent the building being "left to decay".
Councillors heard that the development would incorporate a gym and cinema room. The bedrooms, all with en-suite facilities, would be spread across three floors.
The building had been occupied by Alan Wood & Partners, an engineering consultancy, for the past 40 years.
Mr Kay told the committee that the firm had outgrown the premises and would be looking for a larger site, the Local Democracy Reporting Service said.
He suggested that, should the proposal be turned down, there would be a "significant chance" of jobs losses and of Alan Wood moving out of the city.
Councillor Paul Drake-Davis, the council's portfolio holder for regeneration and housing, said there were too many HMOs in the area and they had a "significant detrimental effect on the local community".
He called on the committee to "show support for the residents".
Councillor David McCobb argued that an "over-proliferation" of HMOs was "having a significant detrimental affect on the local community".
The application, for 337-341 Beverley Road, was narrowly approved by five votes to four, with one abstention.
Speaking after the meeting, Mr Kay said he was "over the moon" with the decision.

When someone asks me when it's the right time to buy an iPhone, I usually tell them "Whenever you need to get a new phone." But note the "usually" in my "buy a phone when you need a phone" advice. There's one time a year when I think it's a bad idea to spend money on a new iPhone. And folks, we're in that period right now. If you find yourself in the market for one of the best iPhones, better check the calendar first. That's because if you're within a few weeks of an Apple event, it's best to hold off, if possible, just to see what Apple might have in store for its latest devices. And the closer you get to that Apple event, the better idea it is to hold off on a purchase. We don't know exactly when Apple's going to hold its fall launch event, but given Apple's history, it's not to hard to guess an iPhone 17 release date. And we are close enough to that window to where my usual logic about upgrading when you need to no longer applies. What we know about Apple's iPhone launch history Even a casual glance at the last few iPhone releases reveals a pretty universal fact — Apple likes releasing iPhones in the first two weeks of September. That gives the company enough time to get the new devices into stores before the end of the month, so that it has a full quarter worth of sales to show Wall Street for the three months culminating in holiday shopping — the most important time of year in Apple's fiscal calendar. Only once in recent memory has Apple gone through a September without releasing an iPhone. That would be in 2020 — the year the Covid-19 pandemic delayed production on the iPhone 12 and pushed the release later into the fall. No one wants a repeat of that, certainly not Apple. But don't take my word for it. Bloomberg's Mark Gurman, a pretty good source of Apple-related info, has forecast an iPhone event for the second week of September. And if you want to get even more specific, a German site is listing a September 9 event date, with the new iPhone 17 models going on sale September 19. Again, that 10-day window between the announcement and the actual launch is pretty consistent with Apple's recent history. What we know about the iPhone 17 So we have a pretty good idea about when the iPhone 17 models are arriving. And thanks to all the rumors out there about Apple's latest phones, we have a pretty good idea of what new features are on the way, too. At this stage in the evolution of smartphones, we're at a point where we don't see dramatic changes every year. That said, rumors point to some pretty significant improvements coming to the existing iPhone models — and there could be an entirely new device from Apple this fall. The iPhone 17 could be getting one of the more significant changes in the form of an LTPO display. If you're not up to date on the merits of low-temperature polycrystalline oxide panels, don't fret — all you need to know is that it's the technology that enables the adaptive refresh rate on Apple's ProMotion displays. In other words, the entry-level iPhone will finally be able to support a fast refresh rate, allowing for smoother scrolling and more immersive graphics. That alone could make the iPhone 17 worth the price of admission, and that's before you get to more traditional year-over-year improvements to the chipset powering the phone to the battery size. The iPhone 17 Pro and iPhone 17 Pro Max could be in line for a marquee edition of their own, as rumors tip those phones to adopt a 48MP telephoto lens. There's some dispute over what kind of optical zoom the upgraded camera would support — some say 3.5x, others are arguing 8x — but there's no doubt that the high-resolution sensor would mean more detailed close-ups from this year's Pro models. Other Pro-specific features like a vapor cooling chamber to help boost performance could also be in the works for the iPhone 17 Pro. Then there's the fourth phone reportedly coming this fall, the iPhone 17 Air. This is supposed to be Apple's attempt at an ultra-thin phone in the vein of the Galaxy S25 Edge, only Apple's version might be even thinner if measurements of an alleged dummy unit prove to be accurate. It's unclear what else the iPhone 17 Air will bring to the table, but if you're in the market for an entirely new design, this phone could be of interest to you. To put it another way, these shouldn't just be run-of-the-mill upgrades from Apple in the fall. And even if you ultimately decide that there's not enough there to justify an upgrade, you're at least putting yourself in a position to make that call should you hold off on a purchase for another few weeks. What about iPhone 17 prices? There is a wrinkle to this year's buy-or-wait decision, and it comes down to iPhone 17 prices. Specifically, there's a concern that ongoing economic turbulence and in flux tariff policies might have an impact on what you pay for Apple's new phones. Earlier this year, a Wall Street Journal report said Apple was considering an increase to the cost of its iPhones, while a more recent analyst forecast had prices going up by $50 from the equivalent iPhone 16 models. That would mean a starting price of $849 for the iPhone 17, with the iPhone 17 Pro Max costing as much as $1,249. While it may be tempting to buy an iPhone 16 now and avoid any iPhone 17 price hikes, I think the window to do that closed during the summer. We're close enough to the rumored iPhone launch to see what features the new devices bring to the table. And if they're not impressive enough or fail to justify any price increase Apple imposes, you can always fall back to the iPhone 16, which should be available at a lower rate in a post-iPhone 17 world. Apple usually keeps a handful of older models around at reduced prices following one of its product launches. So the combination of an Apple event that will be here before you know it and rumored improvements that sound worth examining should put any planned iPhone purchase on hold at this point, no matter what kind of prices we ultimately see. Monkspath car park floodlights decision delayed as councillors raise concerns
Councillors have delayed their decision on already installed floodlights near a small Monkspath shopping centre car park saying they want more information. As the Local Democracy Reporting Service previously reported the row over the four metre high lighting columns surrounding electric charging points installed on the car park near the parade of shops at Shelly Shopping Centre in Farmhouse Way has been rumbling on for months. In the original application planning agents JMS Planning and Development had explained the applicant wanted retrospective approval for the floodlighting, stressing the installation of reflectors to direct light downward and reduce light spill would mitigate the impact on neighbours. The matter went before Solihull Council planning committee's latest meeting where ward councillor Ken Hawkins said: 'I can't remember the last time I came to the committee to object to anything. 'The issue is the amount of the light to be emitted. 'These lights, I was told when they were working, had a negative impact on the people who live opposite.' Solihull Council planning officers had recommended for approval subject to conditions including having motion sensors on the lights. In the members debate Councillor Bob Grinsell, the chairman of the committee, said: 'I'm surprised that a developer of this nature has chosen to install this without seeking planning permission in the first place. 'I asked to visit the site at night (to see the lights switched on) – I was told I can't because there is no electricity. 'It's not good enough. 'We need to see these, we can not make an accurate assessment of the effect.' Officer Mark Andrews, the council's head of planning, design and engagement services, suggested the lights could be switched on for a trial period and assessed before coming back to the committee for an extension. Coun Grinsell said: 'If it's a trial period, it's going to be a very short period in my view.' Councillor David Cole said: 'You are asking to make a decision without seeing it – I'd rather be there on the site and see what's happening, then I can make an objective decision.' Councillor James Bradley said: 'Do we have any information about how these charging points are expected to operate. 'Do we have any indication what the expected levels of use of these at night time is?' Councillor Dave Pinwell then said: 'We don't have enough information to understand what the justification for this is and the way it would be used.' The chairman moved to a vote on deferring the vote to get more information, with eight councillors voting in favour and one against. Researchers surveyed over 200 couples two months prior to relocation and then at quarterly intervals for one year post-relocation. They studied the impact of partnered relocation across four domains: Here are two insights researchers can offer into the impact of partnered relocation, based on this study. 1. Moving Can Be Highly Stressful, But The Stress Subsides Researchers found that the effects of relocating were somewhat of a mixed bag. In the early stages of the move, participants reported moderate levels of stress across all domains. They felt that losing meaningful social connections — moving away from family and close friends — and managing the finances and logistics of the move were among the most stressful outcomes of relocating. However, researchers also highlight something that most other research on partnered relocation tends to overlook — people adapt. It might take time, but it isn't stressful forever, and positive experiences can co-exist with feelings of stress. Essentially, it might not be the best to begin with, but it's not necessarily the worst. As couples settle into new routines and gain more control over their lives, their stress also subsides. Time and a sense of stability can ease the challenges of relocation. 'While the early stages of relocation may be characterized by logistical burdens, social isolation, and job-related stress, later stages may involve a greater appreciation for new opportunities, stronger connections, and a sense of mastery over challenges. For instance, starting a new job or moving into a new home can be both stressful and rewarding — stressful due to uncertainty or disruption, and rewarding due to novelty and growth,' the researchers explain. Interestingly, researchers also found that couples who were more satisfied in their relationship fared better across the four domains of relocation, facing lower levels of stress in the early stages, steeper declines in stress levels as time went on and a more consistent sense of reward across the domains. So, a solid foundation in your relationship sets the stage for a solid future, despite the chaos and upheaval of a move. Relocating partners must navigate these complex feelings of loss and gain, all at once. While it's important not to minimize the grief you might experience leaving familiar spaces behind, these findings highlight how it's possible to look forward, and embrace a new era of your lives together. 2. Moving Can Be Rewarding In Unexpected Ways New experiences can bring unexpected positive change in one's life. Researchers found that in some domains of relocation, moving was more rewarding than stressful. Participants found that experiences like starting a new position, learning about a new culture, moving near family, making new friends, settling into a new home and experiencing a higher standard of living were all deeply rewarding aspects of their move. However, there may be differences in the experiences of the partner who initiates relocation (the relocator) and their accompanying partner. For instance, while the relocator may be thriving at their new job, the accompanying partner may be reeling from the loss of their previous career opportunity. At the same time, the relocating partner may also struggle with the impact of their decision. 'Relocators may carry the burden of guilt and responsibility for changes made to the couple's lives, which can create additional stress,' the researchers explain. Interestingly, researchers also found that the rewards of relocating could ebb and flow with time. 'Some rewards declined over time — especially those associated with novelty such as starting a new job and adjusting to a new culture. Meanwhile, rewards that were slower to emerge, such as financial stability or relief from previous social obligations, increased slightly as time progressed,' the researchers explain. This variability highlights how the positive effects of novelty may begin to fade, but other surprising benefits may emerge. At the end of the day, the emotional experience of relocation also depends on how a couple handles stress together, how prepared they are for the transition and the intention they put into making the best of their move. So, relocating for a partner has clear pros and cons, depending on the unique nature of your transition. The ultimate decision lies with you, and it's crucial to respect your own needs in the process, even though you wish to honor your partner's too. You must discern whether the move will help you grow, or only hold you back. The key to successful relocation may be in ensuring that it benefits both partners, and that both feel supported through this life transition. Self-sacrifice can easily turn into resentment, which is why the decision to move needs to be mutual. Researchers also suggest that focusing on the rewarding aspects of personal growth, togetherness and novelty can help couples find meaning and joy through this transition, regardless of who initiated it. Partners can find mutual support systems, navigate new cultures together and choose to be a united front through the ups and downs they face. By sharing their fears, excitement, insights or even their culture shocks, partners can focus on what brought them there in the first place — their relationship and their desire to keep 'doing life' together.
